Mathias Lule began his second stint at Express with a goalless draw against Sadolin Paints on Saturday.

The draw meant Express have now gone seven league games without victory, losing twice and drawing the other five a run that has seen them drop to 8th position just 5 points above the drop zone.

The red eagles make a short trip to Kavumba to get on an unpredictable Soana that have had an impressive start to the season sitting third on the logo on 23 points, only eight behind league leaders KCCA.

Soana head coach Sam Ssimbwa was heavily linked to the Express job before Lule eventually was announced and he meets a side that he is familiar with.

Ssimbwa was at Wankulukuku in 2011/2012 season helping Express win the league title, their last and have now gone four seasons trophy less.

Soana come into the game on the back of a comfortable 3-0 win against BUL away in Jinja and will hope the result will give them momentum in the clash against Express.

However, the Kavumba based side will have concerns about their home record this season failing to record victory in their previous 4 homes games.(drawing two and losing two).

In the similar capacity, Matia Lule will have to improve his defence especially on away grounds.

Express have conceded 9 goals in their last three games away from home (3-2 vs Villa, 3-3 vs Police and 3-1 loss to KCCA)

This will be the 7th meeting between the two sides with each team winning on two occasions while the other three meetings have ends in draws including the recent meeting on 12/04/2016 which ended one all.

Soana boost of the best defence lines in the league conceding just nine goals thus far. Only Sadolin Paints and Kirinya Jinja SS have shipped in fewer (8).

Both Kirinya Jinja SS and Proline won promotion to the Azam Uganda Premier League this season and have had a torrid start to the season languishing in the relegation zone.

Kirinya Jinja SS come into this game without head coach Alex Isabirye who decided to throw in the towel on Monday following the dismal performance by team.

Kirinya are second from bottom on 9 points and yet to win a game. Their main challenge has been scoring, managing just a meager 4 goals in as many games.

They take on Proline who equally have had similar struggles picking just a single win thus far coming against lowly JMC Hippos.

Proline’s major concern has been their defence that have shipped in 19 goals and keeping just two clean sheets in 13 games.

Goalkeeper Saidi Keni returns to the team after missing the game against KCCA through suspension.

However, Proline will miss the services of defensive midfielder Sam Kintu who is suspended after accumulating cards.

Savio Kabugo, Saidi Kyeyune and captain Simon Mbaziira are all still sidelined with injuries

Kirinya Jinja SS Playmaker, Otim James who missed the game against Lweza has shaken off the injury and is available for selection.

Goalkeeper Joel Mutakubwa is suspended and thus Tom Ikara is likely to replace him in goal.

Striker Ceasar Sapeo is ruled out while Mubiru Geoffrey and skipper Kasonko George will have to undergo a late fitness test.

This will be the fifth meeting between the two sides but the first in the top tier league with all the previous four coning in the Fufa Big league.

Kirinya Jinja SS are unbeaten against Proline in the four meetings winning three and the other game ending in a 2 all draw.

Proline are 13th on the table with 12 points while Kirinya sit 15th on the logo on 9 points.

Kagame Launches 2 Multimillion Buildings in Kigali

Rwandan President Paul Kagame has said that the transformation of any country can only be realized through people coming together to pool energy and resources to achieve their goals.

Kagame was Monday launching two multimillion buildings, the Champion Investment Corporation Complex, a commercial building owned by 56 Rwandan investors working under the Champions Investment Company, and Kigali Heights, an ultra-modern multi use commercial building which is owned by an assortment of Rwandan and foreign shareholders.

After inaugurating the Champion Investment Corporation Complex in the city center, President Kagame urged the Rwandan investors to do even more for the good of the country and their own good. President Kagame stated that no one should expect donors to build a commercial complex like CHIC for them, and thanked the investors for investing their own resources.

