SC Villa End Vietnam Tour with Loss to Quang Ninh

Uganda Premier League record champions, SC Villa ended their nine day tour in Vietnam with a loss to Vietnamese league one side Quang Ninh.

In the game played on Tuesday, SC Villa lost 1-0 to Quang Ninh, a club where Uganda cranes midfielder Geoffrey “Baba” Kizito plies his trade.

This was Jogoo’s second loss on the tour after succumbing to a 2-1 defeat to Da Nang on Monday.

In the seven games that SC Villa have played, they have managed to pick two wins(against Bin Duong and Khanh Hoa),2 losses and a draw against Long An.

Shafik Bisaso’s charges have managed to score a total of 14 goals while also conceding exactly half of the number.

According to earlier arrangements, the team was scheduled to return to Uganda by Thursday but team manger Valley Mugwanya on Monday had written to the Uganda premier league Secretariat asking for their fixture against SC Vipers on Saturday to be postponed, a request that was turned down.

PARLIAMENT: Eye Witness MP, Minster Odongo Clash over Kasese Crisis

There was drama at Parliament on Tuesday when the debate on the fatal Kasese clashes turned emotional with some opposition Members from the region confronting the Internal Affairs minister on the floor.

Minister J.J Odongo told Parliament that the raid on the palace and the subsequent arrest of the King was a result of attack on several security installations by the royal guards and their affiliates.

“The Omusinga of Rwenzururu was arrested by joint security operation after attacks conducted by cultural guards ‘Kirumira Mutima’ who are said to be his creation and under his command,” Odongo said.

The minister also recounted to the house how events built up leading to the Sunday raid.

“On the 26th of November 2016, these cultural guards of Obusinga Bwa Rwenzururu attacked the joint security patrol team in Kasese town with a petrol bomb, stabbed and injured a soldier.”

On the same day, three other attacks happened in the same region.

“This was immediately followed by simultaneous attacks in Ihandiro sub county, at Kagando hospital in Kisunga sub county, Bwesumbu, Kyabarungira, Mubuku in Maliba sub county and Ibanda in Bugoyi sub county. In all 16 policemen lost their lives and 6 guns were taken by the attackers.”

Bukonjo County West Member of Parliament Godfrey Katusabe Atikens, in totality, refuted the government accounts on the crisis and defended the cultural institution of Omusinga Charles Wisely.

According to Katusabe, the government should have continued with the negotiations with the armed and confrontational cultural guards.

“Am still recovering in a total pain and loss, I can’t imagine this is Uganda my nation; am here to tell you as an eye witness not listening in from any person, I was there and saw it happening. All wasn’t
necessary but dialogue,” Katusabe said brushing off Odongo’s side of the story.

Katusabe also read a message to the house from the Chief of Defense Forces; reading, “Honorable, I have reconfirmed my instructions that they (Royal guards) should come without knives or pangas, they should show that their arms are free of any form of weapon and should not wait for darkness.”

Meanwhile Minister Odongo further revealed that assortment of weapons were recovered from the palace, including, 07 (seven) Sub-Machine Guns (SMGs), pistols, ammunition, machetes, spears Improvised Explosive Devices (IEDs), and 16 petrol bombs.

Museveni Accused of Disregarding Kasese Political Leaders

Elective politics have started to play out more plainly in the crisis that has in the last five days claimed more than 100 people in Kasese district.

Local leaders have now come out with counteraccusations that government through President Yoweri Museveni has refused to recognize the duly elected political leadership in Kasese.

This, they say, is the reason for the failed dialogue out of the crisis that has carried on for years and claimed hundreds of people including locals and government law enforcement agents.

President Museveni in the last February elections lost to FDC’s Col Dr Kizza Besigye 41% to 56% in Kasese. The opposition party also won all four parliamentary seats in the western district.

Kasese Municipality MP Robert Franco Centenary on Wednesday accused the president of closing them out of the talks to return serenity in the troubled Rwenzori region.

He said the ruling party refused to accept that it was defeated in the elections.

“Government was not willing to accept us as leaders of Kabarole. For the first time elections were held and it took government three days to declare us winners,” Mr Centenary told NBS TV this morning.

