UAP Insurance Gets New Managing Director

UAP Insurance has named Mr. Francis Kajura as the acting Managing Director following the departure of the former Managing Director Zipporah Mungai who has left the company to pursue other interests.

The Group Chief Executive Officer of UAP Old Mutual East Africa, Mr. Peter Mwangi noted management’s appreciation of Ms. Mungai’s tremendous contribution to the growth of the Company over the past three years.

“Mr. Kajura has a wealth of experience in insurance and asset management services having worked in the Uganda Financial Services sector over years,” said Mr Mwangi.

Prior to his appointment, Mr. Kajura was the Managing Director of UAP Financial Services Limited and had previously worked with UAP Insurance as the Chief Finance Officer for six years.

“Mr.Kajura rejoins UAP Insurance at a time when the business is at its peak and we are confident that he is the right person to ensure continuity” said Mr. Mwangi

Over the last five years, UAP Insurance has experienced a remarkable growth making it one of the leading insurance companies in Uganda.

The property arm of the business recently completed the Nakawa Business Park, which consist of 23,000 square meters of Grade A commercial space.

A 22 year old student of Uganda Christian University Mukono, has drowned in a swimming pool at one of the hangouts in Mbarara town.

Mbarara Police’s head of criminal investigations Taban Chiriga told Chimpreports that they are holding two people to help in the investigations; including David Agaba, a friend of the deceased who showed up at the police station with the latter’s clothes and wallet to report the death.

Preliminary police investigations reveal that the late Mbuga disappeared at around 5:30 pm on Wednesday April 06, 2016 and his friends came to report to police at around 12:40 pm on April 07, 2016.

Museveni Victory Party: FDC Organize Parallel Celebrations at Nakivubo

A group of FDC Members of Parliament led by Mubarak Munyagwa (MP Elect Kawempe South) and city councilors led by Muhammad Ssegirinya (Kawempe) and Doreen Nyanjura (Makerere) have announced celebrations on Saturday to counter the function organized for President Museveni to celebrate his victory.

NRM organized a victory party for President Museveni following the ruling by the Supreme Court last week in which Amama Mbabazi’s petition against the February 18 polls was dismissed.

However, the FDC politicians in Kampala told reporters today that they are organizing their own victory party in Kampala to celebrate their achievements in the concluded polls.

“We are trying to counter every activity organized by president Museveni and this time we have also organized a victory party,” Munyagwa told journalists at the 4GC Headquarters at Katonga Road on Friday morning.

“As they are at Kololo, we shall also be celebrating at Nakivubo settlement Primary School.”

Munyagwa told journalists that they expect the FDC candidate in the elections Dr. Kizza Besigye to be the chief guest adding that they have written to police in advance about their celebrations.

He noted that they don’t expect any disturbances from the law enforcement officers because they will be operating within the provisions of the public order management act.

“I don’t think we will be stopped by police when NRM supporters on the other side will be freely enjoying and making processions throughout the city.”

Efforts to reach the police spokesperson Fred Enanga for a comment proved futile because he didn’t pick up when this website called him.

LDC Court Grade One Magistrate Baligeya Moses has charged 58 year old Zoology Professor Bakuneta Christopher with rape and remanded him to Luzira until 22nd of April 2016.

The professor who is accused of sexually assaulting of the students who was residing his house, was advised by the magistrate to remain silence since the case against him is a capital offence that is only heard by only High court

The defense counsel Frank Tumusiime in today’s session asked the Prosecution to avail them with all documents containing the evidence they intend to rely on in prosecuting this matter; which was declined by state prosecutor Flavia Birungi saying that it was too early.

She assured the defense that more documents will be availed to them on committal.

A helicopter carrying Prime Minister Dr. Ruhakana Rugunda forced an emergency landing on Friday in the mountainous Kabale district.

The Premier, Chimpreports understands was headed to Kabale Municipality to commission a number of newly finished roads.

He was travelling together with a few of his aides in the recently acquired police chopper.

The pilot however was compelled to make an emergency landing at Rwahi, owing to the horrible weather in the area.