While interacting with shareholders of Kigali Heights after inauguration, President Kagame said:

“Government’s responsibility is to ensure everyone can do business fairly and thrive. When you succeed, we succeed. That is why business is government’s business. This project is following through on what the struggle was about, a developed and prosperous nation. Thank you to the team that has made this beautiful project materialise. This is how transformation is achieved.”

The construction of Champion Investment Corporation complex cost the Rwandan shareholders more than 20 Billion while Kigali Heights cost more than $40 Million.

Magistrate Warns Journalists in Kanyamunyu Murder Case

Nakawa Grade One Magistrate Noah Ssajjabbi has warned journalists against what he termed as being disorderly while covering the alleged murder case of social worker Kenneth Watmon Akena by Quantum Logistics boss Matthew Kanyamunyu last month.

Kanyamunyu (39) is accused together with his girlfriend(26) Cynthia Munwangari and his brother Joseph Kayamunyu(40).

One of the accused’s lawyers Grace Karuhanga told the Magistrate that court ought to take a whip against the journalists whom he said were ‘crossing the rubicon’.

“I think it is in order this court be allowed to court business without interference,” Katuhanga said citing an incident where a journalist had asked him to sit because he was obstructing him.

The magistrate in response asked journalists to always give respect to officers of court in a bid to facilitate justice to happen.

“We can’t stop you but you need to give respect to the place you are coming to so as justice prevails,” Ssajjabbi warned journalists.

Investigations

The magistrate  adjourned the case to December 20 after being informed by the state prosecutor Racheal Nabwire that they needed more time because investigations into the case have no yet been completed.

In an interview with ChimpReports, Kitgum Municipality MP Beatrice Anywar who was together with the late Akena’s relatives were in court said she was satisfied that the process of ensuring their own brother receives justice was going on well.

“It is a procedure because a criminal case cannot be hurried. We are satisfied with the process and we pray justice be reached,” Anywar said stressing they will have to wait for justice to take its course.

The accused smartly dressed suspects were this time calm and made no gestures to each other unlike in the previous court session.

After the session, the trio who didn’t say anything were led back to the court cells as they waited for the prisons bus.

Plumber Robs Brother’s Shop; Shot

An 18 year old plumber in the western town of Kabale   was on Monday night shot and injured after breaking into his own brother’s shop.

Sharif Mulindwa is a resident of Jongoza village, Karisizo sub county Rakai district. He was shot in the leg by Millennium Security Company guard Wycliffe Tukamuhabwa after finding him in Frank and Sons Plumbing Contractors and Suppliers shop near Kings Hotel in Kabale Municipality.

It’s said that last night in Kigongi cell, the owner of the shop Frank Experito closed the shop in the evening and went home.

He was however called for work at around 10:45pm and he decided to pick his equipment, only to find his shop open.

It was then that he called the security guard, and the suspect tried to take off, compelling the guard to shoot at him. On being examined, Exedito was shocked to find that the burglar was his own brother.

Elly Maate the Kigezi region police Spokesperson says that police was notified and took the suspect at Kabale regional referral hospital where he is nursing injuries and being monitored by police.