“Even now, it is vividly shown that the president has refused to acknowledge that we are the legitimately elected leaders of the people of Kasese. He actually calls us thugs in meetings, which is disrespectful.

“Instead of handling the matter with leaders who have been elected, he calls the NRM chairperson, and the Secretary General and the NRM leadership in Kasese to come address matters that concern the people of Kasese.”

The MP added, “It is true he has a political party and he is the chairman, but he is also the president of the Republic of Uganda, where all political parties operate. By the time we address you as the president it means we are addressing you as a political leader and not a head of the political party.

In the heat of the tribal clashes in the district earlier this year, President Museveni met with the opposition dominated Kasese political leaders, warning them sternly against supporting the purported secession of the Yiira people in Kasese from Uganda to form their own republic.

But according to MP Centenary, the President didn’t look committed to end the crisis in Kasese.

“We reached out to him three times through the CDF. During the meeting at Mweya he was not willing to address the crisis, he simply lectured us about the Bahima and how they grew from grass thatched houses to corrugated iron sheet houses,” said the legislator.

“I even have a book about the story which he authored. How is this related to the conflict that is happening in Kasese?”

Meanwhile on the other hand, government is accusing the opposition of trying to take advantage of the instability in Rwenzori region to push their political agendas.

Information minister Frank Tumwebaze while appearing on the same TV show yesterday, said “Some opposition leaders are willing to take advantage of this rebellion, we have seen some already and we shall not allow them,” he added.

President President Yoweri Museveni has for years expressed concern that the King of Rwenzururu Charles Wesley Mumbere – who has since been charged with murder and remanded in Jinja — has shown no regard for his subjects.

As far back as 1998, the president accused the King of murdering his own people, and said such a person should not be allowed in leadership.

Museveni Questions Income Tax Bill Again, Returns it to Parliament

President Museveni has once again returned the Income Tax Amendment Bill to Parliament for review declining to append his signature to have it passed into an Act.

The bill which has generated a lot of negative criticism seeks to among others exempt legislators from paying taxes on their emoluments.

This was the first ground that the president refused to sign the bill and he returned it to the house calling on MPs to review the contentious article.

However members discussed the bill and returned it to the president maintaining their earlier stand.

Yesterday Tuesday, the Speaker Rebecca Kadaga told members that the president had again returned the bill for review of another article this time concerning the oil production.

“The president has returned the Income Tax Amendment bill to enable us review the oil production sharing agreements,” said Kadaga during her communication to the house.

Kadaga noted that, “According to the president, the understanding of both the government and the existing licensees has been that there is a cap on allowable deductions for income tax purposes.”

“The cap is set at the cost recovery limits which have been specified in respective production agreements. This is evidenced in the economic modeling of the existing agreements and the licenses. It is included in the various field development plans submitted to government for approval.”

“So according to the president, restricting the cap on allowable deductions would be a change in this position which has always been understood and accepted by both government and the licensees.

“Therefore the president is proposing that we review and delete section 6 of the income tax (amdnt) Act.

“He has made some proposals for our consideration, so we shall be sending this matter to the committee to review this and give us a report so that we conclude on income tax amendment Act.”

Iguma was Good, Wadada is Superb, Says Cranes Legend Mukatabala

Uganda Cranes defender Dennis Iguma was suspended for the definitive 2017 Afcon qualifier against Comoros. By then, Uganda needed a perfect result to arrest an unwanted 38- year jinx.

Several pundits spelt doom and predicted a porous highway on that right flank. Like the tactician he is, and surprisingly, coach Micho picked out Vipers captain Nicholas Wadada to fill the void.

Micho first tried him in a test match against Kenya, the performance was relatively Okay. Wadada went on to stage a man of the match performance as Cranes overcame Comoros on September 3rd.

Cranes and SC Villa legend Paul Mukatabala believes this competition for the position is healthy.

“Both can compete for that (RB) position,” he says “It’s not a bad situation to have right now, two good alternatives!”

Higenyi-Ssemugabi comparison

“A similar situation to Iguma’s happened at SC Villa in 1991,” Mukatabala narrates “Geoffrey Higenyi our regular left back got injured and his replacement, Adam Ssemugabi was so outstanding that when Higenyi recovered from his injury, he could not dislodge Ssemugabi from the Left Back position.”