Rugunda’s personal assistant Julius Mucugunzi informed Chimpreports that the rest of the journey had to be traveled by road.

“But is not uncommon here in Kabale,” he told us on phone. “The weather here is often tricky.”

The Premier, Mr Mucunguzi said, proceeded and completed his schedule in the south western district before returning to Kampala.

“He will be at Kololo (Independence Grounds) today as the NRM celebrates its victory in last February’s election,” he added.

URA Set to Auction Uncleared Goods

Uganda Revenue Authority is set to sell of an assortment of goods whose clearance and warehousing period has elapsed.

Goods up for grabs according to URA spokesperson Mrs Sarah Banage, include cars, electronics, clothes and lots of other merchandise.

“The owners of these goods have six months to clear their taxes, after which they have to be sold off,” she told Chimpreports on phone. “We do this twice a year.”

The goods she said will be placed on display for the next thirty days for viewing, where owners will be given the last chance to redeem them (by paying the taxes, fees, penalties and charges that will have accrued).

After this, the unclaimed goods will be displayed for public auction. The sale is slated to be conducted on Wednesday May 18th 2016 at URA’s Customs warehouse in Nakawa from 9am to 5pm.

The goods according to an announcement made by the Authority will be sold on the “AS IS” basis.

The highest bidders will be allowed to buy in installments with an initial 25% deposit.

MPs Set to Exempt Themselves from Income Tax

Reports from Parliament indicate that MPs are plotting to amend the Income Tax Act Sec 21, to have Parliament listed among the institutions to be exempted from tax.

According to the Civil Society Budget Advocacy Group (CSBAG), this debate is to surface on the flow of Parliament when the Income Tax Bill debate resumes.

This follows a Commercial Court ruling in February this year, in which Justice Henry Peter Adonyo ordered the Parliamentary Commission to deduct tax from MPs’ emoluments and further ordered that all taxes owing and due to the Government of Uganda be collected and remitted to URA from 2004.

Since 2004, Members’ salaries and emoluments had been exempted from Income tax.

This was however challenged in the Commercial Court in 2013, hence last February’s ruling, reversing the policy.

Members of Parliament are allowed by the constitution under Article 85 (2) to determine their own pay.

The House’s latest move however has sparked anger amongst the civil society, who termed it as unconstitutional.

“As citizens we find this move deplorable given that it’s happening at a time when we are encouraging every Uganda citizen to pay their fair share of taxes,” said Julius Mukunda the Coordinator, Civil Society Budget Advocacy Group (CSBAG)

The Commercial Court’s ruling is believed to have prompted MPs to plot a move to exempt their allowances/emoluments from being taxed through amendment of the Income Tax Act.

Last month, President Yoweri Museveni while meeting MPs from the National Resistance Movement in Kyankwanzi elected in the February elections, warned that there would be no salary increments for Members as has been the norm in the previous terms.

“What I want you MPs to avoid is to demand salary increment,” said the President during his lecture on the third day of the Kyankwanzi retreat. “It is bad politics.”

The president stressed that resisting the temptation of asking for a pay rise by the members would be the ultimate test of their patriotism.

Amendment Implication

Each MP should be paying UGX 9 million out of his/her total monthly salary and allowances as taxes.

This would come to UGX 41.58 billion annually if all MPs paid their taxes every month.

“This amount of money would pay 4,208 medical workers annually,” says CSBAG’s Mukunda.

“In the Budget FY 2016/17, Government has a funding shortfall of UGX 35bn to recruit extra 3,542 medical workers. This short fall will mean that all the plans under way in provision of quality health care will be crippled.”

He added, “We wish to remind MPs that it’s a negation of their duty if they decide not pay their fair share of taxes and leave this burden to the poor people they represent. Effort by URA to widen and deepen the tax base will be dampened if this clandestine move by “honorable” members especially now that the demand for better services is geared up.”

“The MPs will lose the moral authority to demand for better service delivery to which they do not contribute.”

The organization thus called upon the Speaker not to entertain this discussion as this will dent her speakership bid.

“We also call upon the president to reign in on MPs who want evade and to rob the country of much need resources.”