ICC: Prosecution Downplays Ongwen Being ‘Victim’ of LRA Atrocities

The trial of former LRA commander Dominic Ongwen has began Tuesday morning in the Hague Netherlands with the prosecution side down playing the question of Ongwen’s abduction into the rebel group and also being a victim to the crimes he perpetrated.
Fatou Bensouda, the prosecutor in the case submitted that being victim was not justification enough for the accused to carry out similar crimes.
Ongwen had earlier denied understanding the charges brought against him saying the responsibility lied on Joseph Kony but Presiding Judge Bertram Schmitt overruled this saying the accused in January had already told court he read and understood the charges.
Ongwen later pleaded not guilty to the 70 counts of war crimes and crimes against humanity saying, “In the name of God, I deny all the charges in respect to the war in Northern Uganda. I plead not guilty.”
The prosecutor said; “We recognize that Ongwen was not only a perpetrator of the crimes in question, but also a victim since he claims to have been abducted. This does not justify victimizing others.”
“This court will not decide [his] goodness or badness but rather whether he is responsible for the crimes he committed as an adult. He had opportunities to either surrender to the UPDF or escape (like many did) but he never did so.”
In her opening statement, she said prosecution had sufficient evidence linking the accused to atrocities such as attacking civilian camps and abducting children. Ongwen’s position as a high ranking commander in one of the 4 Brigades of the LRA was the core basis upon which Bensouda said [he] was responsible.
“We have accounts from victims of LRA attacks as well as sound recordings and radio communication which indicate that Ongwen ordered; ambushes on commercial vehicles, young children to kill and his involvement in attacks on camps in Pajule, Lukodi, Abok and Odek in which civilians were killed,” Bensouda said.
She said one of the witnesses testified to having witnesses Ongwen abduct children as young as 6 years from their families to become child soldiers and sex slaves. This, the prosecution said was a deliberate strategy by LRA rebels to sustain its war.
Prosecution also made reference to the systematic viewing of civilians as enemies by the LRA  fighters even when their main rival was the government. In one of the radio communication exchanges, Bensouda said the Ongwen bragged about having killed civilians in an attack.

LC 1 Elections: Parliament Orders Urgent Amendments in Local Government Act

Parliament has ordered Cabinet to ‘urgently’ table proposed amendments within Local Government Act to necessitate conduction of Local Council one and two elections and Councilors for Workers by January next year.

Members of Parliament who on Tuesday were eager to debate a statement by the Minister of Justice and Constitutional Affairs, Kahinda Otafiire on the said elections, were incensed by the absence of the Minister.

The members noted that the LC 1 elections are pertinent but government is handling the matter with little interest.

Igara West lawmaker and Public Service and Local Government Committee Chairperson, Raphael Magyezi noted that despite the Prime Minister and the Minister of Justice assuring the country that the elections will take place in January 2017, government has done less in preparation for the same.

“We require as Parliament a proposal for amendments that are consequential to the methodology of lining up; these include, preparing voters registers,nomination of candidates and so on,” Magyezi said.

Magyezi noted that this would — according to Attorney General — require amendment of some provisions of the Local Government Act.

“We are proceeding for a recess, the Minister should be directed to present the amendments of Local Government Act, present them and the committee handles them during recess. Through you I would require to order the Prime Minister to direct the Minister of Justice and Constitutional Affairs to present the amendment of Local Government Act.”

The Prime Minister, Gen. Moses Ali apologized for the absence of the line minister, informing the house that the Minister has been sent on special assignment and will be ready tomorrow with the statement.

The Speaker Rebecca Kadaga ordered that the Minister of Justice and Constitutional Affairs appears before the house with the statement on the said amendments without fail tomorrow.

Center back Rashid Toha earned a point for Onduparaka FC at home against BUL football club in a game that exploded with attacks in the first half but deflated in the second

Yunus Sibira had unlocked the game with a spectacular thumping header from a 19th minute corner.

Earlier on, the visitors missed a clear opportunity due to Anyama and Toha’s brilliance in the box. Yudah Mugalu floated a low ball from a counter attack which Kalisa met with a feeble touch but Anyama was on toes to punch away.

Mugalu approached the rebound to shoot but again Toha recovered quick and blocked for a corner.

The Caterpillars stepped their attack mid way the period with Shaban coming closer in the 22nd minute after Wahab had dropped the ball on his feet but again his effort was countered by Walulya with Kalyowa already beaten in position.

Wahab curled in another beauty seven minutes later which found Toha in the right place to thump in for the leveller.

Bul slowed down the second period with systematic injury stoppages and frustrated the opponents who were already depleted following their captain Muhammad Shaban’s withdrawal due to a recurring injury setback.