“So what happened, Higenyi had to switch to Center back where, interestingly, he excelled.”

Wadada has gone on to start in each of the five Cranes matches  -two friendlies and two world cup qualifiers- for the Cranes ‘forcing’ Iguma to the sidelines.

“Wadada is doing exceptionally well, it would be unfair to ignore him in that position and more importantly, he is a naturally a right back.”

Iguma started in five of the six Afcon 2017 qualifiers, with one goal assist to Aucho Khalid away in Botswana prior to his suspension.

“Wadada’s comfort when possessing the ball and his ability to supplement in attacks with his overlaps is simply superb! He has a great engine too for timely recovery. Why change that??” Mukatabala poses adding “But I believe Iguma can ably shift to the Centre Back position. I have never felt he (Iguma) was comfortable in that (RB) position.”

Corruption Allegations Shake South Sudan President’s Office

New findings in the case of alleged corruption in the office of the South Sudan President’s office have poked holes in the process of administration of justice starting from the time of arrests detention, investigation, trial, and sentencing up to conviction.

The case involved 16 people from different institutions including Office of the President, Ministry of Finance and Economic Planning, Bank of South Sudan and staff of Click Technologies  Ltd.

Findings from a research conducted for over one year by Legal Watch Associates South Sudan have indicated that the whole process was marred with shortcomings, most of which are outlined in their report, which ChimpReports is in possession of.

The research was conducted using the methodology of collecting information from various sources including court sessions, one on one interviews with the institutions involved and phone interviews and a comprehensive report was made.

The case started as a rumor that $500 million had been stolen from the office of the president and transferred to the account of John Agou in Nairobi, Kenya in favor of Mayen Wol Jong, the Chief Administrator and Yel Luol Koor, the Executive Director.

“The alleged sum of $500 million was not found during the investigation despite the fact that the intelligence report misled the president to suspend the two senior officials from their positions.”

After the investigation committee failed to find the alleged sum of $500 million said to have been stolen, the committee shifted to auditing the executive office of the president without the normal procedures of auditing a classified institution.

Arrests

The report observes that the long arrest and detention of the accused people for over a year was illegal and unlawful.

“The suspects were not accorded their rights as per the constitution neither were they arraigned in court to be remanded by competent court.”

“The searches that were conducted at the accused persons’ houses were illegal and unlawful as there was no due process of the law followed. The break in and storming of Click Technologies Ltd without court search warrant was a direct threat to right of personal property,” the report observes.

Auditing

Research found out that the auditing that became the new base of the investigation and the case after the failure to find the $500 million as alleged in the intelligence report was not independent, impartial or fair.

“It did not meet international standards that required that auditors must work without influence from the institution being audited. The auditors were working at the same premises with the investigation committee and the complainant.”

“The seal and signature of the president that is alleged to have been used in the forgery was a mere gimmick by the investigation committee to incriminate the accused people and to make the case stronger in the public domain. There was no single document found bearing the seal and the signature of H.E. the president requesting money from the ministry of finance or central bank.”

Court Trial and Sentencing

One of the accused, Athorbei Gaddaffy was not charged in absentia neither was his money amounting to USD $8.6 million and SSP 711,500 were drop from the case and instead were made part of the case by the investigation committee and the prosecution team.

“The goods that the prosecution presented to the court as having not been delivered are still being used in the office of the president up to this hour. The donation from H.E. the president to Greater Lakes States women parliamentarian are denied to have been delivered despite the fact that the contractor Mr. Simon Lupai of Lupain Motors confirming to the court as having delivered the cars and having received his money.”

The report further points out that the trial judge was heavily intimidated and influenced by the prosecution to blindly rule in their favor.

“The trial did not meet the constitutional threshold of fair trial. The accused people were not given fair hearing to defend themselves before the law. Defense witnesses were denied access to enter the court room and some were threatened and made to withdraw from testifying. Lawyers were threatened at gun point.”

“The trial judge did not administer justice in a fair, independent and impartial manner. He unified the charges during the pre-trial without distinction between the first accused to the last accused persons.”

