Magogo is a Nobody, He Can’t Sue Me,Says Dan Walusimbi

The wrangles between the two factions claiming legality over true ownership of the right to administer football in Uganda seem far from getting an amicable solution.

On Wednesday, Federation of Uganda Football Associations(FUFA), President Eng. Moses Magogo stated that they are going to seek for legal action over the attack on the Fufa headquarters in Mengo that involved vandalising of property at the start of this week.

However, a day later,Dan Walusimbi who claims to be the legal FUFA President of the faction that raided Fufa house on Monday has come out to indicate he is not moved by everything that Magogo said and he is ready to take him on.

“I want to say this on record, Magogo is a nobody in Uganda’s football and he has no way he can sue me,” said Walusimbi in a press conference at Tagy Motel on Thursday.

“First, Magogo doesn’t have certificate of incorporation and his federation is illegal, so how does an illegality seek for legality,” added the outspoken Walusimbi.

“Our cause is to bring sanity to football, the Fufa house at the moment is under Nkwanga Construction and company limited which means it is into the hands of individuals and that is what we are fighting against.”

“If Magogo thinks he can intimidate me by going to court, let him go and I’m ready to face him,” Walusimbi stressed.

He also slammed the National Council of Sports(NCS) for causing all the mess and wondered why they keep engaging with an illegal entity.

“NCS should stop the double standards, they know the rightful person and who has the necessary documents to administer football in Uganda but have kept on siding with people who lack the mandate to run the game,” he said.

Quizzed about when and how he expects the whole saga to end,Walusimbi indicated, he believes by the end of this year,everything will be sorted.

“I want to assure the general public that the time has come for impunity to end in football, we have fought this for long and we believe before the year ends,this saga will be done,” Walusimbi emphasized.

Walusimbi also stated that they have planned for a symposium next week on Monday at the FUFA headquarters in Mengo to forge a way forward.

“We were at Fufa house in Mengo on Monday and everyone saw what we caused. Next week on Monday, we shall have a football symposium in the same place and I believe no one will interfere with our arrangement,” he said.


Amelia Kyambadde to Travel to Lira ahead of Friday Traders Strike

The Minister of Trade, Industries and Cooperatives, Amelia Kyambadde is expected in Lira on Friday morning ahead of a mass strikes by the traders planned on the same day.

ChimpReports has learned that during a meeting with the Members of Parliament from Lango sub-region on Thursday, the minister resolved to be in Lira herself to listen to the grievances of traders that have been building and boiling for months.

When contacted on phone, Amelia confirmed the development to our reporter. Solutions to the challenges facing business men and women in Lira should be sought tomorrow.

“I had a meeting with the MPs from Lango today headed by Jimmy Akena of Lira municipality. We agreed that I should get on the ground tomorrow and listen to the traders myself,” Amelia said on phone.

The MPs from the region held a meeting on Wednesday and resolved that the planned strike should be called off to give chance to the leaders in Kampala make high level engagements with the concerned government leaders.

The local traders are against the giants like Mukwano and Indian community who they claim sell to them goods in wholesale for retail, but the moment the traders return to their small markets, they find the same manufacturers also retailing or vending at much lower and unfair price.

ChimpReports understands that of part of demonstration tomorrow is stopping all buses coming to or from Kampala, stopping all vehicles carrying goods, closing of all shops in Lira town among others.

NEMA Warns on Noise Pollution

The National Environment Management Authority (NEMA) has warned against noise pollution which they say causes discomfort among people, animals and causes health issues.

The warning comes in the wake of an incident on Wednesday, November 16th, where the Authority impounded equipment at Legends bar in Kampala over loud music.

In a statement released on Thursday, NEMA officials note that on top of causing discomfort, the effects of loud music basically play the lead role in instigating the harm to the health of an individual.

“This grounds room for diseases like hearing disorders, health complications like cancer, heart failure and headaches, sleeping disorders and many more,” the statement reads in part.

“Also, noise has affected greatly the wildlife, specifically the animals that live in places with uncontrolled noise causing them to flee in search for a more peaceful environment.”

The Authority notes that there a stringent law about the same and that “there is an assurance of action meant to be taken against the culprits that have failed to comply with the law.”

“Such action comes in form of fines, confiscation of equipment generating the noise and imprisonment among others.”

According to the National Environment noise standards and control regulations, 2003, an Environmental officer, the Executive Director, a member of the local council may seize, impound or confiscate any property, tool, machinery or other instrument which is likely to or has caused emission of noise if in his or her opinion, the confiscation would cause tranquility in the area.” It also notes that the owner of anything seized, impounded or confiscated under this regulation is responsible for the costs incurred in the confiscation.”