Kasese Cobalt Company Partners with Danish Firm to Improve Waste Management

The Kasese Cobalt Company Limited (KCCL) has partnered with a Danish company to clean mine waters with the use of biological treatment system as opposed to the current domestically common chemical use

The KCCL partnership with Transform 1994 APS Danish Root Zone Technology, a parent company of Bio Fertilizer Uganda Limited was announced on Tuesday at Namanve Industrial Park during a seminar organized by the Uganda Investment Authority on the latest bio technology being introduced by the Danish company to the members of Uganda Manufacturers Association (UMA).

Transform Aps founder and CEO, Mr. Jorgen Logstrup said he got to know about the existence of the KCCL project through a World Bank publication.

A feasibility study, investigating the technological aspects of the project funded by the Danish Cooperation in Uganda was carried out. The study according to the officials of two companies, recommended that that the rootzone technology which is use of natural environment could be relevant for the treatment of the wastewater.

Mr. Jorgen who is also an agronomist led a team of environmental experts to Uganda to explore the ways the company can engage more local companies other than KCCL.

Transform Aps which specializes in developing, designing and supervising in natural systems for water, air and waste treatment and in urban ecology is said to be operating in Europe, USA, Canada, China, South Korea, Japan, Australia and now Uganda.

At the seminar, KCCL officials said Transform has assisted them to meet the National Environmental Management Authority (NEMA) standard of water effluent treatment.

“KCCL has been a pilot project in Uganda for the green technology introduced by Transform. The company has fully met NEMA standards, now apply environmentally safer methods using biological means, it spends less money in treating and maintaining the waste,” Mr. James Mawa, Effluent Treatment Plant Manager for Fine Spinners and a member of Pollution Taskforce set up by UMI and other government agencies.

According to Mawa the new technology is cost effective.

“On average companies spend on chemical treatment of industrial waste up to Shs700m annually yet they can spend 10% of that using rootzone technology which is natural treatment system with the money saved going into expansion of the company.”

Meanwhile Mr. Jorgen said he came to Africa 60 years ago and has been in contact with African agronomists including at Makerere Univesrity like Prof. Frank Katusiime.

“In Uganda there is a cooperative culture which is based on people just like in Denmark,” he said.

“The country has a very open population and a population easy to work with. The people are trusted and nice people to work with.”

The UIA Acting Director for Investment Promotions, Mr. Valentine Ogwang, told Ugandan manufacturers to adopt eco-friendly waste management technology as opposed to conventional chemical means which eats into their profits and threatens the fragile environment. He represented the authority’s executive director Mr. Lawrence Byensi.

Migration to Europe a Result of Failed Development Policies in Africa, Says EAC Deputy Secretary General

The ongoing migration of people to Europe is evidence that African countries have failed to implement policies that could yield benefits to their citizens, Dr. Enos Baluku, the East African Community (EAC) Deputy Secretary General (DSG) in charge of Infrastructure and Planning has said.

Dr. Bukuku observed that poverty-stricken refugees were willing to risk their precious lives to cross the Mediterranean and face other risks knowing they could get a better life in Europe.

He said the migration provides an opportunity for African leaders, elites and governments to ask themselves pertinent questions on why the continent continues to score poorly on all development indicators.

The DSG said it was ironical that many African countries were at the same level of economic growth with most economies in South East Asia in the 1960s yet the latter had become part of the 20 largest economies in the world even as their African counterparts continue to lag behind in development.

Dr. Bukuku was speaking when he presided over the official opening of the 3rd Stakeholders Meeting on the Sub-Regional Coordination Mechanism (SRCM) for Eastern and Southern Africa at the EAC Headquarters in Arusha, Tanzania.

The main aim of the two-day SRCM is to bring together UN Economic Commission for Africa (UNECA) Sub-Regional Offices, Regional Economic Communities (RECs), Inter-Governmental Organisations (IGOs) and UN agencies in order to identify opportunities for joint planning and programme implementation at the sub-regional level and thereby effectively support the work and priorities of the RECs and IGOs in the regions.

Among the RECs and IGOs represented at the meeting are the EAC, Southern African Development Community (SADC) and the Indian Ocean Commission. Other organizations with representatives at the meeting are the African Union, United Nations Development Programme, International Labour Organisation, International Organization for Migration, NEPAD, and the Port Management Association for Eastern and Southern Africa.