The report notes that during the research, the judge confessed to one of the researchers that he was under innermost pressure to sentence the accused persons without exception and with the most severe conviction in the law.

“The complainant, General Paul Nang Majok categorically stated during his cross examination in court that he does not know some of the accused people as he did not open any case against them. He said that he was only ordered to arrest only five people among the 16 accused persons in court and the rest, he did not open any case against them.”

Legal Watch Associates notes that the case is a complete miscarriage of justice and has negatively tainted the image of the country and the office of the president.

“The same rumors like the one that this case of the 16 people was built is like the recent news article on Sudantribune.com that claims that $280 million has been stolen from the office of the president. Such propaganda does not advance positive interest of the country.  People who circulate such rumours must be tracked down, investigated and prosecuted and sent to prison for the rest of their lives,” the associates recommend in their report.

“For justice to prevail, we call upon the appeal panel that is reviewing the case to expedite the case and release these people from prison without delay.”

Constitutional Court Throws Out Kamoga Petition

Constitutional court has dismissed an application by jailed Muslim clerics facing charges of masterminding the murder their fellow clerics, filed against the Public Prosecutions (DPP).

The sheikhs led by Yunus Kamoga had sought contempt of court orders against the DPP Mike Chibita for refusing to disclose his intended evidence against them within 2 months as earlier ordered by the International Crimes Court in March 2015.

In their ruling the 5 justices of the Constitutional Court led by the Deputy Chief Justice Steven Kavuma have unanimously resolved that the Sheikh’s petition lacked merit since it raised no grounds for Constitutional interpretation.

The judges ruled on Wednesday that there was no way they could interfere with matters regarding evidence because the DPP   does not work under control or authority of any person.

The judges said  the  petitioners would  have explored other alternatives including petitioning the trial  (International Crimes Division) court to enforce its order or could petition the  High Court’s Civil division to enforce their right to disclosure.

The petitioners had also asked court to interpret whether it was lawful for police to torture them and detain them beyond 48 hours without producing them in court for formal charging.

On this matter, the judges also pointed out that there was nothing to constitutionally interpret; but advised the petitioners to seek remedy in civil courts.

However the judges noted that even though the DPP later on complied with the order and availed the evidence, the Sheikhs are still at Liberty to seek remedies from a competent court if they feel their right to have this evidence on time was  violated.

Hearing of the trial of the trial where 14 Muslim clerics are accused of masterminding plot of murdering Sheikh Mustapha Bahiga, Sheikh Hassan Kirya commenced before three justices of the International Crimes court and so far more than 10 prosecution witnesses have testified.

Azira Opens Up On Cranes Debut

Colorado Rapids midfielder Michael Azira made his senior national team debut for the Uganda Cranes on Saturday November 12th during a 1-0 win over Congo Brazzaville in a worldcup qualifier at Namboole.

The 29 year old featured for about 30 minutes after coming in as a substitute.

“It was a big thing for me,” Azira recently told club media in an extensive interview.

“I have been involved since 2013 but, finally, it came so I have just to enjoy it. It was a good experience to play for my country and make my debut with my friends.”

“The coach put me in for the final 30 minutes. I enjoyed myself, we got the result and I was able to get my first cap.”

Azira scored 60% in ChimpSport’s player rating after the match.

“It was was really intense. There was nervousness but I also thought that this was my chance. He asked me to do certain things and I had to execute those instructions. We were winning 1-0 so it was about closing down the game and taking care of the ball. I was playing in an advanced role and towards the end, I was more in a holding role.”

Azira is among the 40 players who were named in the final provisional squad for Afcon on Wednesday morning and the midfielder equally believes the team can match up the task.

“We have a tough group – Egypt, Ghana and Mali. But we have a band of guys who work for each other. Everyone is trying to support the team. It is big for the country and it can do a lot of good both for the nation and for the players.”

The midfielder started his senior playing career at Mississippi Brilla in 2010 before moving to third division side Charleston Battery in 2012 for two years and later moved to MLS side Seattle Sounders FC at the beginning of the end of 2015.


MPs Join FDC Fundraiser to Reopen Makerere

A group of Members of Parliament have joined in the fund raising drive that is hoped to help the process of reopening the indefinitely closed Makerere University.