Lukwago to Sue KCCA over Salary Arrears

Kampala Capital City Lord Mayor Erias Lukwago has threatened to sue Kampala Capital City Authority (KCCA) Executive Director (ED), Jennifer Musisi and government over Sh500m salary and allowance arrears.

Lukwago says he wants KCCA to pay his salary of Sh16m and allowances of Sh2.5m per month since he was thrown out of his office in November 2013.

He told Chimp Reports on Friday that he has been patient with the matter despite facing challenges including fueling and servicing his government car and paying his staff.

“It is now time to receive my money because I have worked for it; am still the Lord Mayor and have always been since there has never been a bi-election organized,” Lukwago said.

To this effect, Lukwago has written to KCCA Executive Director through his lawyers requesting for immediate pay of his arrears not later than April 15.

“I demand that you process payment of all my salary arrears and other emoluments together with that of the staff attached to my office that accrued since November 2013.”

“It should be remitted by April 15 to save off unnecessary litigation over the same; for am a Lawyer and I know what to do.” Lukwago warned.

According to Lukwago, despite government putting aside Sh500m to clear his arrears in the 2015/2016 budget, this has never been affected by KCCA for unclear reasons.

Lukwago has as well set up a team led by his personal assistant administrator, Sarah Kanyike together with his political assistant Deo Mbabazi to work out all the modalities for his swearing in ceremony.


Buziga Islamic Reigns in Woodball Championship

Hosts Buziga Islamic Theological Institute outclassed St. Kizito High School – Namugongo and East High School Ntinda to emerge winners of the boys’ category in the  first ever Kampala Schools Woodball Championship that took place on Saturday.

Ten schools participated in the one day event that presented four categories; the primary school boys and girls plus the high schools for both gender.

Buziga Islamic Theological Institute emerged overall best in the category despite not featuring in the podium positions.

Joel Kwesiga from East High School (Ntinda) hit 68 strokes, one ahead of Muhammad Kasibante from St. Kizito High School – Namugongo while Joseph Mukasa (St. Mark’s College Namagoma) finished third with 70 strokes.

In the secondary schools section, St. Mark’s College Namagoma duo Mary Namara (61) and Julian Nalugemwa (64) led the group ahead of Saudah Nakivumbi from the host school.

In a related development, Mr. Nambale Haruna who was the Chief Guest at the event promised to organize a workshop for teachers in Makindye Division next term and include the Championship on the Makindye Division calendar for next year.

He further promised to have KCCA fund schools to compete at subsequent Schools Woodball Championship organised by UWbF.

The best schools in each category will join other already qualified schools from Nakawa, Mukono and Entebbe Schools Woodball Championships held earlier to compete at the 7th ICPAU Juniors Woodball Championship on June 11, 2016 at King’s College Budo.

Drama as Mangat Wins Kabale Motor Rally

The 2013 Uganda national rally champion, Jas Mangat has won the Kabale Gorilla in the Mist motor rally, having been off the sport for the last three years.

The crew of Jas Mangat and Joseph Kamya powered their Mitsubishi EvoX to victory in the historic rally in Kabale district.

Mangat, known as Pili Pili won the two day race; while the crowd’s favorite Duncan ‘Kikankane’ Mubiru came second and Arthur Blick Jr took the third position.

President Yoweri Museveni ‘s young brother  Godfrey ‘Sodo’ Aine,  driving a  Mitsubishi Pajero took the seventh place, up from eleventh  on Day One.

It’s Not Just the Cancer Machine – Besigye

The former Presidential Candidate, Dr. Col. Kizza Besigye has said that the defunct cancer radiotherapy machine is the representation of Uganda’s health situation, which he termed as “entirely dead.”

Appearing on a political talk show Forth Estate on Sunday evening, the Forum for Democratic Change party founding father said the breakdown of the only cancer machine at Mulago hospital was not a surprise to him.

Besigye, who is also a trained doctor stated that the challenges in the health care system in the country are deeply rooted from Mulago to the last units of health centers in the remote areas.

“The collapse of that machine was not an astonishing thing to me. The entire health system is dead and what is happening at cancer institute, gives a clear picture of what our health system is,” Dr. Besigye said.