Speaking at the forum, Mr. Maxwell Mkumba, the SADC Senior Policy Director and Technical Coordinator, on behalf of the SADC Executive Secretary and SRCM outgoing Chair, Dr. Stergomena L. Tax, emphasized the importance of aligning RECs and IGOs key flagship initiatives with the AU Agenda 2063 and the 2030 Agenda for Sustainable Development.

“We also need to discuss and agree on effective instruments to strengthen our collaboration, synergies and coherence that are necessary to ensure AU Agenda and the UN Sustainable Development Goals (SDGs) are effectively mainstreamed into the regional and national development plans,” said Mr. Mkumba.

Mr. Mkumba said that the SRCM had recorded significant achievements over the past one year when SADC held the position of Chair and cited the development of the Draft Addendum to the Business Plan and the study on the mapping of the SRCM stakeholders.

“However, we can do better than this if we are able to improve on our joint programming processes, allow for more regular interactions and effective information sharing and communication, as well as well as urgently deal with challenges around resourcing of programme implementation,” he said.

“Peoples of the regions we represent are looking up to initiatives like the SRCM to address development challenges, including poverty eradication. The SRCM should serve as the excellent mechanism for achieving sustainable development,” he added.

In her remarks, the UNECA Deputy Executive Secretary, Ms. Gionvanie Biha, said the SRCM was a relatively new and evolving mechanism that needs to be embraced and nurtured by all stakeholders, most of whom were still on a learning mode.

Ms. Biha urged UN agencies to use the SRCM as a platform for sharing information and knowledge and building on synergies and complementarities to support regional priorities, adding that leadership by RECs was key to the success of the mechanism.

Nigeria’s Jim Iyke Expected as Film Fest Goes to Fort Portal

Uganda Tourism Board (UTB) in partnership with Nile’s Diaspora International Film Festival (NFIEF) are taking year’s film festival, running from 16th to 23rd December, to Fort Portal.

The festival brings together artistes and other arts professionals to ‘influence the conversation on Africa through African stories told by Africa.’

“Film opens up opportunities for both employed and unemployed youth. It is a great opportunity to tell the Uganda story” says Stephen Asiimwe, the Executive director Uganda Tourism Board.

Speaking to the media on Tuesday at the Uganda Media Center, the Minister of Tourism in Toro Kingdom Ann Bagaya described this as a great opportunity not only for them but as a country, more so the youth who are going to gain a lot, through for instance film making training that will take place at the fest.

The Nile’s Diaspora International Film Festival is an annual event held since 2012 to harness the power of film in educating, entertaining and celebrating Africa.

“The film stars that will participate in the festival are Jim Ayke from Nigeria, David Fernandez Junior from Los Angeles, Rose Anguayo, Dericka Sternberg and Nkem Owoh among others,” She said

“We hope this film festival inspires young movies professionals as they interact with international stars” Asiimwe said.

He added that the film is a major player in and a catalyst for tourism and It’s great  to see that the film festival is in the beautiful town of Fort portal.

Defense counsels in the matter where 14 people including head of Tabliq Muslims Sheikh Yunus Kamoga are accused of being behind the murder of Muslim clerics have asked court to pressurize the state prosecution to bring in court major witnesses in this matter before other witnesses

During yesterday’s session, the state produced its 18th witness, a CID officer who investigated the alleged attempted murder of Sheikh Haruna Jemba in Wattuba Matuga.

The witness told court that on January 4, 2016, he went to supervise the crime scene at the Sheikhs’s house and collected exhibits including 9 cartridges and an SMG machine gun with 22 rounds of ammunitions which he handed over to the Investigating officers.