The drive launched this week by FDC’s Col Dr Kizza Besigye is looking to rise at total of UGX 28billion in unpaid incentives due to the university lectures.

The demand for this money last month kick started a sit down strike at the university which was followed by a student’s violent strike that compelled President Yoweri Museveni to order an indefinite closure of the institution.

A total of 11 Mps today joined in the campaign dubbed Friends of Makerere (FOM) to raise this money to clear the lecturers’ arrears.

Among the MPs lead by FDC’s Francis Mwijukye, are former Makerere Guild Presidents Gerald Karuhaga and Anne Adeke Ebaju.

According to Mr Mwijukye, through the campaign Makerere university students, parents, lecturers, political leaders, and all well wishes will be requested to contribute a minimum of Shs. 50000 toward raising this money.

Kawempe Muslim’s dominance in the Fufa women elite league is far from ending after the defending champions outclassed Riness.

Goals from Anita Namata, Hasifa Nassuna and Favour Nambatya ensured Kawempe maintained their perfect start winning four games on the run.

Prior to the game, Riness were the only side across both groups yet to concede but the run was brought to halt in the game played on Wednsday at the valley ground in Kawempe.

Riness troubled the hosts in the opening half marching them in every angle but got bottomed as the game went on.

Maggie Kayima had the chance to give Rinness the lead in the 7th minute but her goal bound effort was blocked by Yudaya Nakayenze.

The hosts too had a chance at goal in the 18th minute but Sharon Naddunga’s feeble shot was easily collected by goalkeeper Judith Mwenze.

Kawempe broke the deadlock three minutes after the half hour mark with Anita Sharon heading home Hasifa Nassuna’s cross from a corner.

Despite Kawempe taking the lead, Riness continued proving a threat to the hosts and the two sides went for the mandatory break with a slight difference.

The trend kept even after recess but Riness were blunt in the final third failing to put away the few chances they got.

However, the visitor’s resilience broke in the final minutes of the game giving away two late goals for Kawempe to put the game beyond reach.

Hasifa Nassuna struck just outside the area with five minutes to time before Favour Nambatya put the icing on the cake two minutes later.

The result means Kawempe maintain the top spot in Elizabeth group on 12 points in four games while Riness remain 5th on 3 points.

One Killed in Kabale Kisoro Road Accident

One person died on spot and four others were critically injured in an accident that occurred along Kabale-Kisoro road yesterday.

Elly Maate, the police spokesperson for Kigezi region says   the accident occurred at around 10pm at Mubwindi in Muko sub county, Rubanda District.

The deceased has been identified as Grace Asiimwe a resident of Bukinda, Nyakanengo ward, in Muhanga Town Council while the injured are Elias Turyamureeba18, Alex Natukunda, 23, Andrew Kamugisha, 27 and Sarah Mbabazi a resident of Bataka cell, Kirigime ward in Kabale Municipality.

He says that the accident occurred when Davis Karegyesa, the driver of a FUSO Lorry registration number UAU 031N  that was  transporting Irish Potatoes from Kisoro District to Rubaare in Ntungamo District with passengers on top, failed to negotiate a sharp corner in Mubwindi and rolled several times.

The injured are admitted at Kabale Regional Referral Hospital while the deceased is at the same hospital mortuary for postmortem.

Maate attributed the accident to over speeding and the driver’s failure to respect traffic rules as the vehicle was overloaded. Immediately after the incident, Kamugisha, the lorry driver took off.

Ibanda Locals Angry: Give Us Drugs Not Condoms

Residents in Ibanda district have condemned the district leadership for the chronic shortage of drugs in the various health facilities around the district.

The residents are however, perturbed that the faculties are never short of free condoms from government.

This week, Geoffrey Muhairwe, the chairman Health Management Committee for Ishongororo Health Center IV told off the district drug distributors to stop giving them condoms and bring medicine to help treat other diseases that are rampant in the area.

Speaking during a community dialogue at Ishongororo sub-county, Muhairwe revealed that they had not received a single package of medicine at the facility for more than three months.

“The only medicines we receive around here in plenty are condoms,” he said, wondering whether or not it was in government’s perception that the locals are so sexually active that they need more condoms than any other medical care.