According to the Health Ministry officials, cancer patients in their thousands will have to wait another 2 years or more for the replacement of the machine which also needs construction of a new bunker.

Besigye observed that even the health practitioners in the country lack the minimum required training and environment to be able to administer treatment on patients.

“When you get to any hospital right now you will get a demoralized person and he or she is supposed to help you. It will be two desperate people meeting but not a patient and savior. There is no morale in our hospitals,” he added.

The FDC strong man stressed that the sick who need medical care are the ones expected to carry pens and books for their complaints to be registered since there is none at the hospitals.

Yellow Fever Breaks Out in Masaka

There’s an outbreak of Yellow Fever in the central district of Masaka with 3 confirmed cases according to the Ministry of Health.

The outbreak has been recorded in Buwunga sub county, Kasaka parish in Masaka where laboratory tests conducted by the Uganda Virus Institute confirmed 3 samples positive of this infectious viral hemorrhagic fever.

So far, according to the Ministry, 5 deaths have been recorded of which one is a confirmed case since the onset of the outbreak on March 13.

Preliminary reports from the district further indicate that 7 new suspected cases have been identified and their blood samples submitted for testing.

Dr. Ruth Aceng, the Director General of Health Services in the Ministry in a statement said a national taskforce has been set up to coordinate all efforts and measures to address the control and management of the outbreak.

“A team of experts who will assist district teams with clinical and epidemiological investigations. The Ministry has also trained a team which is already on ground at Masaka Regional Referral Hospital on the viral hemorrhagic fevers,” said Dr. Aceng.

Public sensitization will be intensified on preventive measures and raising awareness about the disease as well as vaccination of people in Masaka district.

Ministry of Health urged the general public to sleep under mosquito nets, wear proper clothing to reduce mosquito bites during the day and to clear mosquito breeding places around homesteads.

Yellow Fever is a viral hemorrhagic disease caused by a virus transmitted from human to human by a mosquito (Aedes) bite.

Those who contract the disease present signs of acute fever with at least abdominal pain, headache, jaundice, unexplained bleeding and failed response to malaria treatment.

FDC Cancels ‘Stay at Home’ Campaign

Forum for Democratic Change have cancelled part of their “Free My Vote” campaign which they launched last month in the wake of the contested February Presidential elections.

The cancellation was announced on Monday morning by the FDC Spokesperson Semujju Nganda at their weekly press conference.

The Free My Vote was launched on March 7th in retaliation to the ill treatment of their party Flag bearer, Dr. Kizza Besigye who at that time was under house arrest at his home in Kasangati.

Besigye has since been freed on the orders of the Inspector General of Police Kale Kayihura.

The campaign entailed FDC supporters having to remain at home every Thursday, just like Dr Besigye was curtailed from going to work.

It also involved weekly prayers that were to be held at the various FDC offices around the country every Tuesday.

The same campaign called for a boycott on the businesses owned supporters and funders of the ruling National Resistance Movement; as well as musicians who campaigned for President Yoweri Museveni.

While announcing the cancellation of the campaign today, Semujju Nganda revealed that the Party is still in pursuit of the Free My Campaign.

“However, we have postponed the Stay at Home campaign since its target of freeing Dr. Kizza Besigye has been achieved.”

“The campaign shall be revived in case Police tries to incarcerate him again,” he added. “We shall be announcing several other activities that will be carried out every Thursday in which Dr. Besigye shall be actively involved.”

The first time that Besigye tried to step out of his residence last week since his house arrest, he was arrested and detained by police for disobeying traffic guidelines.

He was also blocked over the weekend from attending a function organized by his party to counter the NRM’s election victory celebrations at Kololo.

Besigye was however, allowed yesterday to attend Sunday prayers in Lubaga.

The Uganda Police Force have said they are still waiting for a legal opinion from the Attorney General before determining their next course of action on Christopher Aine, the former head of security of Presidential Candidate Amama Mbabazi.

After going missing for 4 months since December, Aine resurfaced on Thursday last week at the home of presidential adviser on security matters Gen. Salim Saleh.