It was from the CID’s evidence that one of the defense counsels Fred Muwema based on and asked court to order the prosecution to produce witnesses “with direct evidence pinning his clients because despite of the fact that many witnesses have testified a few have pinned directly”

However, lead judge Ezekiel Muhanguzi dismissed their concern saying prosecution has the prerogative to know which type of witnesses to begin with.

The three international Crimes Division court judges Ezekiel Muhanguzi, Jane Kiggundu and Percy Tuhaise adjourned the further hearing of the matter Hearing of the matter to today, 7th/December 2016.

Prosecution contends that the leader of Tabliq sect sheikh Mohammed Yunusu Kamoga with 13 others and others still at large between December 2013 and June 2014 at various places in Kampala with malice aforethought, unlawfully caused the death of two sheikhs Mustafah Bahiga and Hassan Kirya.

Court Rules Against Police’s Occupation of Besigye’s Home

The Chief Magistrates Court in Nabweru, Wakiso district has ordered police to end the house arrest imposed on FDC’s Col Dr Kizza Besigye.

The Court ruled in favor of Beisigye’s application backed by his sister Margret Kifefe, who raised concerns about the multiple ‘unlawful’ arrests of the four time presidential candidate.

The petition which was upheld by Magistrate Prossy Katushabe demanded an immediate and unconditional release of Dr Besigye from preventive arrest and detention.

It also demanded that the police officers at his residence “desist from interfering with the rights of the applicant to move freely.”

Besigye has since the start of the year remained under close watch by the police who have camped outside residence, barring him most of the times from leaving home.

According to the court petition, Besigye has since February 17th 2016 been subjected to 9 unlawful and violent arrests at his home.

“The applicant has not been charged with any offence in respect of all the nine arrests and therefore not been produced before any court,” ruled the magistrate.

She noted that  while police through the Police Act, acted lawfully in arresting Dr Besigye, it flouted Article 23 of the National Constitution which demands that an arrested person can only be detained in a place authorized by law, and that he or she must be presented before court with 48 hours.

“Court finds that the detention of the applicant started out lawful as per the relevant section of the Police Act but it subsequently advanced into something else hence this application.”

Kampala Police spokesperson Emilian Kayima while commenting on the court ruling, said, “We have never failed to respect an order from court.”

“When we are served with the papers from court,” he told Chimpreports, “we shall respond accordingly.”

This came just a day after a grand reception organized by the club and West Nile region football fraternity.

“I take this time to relay my sincere appreciations to all those coaches and players who were part of the initial nominations that put me in the same pot with the country’s finest players of the year,” Shaban told ChimpSport after the game.

“That alone was a dear moment in my life and it gave me hope that I can hit the summits through hardworking.”

“For the fans, I have really run out of words to thank them. They’re the reason the team is successful, the team is the reason i got there. I dedicate the award to every football fan and player in the country.”

However, in an unfortunate event, Shaban was forced out of the game due to some discomfort in his hip following a previous injury.

UPC Suggests Economic Solution to Kasese Problem

Ugandan Peoples’ Congress (UPC) has called on government to drop charges against the Omusinga of Rwenzururu, Charles Wisely Mumbere, suggesting that his ‘continued cuffing’ won’t resolve Kasese problems.

The opposition party president, Jimmy Michael Akena told the media on Wednesday at the party headquarters that despite all justifiable reasons to have the Omusinga arrested; this won’t practically solve the issues but further grievances that will at some point explode in future.

Akena has advised government to institute a dialogue process with all the stakeholders in Kasese as soon as is practically possible to find solutions to the many grievances and give guidance.

“The party has been consistent in maintaining that the underlying problem in Kasese is an economic one; government has been the largest landowner in the region in the form of institutional and commercial activities,” Akena said.

“Our concern has been creating opportunities for the young people of Uganda, we have the biggest part of our population depending on subsistence farming which makes them dependent on the land and where there is pressure on the land there will be tension.”

Akena said unless the “fundamental issues of somebody being given opportunities to thrive and raise a family are addressed; Kasese and the country will face for more tension.

He advised government to find ways of organizing the economy to give people opportunities for gainful employment irrespective of any community.