Mr Muhairwe noted that they have been calling the RDC and CAO to attend their health meetings that are being held at the health center to listen to these concerns but got no response.

Buhweju RDC Bans Foreign Gold Miners

The Buhweju Resident District Commissioner Emmy Katera Turyabagyenyi has banned foreign gold mining investors in Buhweju, who are said to be on the surge lately and deemed a hindrance to the locals.

The RDC sounded the ban while launching the Buhweju Artisanal Miners Association at Katenga Gold mines in Enganju Sub county Buhweju district yesterday.

Katera said there was fear that if allowed to expand gold mining ventures in the area, the foreign investors mainly of Chinese and Indian origin would displace the locals who have depended for decades on this business for their livelihoods.

The RDC further promised to invite the minister of Energy and Mineral development to the area so that people can be helped with advanced machines and technology to use in Gold mining.

The directive followed the call by the Buhweju Artisanal Miners Association Chairperson, Adrian Kizza who appealed to the government to protect them from the investors who chase them from the mines claiming that these locals have no licenses.

Meanwhile RDC Katera warned local miners against employing school children in the mines, as well as mothers with toddlers and endangering environment.

Security officials have Thursday evening led a team of journalists to a tour in the attacked Omusinga Charles Wesley Mumbere’s palace in Muyenga, Nyakabingo in Kasese District.

The operation was led by the Assistant Inspector General of Police (AIGP) Andrew Felix Kaweesi who doubles as the force’s publicist.

The palace was Sunday raided by joint security officials from the Police and UPDF to flush out Kirumira Mutima worriors (royal guards) who had retreated there after clashes that left scores dead.

The operation also led to the arrest of the Rwenzururu King, Omusinga Charles Wesley Mumbere who was detained at Nalufeenya Police station before being charged with murder.

The palace, since the Sunday raid was declared a crime scene, taken over by security officials who are still carrying out forensic investigation to ascertain the exact cause of the rebellion.

The Omusinga was Tuesday charged in Jinja Magistrates court and remanded to Kirinya Government Prison up to December 13th when he will appear again in court.

About a kilometer from Kasese town is Omusinga Charles Wesley Mumbere’s   Bihikira Royal palace that was recently stormed by the UPDF and the Omusinga arrested.

The heavy stench of blood welcomes you at the main entrance to the palace on an elevated area with a beautiful scenery of the town.

Inside are a number of small grass thatched huts burnt to ashes belonging to the royal guards commonly referred to as Kirumira Mutima, a number of whom were killed during the Sunday afternoon raid by the army.

The huts surround the main house in which the Omusinga reportedly lived in and these form an inner security ring to him.

The huts with ditches dug as a defensive strategy have a number of items including abandoned clothes, home utensils and kitchen ware clearly showing that they had occupants.

The main house with a royal emblem of the Obusinga has furniture and other household items but behind it are other small houses and the vehicles used to chauffer the Omusinga abandoned with flat tyres.

Outside the palace are other huts which according to security formed the outer security ring to the Omusinga.

Addressing journalists on Thursday, the police spokesperson Andrew Felix Kaweesi who had led journalists to a tour of the destroyed palace which is cordoned off as a crime scene, said in a few days they would be vacating the place and hand it over.

“Mumbere is an individual who participated in committing crimes and we cannot close this cultural institution site. We have nothing to do with this and once we are done, we shall call them and hand it to them,” the police spokesperson told journalists.

“This was the final position of engaging the fighters .Whenever they finished attacking security personnel, they retreated to this palace and found their colleagues,” Kaweesi said.

He dismissed as ‘baseless’, claims of bombing the palace by the army.

“If we had used bombs, his main house would not be intact as it is now,” he said.

He said the huts inside the palace harbored the Royal guards stressing they were all burnt due to the fire from the food they were cooking and the petrol bombs the fighters had inside.

Rwenzori Dead for Mass Burrial

Bodies of the Rwenzururu fighters who were killed during the Sunday raid by the UPDF are to be buried in a mass grave on Friday afternoon, ChimpReports has learnt.