Museveni Appoints Justice Byabakama to Replace Kiggundu at EC

President Yoweri Museveni has nominated six people to replace the outgoing leadership of the Electoral Commission.

The tenure of the Electoral Commission under Eng Badru Kiggundu, ended yesterday November 17, having served since 2002.

President Museveni nominated Justice Simon M. Byabakama to take the chair of the Commission.

Byabakama is to be Deputized by Hajjati Aisha Lubega.

The other commissioners nominated are Peter Emorut, Stephen Tashobya (Former MP in Ntungamo and Chairman Uganda Red Cross), Prof. George Piwang and Mustapha Ssebagala Kigozi

The president has forwarded their names to Speaker Rebecca Kadaga for  parliamentary consideration and approval.

The members of the commission serve a seven year term which can only be renewed for one more term only.

The appointments by the President will not be wholly welcomed by a group of Women activists under Uganda the Women’s Network (UWONET), who wanted the president to appoint and approve at least four women on the new commission.

UWONET women led by the Executive Director Ritah Aciro told the media on Thursday that their call was in line with Objective VI of the National Objectives and Directive Principles of State Policy which state that ‘the State shall ensure gender balance and fair representation of marginalized groups on all Constitutional and other bodies’.

“Acknowledging the fundamental role of an independent EC to promote and preserve the ability of all eligible citizens and equally participate in the electoral processes, the women make this urgent and critical call for the consideration and demonstration of gender parity principles in the appointment process of the Chairperson and Commissioners to EC,” Aciro said.

UWONET petitioned Parliament recently and also write to the president forwarding him a list of able and eminent women that would best serve in the commission.

Among their suggestions was former Minister for Ethics Miria Matembe, former Deputy Secretary General of the East African legislative Assembly Beatrice Kiraso ,the Chairperson of Uganda women’s Network Tezira Jamwa ,Irene Ovonji from Fida –Uganda, Solome Nakawesa, Christine Lawoka, Dr. Zahara Nampeewo  and Prof. Florence Ahikire the dean of School Woman and Gender at Makerere University .

IPOD, NIMD Under Attack for Admitting Akena’s UPC

Opposition Uganda Peoples’ Congress (UPC) under the administration of Joseph Bossa has attacked the Interparty Organisation for Dialogue (IPOD) under care of the Netherlands Institute for Multiparty Democracy (NIMD) for admitting President Jimmy Akena into the council.

Last week, the IPOD council under the chairmanship of DP’s Secretary General, Mathias Nsubuga made a visit to Jimmy Akena in his capacity as the UPC president and later members of UPC were part of the team that visited FDC’s party president Mugusha Muntu this week.

Okello Lucima the party spokesperson under Bossa’s administration has told Chimpreports that the decision taken by IPOD/NIMD was diversionary from the principals that govern their operations world over.

“It is mind boggling that the Netherlands Institute of Multiparty Democracy (NIMD) would actually be working with the Akena group knowing well how they got into Uganda House,” Lucima said.

“I wonder how IPOD could ignore the collusion between government and Mr Akena to seize party offices, how they assaulted members and national party leaders in day light,” Lucima noted.

“I must commend the previous NIMD country director, who was very clear on the objectives and principles of NIMD to help countries transit from authoritarian rule, violence and threats to multiparty democracy.”

Lucima noted that NIMD upholds the principles of competitiveness, Multiparty democracy, institutionalism, the rule of law and respect for fundamental rights and freedoms, which to him have been violated by engaging with Akena administration.

“Kizito Tenthani (NIMD Country director) found it in his wisdom to admit these fellows to IPOD/NIMD after the elections of 2016. We don’t know what criteria or wisdom he used to do so, I had a conversation with him on the composition of IPOD after 2016 elections and I told him that there was no basis IPOD could admit a faction like that of Jimmy Akena to sit at the council when they violated every tenents and democratic principlaes of what NIMD’s mission around the world is preoccupied with.”

“He said they would get back to us but we have never heard from him.”

Lucima suggested that if NIMD were serious about principles that brought them to Uganda, they would have said, “UPC until you solve your problems, you cannot not sit at the IPOD council; we would applaud them because that would be a decision done on principal.”

Kabaziguruka Challenges Legality of Army Courts

Nakawa Municipality MP Michael Kabaziguruka has petitioned the Constitutional Court seeking a declaration that the General Court Martial and other military courts are unconstitutionally established.

Kabaziguruka who is facing treachery charges in the Army court at Makindye says these courts are merely tribunals set up for purposes of disciplining errant military officials and not courts of law within the meaning of the Constitution.