Aine was being hunted by police for orchestrating a string of violent attacks during the election campaigns.

While responding to a question on Monday morning about Aine’s fate, the police spokesperson Fred Enanga told journalists that the Inspector General of Police Gen. Kale Kayihura has sought legal opinion from the government lawyer.

“We shall then see the way forward concerning his (Aine) matters,” Enanga said.

The police mouthpiece added however, that the matter is being handled at a political level considering the nature and circumstances surrounding the disappearance, adding that Gen. Saleh being an experienced person with security background, he knows how to handle the matter.

Tasked to explain how the head of Mbabazi’s security detail was able to sneak in and out of the country without the detection of the security forces at the border posts, Enanga said, “He might have been aided by someone considering his security background.”

Aine went missing on December 4 last year following an incident in Ntungamo where Mbabazi’s supporters beat up their counterparts from the NRM camp.

Police issued an arrest warrant for Aine to answer assault charges in relation to the Ntungamo incident. There also a criminal summon that had earlier been issued by the Magistrates court in Jinja.

Sodomy Convict Chris Mubiru Rushes to High Court to be Released

High Court Judge Justice Wilson Masalu Musene has set the 19th of April to pronounce his ruling on an appeal filed by former SC Villa Coach Christopher Mubiru Kasingiri, challenging both the sentence and conviction handed to him at the Buganda Road Court in September 2015.

The court’s Chief Magistrate Flavia Nabakooza on 18th September 2015 sentenced Mubiru to ten years imprisonment after convicting him of an offence of having carnal knowledge against order of nature with a 17 year old Emmanuel Nyanzi in 2009.

In his appeal submitted in court by his lawyer Brian Serunjogi, Mubiru says the trial magistrate erred when she convicted him on this offence yet there was no clear evidence brought in court to show that there was a sexual intercourse that happened between the appellant and the victim.

“On Page 4 of the  records and proceedings, the chief magistrate said that there was no direct evidence of a sexual act between the two and it was this evidence that was to be used as a spring board on which other evidence was to be based,” submitted Serunjogi.

The lawyer added that there was no evidence to support claims of penetrative sex, yet the law points it out that in all cases of unlawful carnal knowledge, there must be evidence of penetration.

“The trial chief magistrate erred when she only based on the evidence of Prosecution witnesses’ testimony. One of the witnesses had in fact been discredited by court while the victim himself Emmanuel Nyanzi was unreliable since he had told court lies on various occasions.”

Serunjogi noted that Nyazi first lied to court that he was 17years by the time of the incident, only to adjust later and claim he was 19.

“He also told court that his father had chased him from home; after being sodomized but when he
came to court later he said his parents were dead at the time, which is a very big contradiction,” he added.

Mubiru also challenged the 10 years sentence, noting that the magistrate didn’t consider the age factor in the sentencing guidelines since he is above 50 years.

In reply to these submissions, State Attorney Ann Kabajungu clarified that this case was not a defilement case where age is considered a lot, but was all about proving that the applicant engaged in the act of having carnal knowledge against order of nature which was proved. She added that the victim’s contradiction on age was not a big deal.

Kabujungu said that the 10 years imprisonment and the 50million shillings compensation to the victim was not too harsh as alleged by the applicant, noting that these were well below the maximum sentence for the offence.


Wandegeya Building Collapses, Buries Dozens

It’s a building near Ham Towers along the Makerere Hill Road (opposite Makerere main gate) has collapsed.

The cause of the tragedy is yet to be established, but it is believed that dozens of people have been buried in the rubble.

“The scenes are really shocking here,” he says. “One person has just been pulled out of the rubble alive but with no hands.”

A number of bodies were by evening still helping police to move the rubble, including Uganda Red Cross and the Kampala Capital City Authority.

URA Takes Over WBS Over Tax Arrears

Uganda Revenue Authority after several warnings to Wavah Broadcasting Services (WBS TV) has decided to take over management of the station until it recovers tax arrears totaling to Shs. 7.2bn.

WBS was last year published on top of URA’s biggest tax defaulters with arrears then totaling to Shs. 5.4Bn.  At 17 years, WBS is the country‘s first privately owned TV station.