Speaking to journalists on Thursday, police spokesperson Andrew Felix Kaweesi said they had given time to locals to be able to identify bodies of their relatives so they can be buried at their respective home graves.

“We shall have a meeting with all stakeholders and decide where to bury the unclaimed bodies,” Kaweesi said adding that they have got information that some of those killed during the palace attack were Mai Mai fighters from Democratic Republic of Congo.

However, Mr. Kabyanga Godfrey Baluku, the Kasese Municipality Mayor confirmed that the bodies would be buried at Rukooki, the District headquarters.

“Most of them had decomposed and made it difficult for the relatives to identify them,” he said.

According to the Kasese Municipality mayor, many of those who died during the army attack were not from the palace but other areas including Mobuku, Kagando, and Bwesumbu among other areas.

The UPDF on Sunday afternoon raided the Omusinga Charles Wesley Mumbere palace arresting him and killing over 40 of his royal guards.

Speaking to journalists after the attack, the UPDF Second Division commander Brig. Peter Erweru said efforts had been made to ensure that Omusinga hands over the royal guards who he said had become a menace but the later had refused to heed to the call.

“We talked to him. Again His Excellency talked to him at night and they agreed he remains with only 9(6 guards and 3 cooks). We sent in people he wanted to try to persuade him to surrender those people but we realized that he was under siege by his own people (guards),”he said.

The violence in the Rwenzori region started in 2014,when in July, suspected militias from ‘Kirumira Mutima’ attacked police stations and UPDF barracks in Bundibugyo and Ntoroko districts killing a number of security personnel before taking a way guns.

FDC to Pray for Kasese Through December

Forum for Democratic Change party (FDC) president, Gen. Mugisha Muntu has called upon all Ugandans to take off time and dedicate the month of December to praying for the people of Kasese where several dozen people were killed during clashes between the Rwenzururu royal guards and joint security forces.

Muntu told a gathering at the party headquarters in Najjanankumbi that congregated to pray for the people of Rwenzori, that the party will be holding prayers throughout the month for the people of Kasese and the country at large.

“We have dedicated December to prayers for Kasese and the entire country and God with us; we shall see change happening,”

Muntu said that the party shall hold prayers in the different parts of the country and will be revealing the venues and dates accordingly.

Party leaders and supporters together with religious leaders gathered on Thursday to offer prayers for the people that lost their lives in Kasese and for the bereaved families.

The prayers at the FDC headquarters were lead by pastors and sheiks including Pastor Happy David Ngabo, who petitioned God to intervene and save the lives of people in Kasese.

Ngabo accused other religious leaders of abandoning their duties and remained silent while atrocities are being committed on the people of Kasese.

“I grew up in the revolution struggle seeing shedding of blood, I am seeing similar things are beginning to happen,” Ngabo said.

Kabale Municipal Treasurer Arrested Over Shs. 57M

Godwin Asiimwe, the Northern Division treasurer in Kabale Municipality has been arrested by police in Kabale over alleged fraud of division funds amounting to 57 million shillings.

Asiimwe was arrested on Wednesday on orders of Kabale Municipal Mayor Emmanuel Sentaro Byamugisha and Kabale district Internal Security officer Ronald Kashaija Byenjeru.

This followed two audit reports of 2015/2016 which pinned him that he paid himself 26million shillings for monitoring projects and other activities that never existed.

He is also accused of diverting Community Demand Driven (CDD) funds totaling to 18million that were intended to benefit women and youth groups in Northern division.

The report also indicated that Northern Division sponsored Asiimwe with 7.7million shillings in 2015 to go for diploma course at Uganda Management Institute which he did not do. It indicates that he forged the transcript to account for the money.

The audit report also shows that Asiimwe paid himself allowances for fuel totaling to 6million yet he did not have a registered vehicle.

Byamugisha says that they will follow up the audit report so that the tax payers’ money is not put to waste by selfish civil servants.

Police Block Besigye’s Makerere Fundraiser

Police have blocked FDC’s Col Dr Kizza Besigye from proceeding to Makerere University for his recently launched fundraising campaign to have the institution reopened.

Besigye and leaders from his opposition party, Members of Parliament and supporters are looking to raise Shs. 28billion to pay off Makerere university lecturers who went on strike for their unpaid incentive allowances.