Kabaziguruka in his petition says that in 8th June 2016 he was arrested by Police officers and taken to SIU where he spent a night and on 28th June he was arraigned before Makindye Gen court martial chaired by Lt Gen Gutti who charged him with offences relating to security and Treachery alongside other people including UPDF officers, which he says greatly affected him.

The Nakawa MP adds that he complained on the powers of the Court Martial to try civilians but the officers sitting on the panel of this court insisted that they had powers to try anybody with a criminal offence.

Through his lawyers of Lukwago and company advocates Kabaziguruka is seeking for the powers of the military courts to be reduced and limited to only disciplining soldiers rather than charging them (soldiers) and civilians with any other offences.

Kabaziguruka accuses the 6th Parliament of over stepping its powers by creating section 197 of the UPDF Act that establishes the General Court Martial other than a mere tribunal to instill discipline among UPDF soldiers.

The MP also wants the Constitutional Court to suspend the trial against him and his co-accused and at the same time issue an order barring court martial from further trying of any capital offence.

Kabale: Rev Kabasharira Passes On

The Catholic Church in Kabale diocese is mourning the passing of Rev. Fr. Lazarus Kabasharira the former Kabale diocese Episcopal Vicar.

Fr. Kabasharira passed on Thursday evening at Nsambya Hospital where he has been battling a host of ailments.

He was among the oldest serving priests having been ordained onto priesthood in 1970 in Rome Italy.

Kabasharira served as the head teacher of St Mary’s College Rushoroza from 1971 to 1981 before he was appointed Vicar General by Bishop Barnabas Halem’Imana where he served 1971 to 1985.

He was later appointed as the Rector of Katigondo Major Seminary from 1985 till 1994 when he came back to Kabale Diocese and served as the Episcopal Vicar, which post he held till his demise.

Monsignor Silverio Twinomugisha the Vicar General Kabale Diocese says preparations for the burial are under way.

Kabasharira will be laid to rest on Monday at the Rushoroza Cemetery after funeral mass at 1pm at Rushoroza Cathedral.

Patrick Besigye Keihwa the Kabale LC5 boss says that death of Fr. Kabasharira is a big loss to Kabale diocese as well as the country.

He termed him as a man that left a big legacy in the education sector having scarified most of his resources and paid school fees of the needy but bright students.

Museveni to Grace Oil and Gas Summit

President Yoweri Museveni is expected to give a keynote and welcoming address at the forthcoming 2nd Uganda International Oil & Gas Summit (UIOGS) taking place at the Kampala Serena on 22-23 November 2016.

The 2nd Uganda International Oil & Gas Summit is being hosted by the Ministry of Energy & Mineral Development at the behest of Hon. Minister, Irene Muloni.

The timing of the Summit is of major importance to Uganda as it moves forward towards commercial oil production, with major projects under discussions.

The Summit will discuss and debate the future of oil and gas exploration and production in Uganda. A timely meeting for senior policy makers, global investors, oil and gas companies, lawyers, consultants and other stakeholders to find out more about the state of exploration and production as it is now and what challenges and opportunities lie ahead.

New EC Disappoints Youth Activist

Youth activists under the Youth Coalition for Change (YCC) have criticized President Museveni for “continuously undermining the calls for electoral reforms.”

President Yoweri Museveni on Friday morning nominated a new team to take over from Eng Badru Kiggundu’s at the Electoral Commission, and forwarded it to Parliament for approval.

Appeal Judge Simon Mugenyi Byabakama was nominated chairperson, to be deputized by Hajjat Aisha Lubega. Others are Peter Emorut, Steven Tashobya, Prof George Piwang, and Mustapha Ssebaggala Kigozi.

“To me there is nothing to write home about the changes in the Electoral Commission (EC). Ugandans sat at Hotel Africana and came up with a wholesome document (Citizen Compact) proposing how EC business in Uganda should be handled,” YCC National Coordinator, Robert Mayanja said.

Mayanja said he was frustrated that these policies were overlooked by the ruling NRM on the instruction of Mr. Museveni.

“We are only shocked  that he has not chose a family member on the commission because that is the trend these days,” said the youth activist.

While Mayanja and his group expect the new EC team to sail through parliament with ease, he says they will continue to push for electoral reforms where members of the commission are elected more transparently through a much more inclusive process.

Uganda’s oldest telecommunication company, UTL have cleared the air on claims by parliament that there is financial impropriety by its top managers and the big number of debts accumulated by the company.

