
Faced with an uphill task of turning around the inefficient and corruption riddled Uganda National Roads Authority (UNRA), Executive Director Mrs. Allen Kagina is determined to use everything in her reach, including invoking divine intervention.
She is positive that she will make the change at the Institution and leave a mark like she did at the Uganda Revenue Authority.
As such, she has introduced regular prayer sessions at the Authority, where senior officials convene to devote the country’s highest funded institution in the hands of God.
Kagina, a highly dedicated born-again Christian, used this approach during her time at the tax collecting body.
She says this was one of the ways she was able in the period of 10 years, to raise tax collections by 317% and also increase tax contribution to the national budget to 85% up from 54% in 2004 when she took that office; amidst skyrocketing inflation, the global financial crisis, and sluggish economic growth.
At UNRA, the 57 year old has already taken a number of drastic measures to revive the intuition including firing all 900 staff members. But only through God’s intervention can she get the results she wants.
“I would be nothing without God!!,” she tweeted on Friday.
President Yoweri Museveni says she put her in charge of URA because of her devotion to God. He says he picked her together with Mrs. Jennifer Musisi Semakula from Makerere University and trained them and is proud that they managed to get rid of the corruption at URA and KCCA respectively.