Besigye’s fundraiser was a step down from his earlier threats to hold nationwide protests if the university was not reopened in 10 days which elapsed yesterday.

He was today slated to hold a fundraising function at Makerere’s Freedom Square, where he was also expected to deliver some of the collections he has so far obtained.

Police however, blocked the politician from leaving his residence saying he obtained no permission for the meeting.

Besigye told supports and party members at Najjanankumbi that the authorities had been duly informed about the Makerere function.

This morning he woke up to urge his supporters to throng the campus, using on the Main Gate to join in the cause.

Under the fundraising campaign, well-wishers and former Makerere students are being called upon to contribute at least 50,000 shillings to generate the required 28million, so that lecturers can resume business.

The university is unlikely to be reopened until next year when a committee appointed by President Yoweri Museveni finalizes a report on the problems reeling the institution.

Embattled Rwenzururu King Wesley Mumbere faces fresh charges of treason, murder, attempted murder, arson and malicious damage, Chimp Corps can exclusively report.

The CIID Chief Grace Akullo has since camped in Kasese District to reinforce experienced detectives investigating the recent Rwenzori attacks in which scores have died.

Counter insurgency military intelligence operatives are also deployed in the area to keep an eye on the suspected militants hiding in the Rwenzori Mountains.

Investigators have reportedly obtained what officials say could see Mumbere charged with six capital offences that attract the maximum death penalty.

Mumbere was this week charged with the murder of Geoffrey Kasimba, a police officer attached to Kidodo Police Station in Kasese District.

Highly placed police sources said that was a “holding charge” that would give investigators enough time to “prepare enough evidence on a range of cases.”

The UPDF 305 Brigade Commander, Lt Col Richard Kiwanuka told ChimpReports that Mumbere’s government refused to cooperate with police and other security organs while investigating the murder of two soldiers outside his palace.

Lance Corporal Joseph Bareke and Private Edmond Tumwesigye attached to 25 Infantry Battalion were reportedly hacked by the Royal Guards as they patrolled the roads around the palace on April 3.

“We asked Mumbere to surrender his men suspected of killing the cops for police interrogation but he refused,” recalled Lt Col Kiwanuka.

He said efforts at a higher level to persuade Mumbere to cooperate with police also fell on deaf ears.

Lt Col Kiwanuka further revealed that Mumbere on June 18, 2016 ordered for the ‘prosecution’ of three suspected government spies at his ‘court martial’ in the Palace.

Johnson Muhindo, Godfrey Baluku and Ruth Bamulange were reportedly sentenced to death.

“We were informed that the palace’s court martial decided that the accused be killed,” said Lt Col Kiwanuka, a commander with considerable experience in counter insurgency operations.

The dismembered bodies of the suspected spies were packed in two sacks and dumped in Kasese Town.

“One of the sacks was dumped near the late Gen James Kazini’s hotel,” recalled Kabbyanga, a former close friend and confidant of the jailed King.

Police brought sniffer dogs which led detectives to the main gate of Rwenzururu palace.

The detectives were blocked from accessing the tightly-guarded palace.

Kabbyanga said Mumbere’s guards continued to execute a reign of terror in the Kasese and Kabarole which had to be stopped.

“We met the King several times with his brother Christopher Kibazanga, Col Mawa and Dr Crispus Kiyonga but he never listened,” he added.

“We told the King that this situation was unacceptable.”

Asked why Mumbere refused to listen to their concerns, Kabbyanga observed: “He believes in witchcraft. He thought no one would touch him. He allowed Congolese witchdoctors to confuse him. He thought he was bigger than the president.”

We understand Mumbere will be asked to explain the recruitment of 30 militants at every sub-county who openly agitated for an independent state from Uganda known as Yiira Republic.

The King also faces charges of arson following the bombing of a police truck last week in Kasese by Rwenzururu militants using improvised explosive devices.

The attacks on several police stations will attract charges of murder and malicious damage.

Speaking to ChimpReports at the Rwenzururu Palace, the Prime Minister Thembo Kitsumbire urged fighters still in hiding to return.

“We are now working closely with authorities to have peace in our area. We want a permanent end to the fighting,” he observed.