DPC Mwesige Denies Assaulting Journalist, Blames Woes on Tribalism

The former old Kampala Division Police Commander (DPC) Joram Mwesigye has denied charges of assaulting a WBS journalist Andrew Lwanga and Bukedde TV’s Joseph Setimba on January 12, 2015.

The two were according to prosecution, beaten up by the officer as they covered a youth protest, leaving Mr Lwanga with a spine injury that has persisted ever since.

Mwesigye, who decided to defend himself on unsworn testimony before Buganda Road Court Grade One magistrate Gladys Kamasanyu, told court that on January 12 he received intelligence information from SP Wesley Nganizi that there was a group of unemployed youths who planned to demonstrate in the city center from JEEMA Party offices in Mengo.

He says he was charged by his bosses to “get the group at the JEEMA offices,” and that if they burned the city down he would be held personally responsible.

Mwesigye pointed out that this was one of his busiest days because he had deployed a number of his officers at Owino Market where the vendors had threatened to demonstrate, and Taxi drivers at
New Taxi Park had engaged in the riot on the same day, leaving him with a few officers at the station.

“Since all the Patrol cars were in the field, I boarded a bodaboda back to the station when I heard that some youths were marching to the city center. I withdrew some of the police officers at the station including senior detective ASP Ramadhan Kabinga and two constables and we boarded a private car to Mengo,” he said.

On the way to Mengo he says, they met the marching youths holding placards at Bakuli Traffic Lights, and attempted to stop them.

He says the youths were shouting that they had no jobs and wanted to meet with the IGP Kale Kayihura.

“We had no option since they had reached a very dangerous spot and were inciting other people to join them. I was pushed to the ground by one of them whom I didn’t recognize. There were very many cameramen mixed up with the protesters which made it hard to separate journalists from them”

The former DPC told court that in the scuffle, they managed to arrest six of the protesters including Andrew Lwanga whom they “had not noticed was a journalist” and they detained them at the station.

He adds that at the station Andrew complained of pain and was rushed to Mulago Hospital for treatment in a police vehicle.

“I was shocked when commanders from CPS called me that Lwanga had claimed I assaulted him and destroyed his camera.  Another Journalist called Ssetimba came with torn trousers and claimed that I ripped them.”

SP Mwesige added after the incident as a commander, he apologized to Lwanga on behalf of his team on whatever had happened and that WBS TV Management had promised to negotiate the matters outside of court, only for him to be arrested before the talks.

“This matter took another twist when it turned political with pressure from a number of political actors in the country,” he added. “Others turned it tribal, with some people attacking me for being a Munyankore and that we take ourselves to be a superior tribe.”

Mwesigye further blamed government, stating that despite of his distinguished service to the nation they paid him through turning against him and prosecuting him.

ASP Fred Magumba  who worked with Mwesigye as OC Operations at the same station informed court that during the arrest of Lwanga and other people he never witnessed any assault.

The trial magistrate cautioned journalists and other people from discussing about this matter before delivering her judgment, after the accused person complained that a number of media outlets had started discussing the merits of this case which made his life uncomfortable.

The case has been adjourned to 5th January 2016 for further hearing.

The head of police’s Traffic Directorate Dr Steven Kasiima, has expressed pleasure and satisfaction that his force has lately been showing many signs of “cleanliness.”

Because of a lot of hard work, Dr Kasiima said yesterday that the big number of bad elements and acts in traffic police has drastically declined.

The Police Force especially the traffic segment has for consecutive years been ranked the most corrupt of all government departments.

In 2014 as the police force marked its 100th anniversary, President Museveni described traffic police officers and “Satan’s agents in angel’s (white) clothing.”

The Department has also come under a lot of scrutiny following a recent spike in road carnage for a better part of this year.

The traffic police boss Kasiima however said yesterday that owing to the extra working hours they have put in, and the introduction of the Operation Fika Salaama, things were looking more promising for them.