This afternoon, officials from URA stormed the Naguru based station and after hours of engagement with management, decided to place the station under Receivership.

Under this arrangement, while tycoon Gordon Wavamunno is still owner of the television, he is not in charge of it anymore. URA imposed a new manager (Receiver) in the names of Mr Kabiito Karamagi.

Mr Karamagi’s new role will be primarily to recover tax arrears on behalf of the tax body.

“The team from the Uganda revenue authority led by Acting Commissioner general Carol Ssekandi together with a team of lawyers representing WSB management revealed that this was the first venture of this kind in the country,” said WBS in a statement on Monday evening.

“The Receiver has been given mandate to appraise WBS operations and collect funds to settle arrears. WBS is still owned by Prof. Wavamunno but under different management,” clarified URA in a statement.

The new receiver manager at WBS TV Mr Kabiito Karamagi, a Legal advocate of the high court who now takes over from Professor Wavamunno revealed that he will be able to turn the station around for the best.

Police together with Red Cross and Kampala Capital City Authority were by nightfall still fighting to rescue an unknown number of people still buried in the debris of a collapsed building near Makerere University’s Main gate and Ham shopping mall in Wandegeya.

According to eyewitness, this 5 storied building before collapsing, developed a huge crack which forced many of the occupants to dash out in fear.

“Tenants were shocked to see that the crack on this building had widened. Many of them started to pick their belongings and merchandise, and at the time of collapse many of them were still leaving,” said one of the witnesses.

However, although Police arrived at the scene in time, it took long for excavators and wheel loaders to arrive and help move the debris.

Some witnesses told us that all this while they could hear people trapped inside screaming for help.

Meanwhile, Police was forced to unleash some teargas to disperse hundreds of people that crowded the area, making the rescue process complicated. The crowd also responded by hurling stones at the police.

Kampala Metropolitan Police spokes person Patrick Onyango confirmed that By 6.30 pm this evening three bodies had been recovered and four people were rushed to Mulago in critical conditions.

It was still unclear how long, the exercise of saving those still trapped inside would take as by nightfall it seemed like that work had just commenced.

President ‪Museveni on Monday held a meeting with the King Of‪ ‎Rwenzururu Charles Wesley ‪Mumbere as part of his mission in to pacify the troubled Rwenzori Region.

President Yoweri over the weekend embarked on a four day trip in the region which in the past weeks has been engulfed in tribal conflict, majorly between the Bakonjo and Bamba communities.

The President met with the Omusinga Mumbere at the ‪‎Mweya Safari Lodge according to his press assistant Mrs Lindah Nabusayi.

The king had earlier asked to meet with the President to discuss the way out of the bloodshed that has left dozens of people killed and hundreds displaced.

Police in Talks with Besigye Ahead of Tuesday Prayers

The Opposition Forum for Democratic Change former Presidential Candidate Col Kizza Besigye was involved in talks with Uganda Police Force, apparently to find a common ground on some of his activities, which police fears might cause unrest in the capital Kampala.

Besigye on Tuesday morning reportedly held a lengthy meeting with the Kampala North Regional Police Commander (RPC) Wesley Nganizi.

The details of the meeting were measly as police could not divulge want was being discussed.

The Kampala Metropolitan Police spokesperson said he was not privy to information about the meeting or its aims while the national police spokespersons Fred Enanga and his deputy Polly Namaye were unavailable.

However, Col Besigye’s handlers revealed the meeting was to convince him to follow the traffic guidelines on his way to the FDC headquarters where the opposition party are holding weekly prayers.

Yesterday, the FDC cancelled part of its “Free my Vote Campaign” where supporters were asked to stay at home every Thursday in protest against Besigye’s four months house incarceration.

With the release of Besigye recently, this demonstration was suspended, but the remaining aspects of the broader campaign are still ongoing according to the FDC spokesman Ibrahim Semujju Nganda, including the Tuesday Prayers.

Besigye missed last week’s prayers and was detained for hours at Naggalama Police station for flouting police traffic guidelines.