Subsequently, parliament agreed that a forensic audit committee would be appointed by the Speaker Kadaga to look into the accounts of the debt-ridden company, as well as reports of financial impropriety by top managers.

However, addressing journalists in an urgent press conference on Friday afternoon, UTL board chairman Mr. Patrick Kaboyo said the allegations by parliament were unfounded.

“The content of the statements by parliament are incomplete and factually incorrect. We want to set the record straight that it is not true that the company has unaudited accounts for the last 10 years as alleged in the report,” Mr.Kaboyo said.

The UTL board chairman explained that each year, their books of accounts are audited by reputable companies including KPMG and Ernest and Young stressing that the parliamentary report is baseless and ought to be disregarded.

On the issue of indebtedness, Kaboyo admitted that the company is struggling with a number of debts but noted that this will be addressed by shareholder capital.

“Specific shareholder discussions are ongoing to address the issue of debts because it is capital injection needed. We are working around the clock to ensure a credible rescue plan is reached.”

According to MPs, the company is performing badly financially and is drowning in local and foreign debts amounting to Shs128 billion.

The UTL board chairman however said like the economy is struggling; the company is facing bad times but noted this will in the next few years be done away with.

“The interconnect debt to some of the carriers in the market especially to MTN has been greatly reduced by 88% in an amicable settlement agreement put in place.”

He added, “For the other vendors we owe money, we have put in place a capping system to control debt accumulation.”

UTL owes Uganda Revenue Authority Shs58 billion, Shs8bn to MTN, UCC -Shs22bn, Huawei- 24 bn and Shs16 billion to NSSF.

On the sale of the company assets, the UTL board Chairman said only 2 plots in industrial area and Nsambya were sold off at 5 million dollars and 1.7 million dollars stressing that the company has many other properties around the country.

“There is a significant number of inaccuracies in what has been recently said and is only based on the noise in the market. Delivering a turnaround strategy involves many painful but vital tasks and the initial results demonstrate that the company is moving in the right direction   ,” Mr.Kaboyo said.

Rwanda: Ibuka Welcomes Extradition of Genocide Suspects

Ibuka, the umbrella body of organisations representing genocide survivors in Rwanda has commended the recent deportations and extraditions of genocide fugitives to Rwanda.

Jean Claude Henri Seyoboka was deported from Canada, Claude Iyamuremye, and Jean-Baptiste Mugimba were extradited from the Kingdom of the Netherlands, and Leopold Munyakazi was deported from the United States.

All four suspects fought expulsion for many years before losing their cases. They will now stand trial for crimes they are accused of committing in Rwanda during the Genocide against the Tutsi.

Ibuka President, Prof Jean Pierre Dusingizemungu said “Genocide survivors welcome these deportations and extraditions because they are critical for justice. They are also important for national healing because there is no reconciliation without justice. We applaud this demonstration of international solidarity and trust in the fairness of the Rwandan judicial system.”

“However, other genocide perpetrators continue to live freely in different countries especially in France. These countries have to follow the example of Canada, the Netherlands and the United States, and cooperate with the government of Rwanda to bring genocide suspects to justice, whether in Rwanda or wherever they live today. To do this would uphold the dignity of the victims.”

Ibuka’s mission is to promote the welfare of survivors of the Genocide Against the Tutsi, preserve the memory of the victims, combat genocide denial and uphold justice.

Amelia Kyambadde, Lango MPs Persuade Angry Lira Traders

The Minister of Trade, Industries and Cooperatives, Amelia Kyambadde and the Members of Parliament from Lango sub-region on Friday managed to convince the angry traders in Lira town to abandon the planned industrial action.

Kyambadde and the MPs led by Dokolo North’s Paul Amoru assembled the traders and their leaders at Lira District Council Chambers where the minister promised to follow up on the grievances of the mainly local traders and as well give them support.

The heated discussion at the Council Chambers lasted for seven hours from 12 to 5pm as the local traders strongly maintained their grounds that foreign investors mainly Indians should be stopped from doing petty retailing and they should only engage in whole sale business.

The traders also demanded that the Indians should not be allowed to go to the villages to buy food and cash crop produce but should station in Lira town and receive produce from the local middlemen.

The interim Chairperson of Lira Traders, Mr. Achai Godwin who also declared their disintegration from the National Chamber of Commerce, said he and his members had given the government only two weeks to solve their problems or they would take “drastic action” against the foreigners.

The traders were however forced to delete the clauses that call for violence and posed threat to the lives of foreigners in the area.

Amelia told the traders that the government has given Indians, Chinese and other foreigners only one month to fulfill all legal perimeters for business operation in Uganda and those indulging in petty business to quit.