“I was coming from Seeta recently at around 11pm and I was surprised to see traffic officers still on the road doing their work,” he said.

Kasiima was speaking to reporters Kiira division headquarters where the Uganda Revenue Authority and Huawei were giving gift hampers to the most hard working traffic officers, appreciating their work.

“I urge you to continue working hard so that you do not disappoint the people that have recognized your work; remain disciplined and above all remain smart,” he said.

He noted that for last two months traffic police has done a tremendous job of reducing road accidents even with the narrow roads, and that the bribery on the road is also visibly declining.

“I caution you all in this festival season to follow and enforce traffic laws to the dot. The public too should be on the lookout for over speeding drivers. You can get out your phone and take a photo or a video send it to us and we punish them, I am glad people are doing it of late”.

The best performing officers were rewarded with sugar, flour, washing soap, basins and others.

Referee Celebrated Onduparaka Goal, Says Anyau

BUL FC head coach Frank ‘video’ Anyau has launched a blistering tantrum on centre referee Ali Bakisula who was in charge of his team’s clash with Onduparaka FC in Arua on Tuesday.

According to an audio which ChimpSport is in possession of, Anyau claims that the match officials were very unfair in the decisions made on pitch and were against his team’s success.

“We now know why Onduparaka is very good at home,” Anyau said adding that, “They play with fifteen players and that’s why they are unbeaten at home.”

“They play with eleven team players and three officials. Those referees who go and officiate (in Arua) think that any team that goes to play there is not a Ugandan team. The officiation was very biased and one sided.”

Yunus Sibira fired the self-proclaimed Eastern Giants ahead in the 16th minute but Rashid Toha leveled matters thirteen minutes later.

“Even when the goal was scored, the referee celebrated and that is very bad, sorry to say that! A referee must be neutral when handling team A and same to team B.”

Fufa referee Ali Bakisula was the centre referee running the game while Christopher Kugonza and David Nsubuga were the first and second assistants respectively. Ben Adhole was the fourth official.

HRC Prepares for Human Rights Day

Uganda Human Rights Commission have scheduled a number of activities that will lead up to the International Human Rights day which is due on Saturday December 10th.

Among this, the Commission will be holding Inter University debates, Community dialogue on Friday , and public dialogue on the 9th.

“We are commemorating this year’s International Human Rights day with the major aim of encouraging each and everyone to stand up for their and other people’s rights and above all to educate people more about their rights,” said Dr Amooti Katebalirwe Wa Irumba, the head of the Commission.

While addressing the media at the Human Rights Commission headquarters Dr Katebalirwe said that this year’s theme is “stand up for someone’s Rights today”

The celebrations her said are to re-affirm the commission’s commitment to the respect, protection and promotion of Human Rights for all in accordance with the National Constitution of Uganda and other binding regional and international human rights standards.

Every December 10th, Uganda joins the rest of the world to commemorate the International Human Rights day, the day the Universal Declaration of Human Rights was adopted.

According to reports issued by Human Rights institutions such as UHRC, HURINET and many others, there are a number of incidents and reports of Human Rights violations that occurred during this year’s ranging from violation of freedom from torture, freedom of expression and the right to assemble peacefully, deprivation of life especially the recent killings in Kasese and the recent murder of Muslim clerics.

Patients Steal Ibanda Hospital Beddings

Patients at Ishongororo Health Center IV in Ibanda district sighed this week after receiving a package of new beddings from their leaders.

The health facility according to management has been losing property especially blankets to ill-mannered patients.

The facility management through Dr Geoffrey Muhairwe told Chimpreports that some patients have been packing the hospital beddings and going home with them after being discharged.

He condemned the habit, stressing that the facility property is there to help the entire community.

The Ibanda Woman MP Jovlin Kalisa Kyomukama yesterday donated bales of blankets to the hospital, with a message to the locals to respect government property.

The ibanda North MP Maj. Guma Gumisiriza also advised them to work together to farther development of the their constituency.