“There’s already a policy in place for the foreign investors to update and adhere to all domestic legal requirements. They are also required to stick to the terms of investment they were absorbed for,” Amelia said.

Kampala International University (KIU) Titans struggle to reach the finals for the their first time still goes on after failing yet again this year.

Perhaps the overwhelming favourites, when the two sides reached the semifinals, Titans failed to live to the billing and lost the series 3-2.

Betway Power won the decisive game 75-72 played on Friday at the YMCA outdoor court, to take the series 3-2 and set a final against City Oilers who swept UCU Canons 3-0.

After losing game four on Wednesday without a single fight, Power seemed to have learnt from their mistakes and were brilliant on the night to eventually win 75-72.

Power began explosively and took the first quarter 15-11 and before the Kansanga based side could fix their woes, the gap had grown to 14 points heading into halftime.

The 5 time champions added 20 points in the second period while Titans were limited to just 10.

It was a different case, after recess with Hamza Nyambogo coached side seeming to have gotten the right footing, managing 24 points in the third quarter while Power scored 20 and the gap had narrowed to 10 points with a quarter to play.

The final quarter produced a thrilling game with either side fighting to take the game.

Despite scoring 27 points in the fourth quarter, Titans eventually lost with a 3 point gap with Power managing 20 more points in the final period. Brian Odong led the scores with a game high 20 points for Power. Skipper Joseph Ikong added 18 points.

Power will now play City Oilers in the men’s finals while UCU Canons will battle rivals KCCA leopards in a repeat of last year’s final in the women’s category.

However, the men’s final will take longer to tip off, with City Oiler expected to play in the Africa basketball club championship that will stretch up to 18th December.

Hunger Project Empowers Kiruhura

The Hunger Project – a global, non-profit organization committed to end of world hunger — has unveiled the first community driven program in the Kiruhura Epicenter in western Uganda.

This was revealed yesterday after carrying out a 10 year sensitization of the communities there.

Working through epicenters (which band together 5,000-15,000 people), the program  empowers women and men living in rural villages to become the agents of their own development and make sustainable progress in overcoming hunger and poverty.

The Hunger Project which launched in 1999 in Uganda has been operating in the district since 2006, providing different services like education, health, water, food security, women empowerment and opening up microfinance empowering rural communities at the grass root to end the hunger and poverty levels in the communities.

The Kiruhura chairman LC V Samuel Katugunda praised the NGO for changing people’s mindset in the district.

Katugunda stressed that Uganda is in the era of public private partnerships and that government cannot sustain itself without private partners.

He also praised government for creating an environment that allows such NGOs to peacefully operate in the country.

Dr. Daisy Owomugisha, the country director of the programme said they have nurtured the communities in Kiruhura ready to take charge of their own development by showcasing some of the innovative strategies that have worked in their journey to end hunger and poverty in the district.

“It’s time  to hand over to the community to sustain what we have been nurturing; and we hope they are mature now to sustain it” she said

Daisy said the NGO was not to facilitate all the families in the district but to train and mentor them in changing people’s mindset.

“I believe we cannot do each and everything but we managed to train and capacitate people to appreciate and implement some of the projects,” Daisy said

She asked people to take on small technologies like Climate mark agriculture and rain water tapping during the rainy season for use during the dry seasons.

Kenyatta: Africa Deserves Equal Treatment in International Order Engagement

Kenyan President Uhuru Kenyatta has called on Africans to demand equal treatment when engaging with other countries on the illegitimate and the unfair international order.

Kenyatta regretted that while African countries accepted the sovereign decisions of other countries, their rights to exercise sovereignty and democratically set aside international commitments which no longer work for them should be respected.

“I cannot think of any African I know who did not accept that the United Kingdom had the right to choose to leave the European Union.  But if Africans attempt to exercise their sovereign will, we hear a barrage of voices which tell us we can’t,” he said.

Kenyatta who spoke on Saturday night during the 2ndannual Diplomatic Forum organized by the Diplomatic corps in Kampala, Uganda, said global peace and stability will be realized when countries engage as partners.

“Even in the face of an international order stacked against us, built on our backs, Africans have made painful progress. For our partners from around the world, let it be clear that we are partners.  Mutual respect is what we seek”, the President said.

He told African countries to open borders, connect people, increase trade, support innovation and promote African knowledge in their collaborative approach to successful competition with the rest of the world.

“As we seek to make the most of our potential now, we will need to drive the Pan-African agenda as a tremendous ideological wave that will lift all the boats of African socioeconomic transformation.”

Kenyatta said rapid sustainable development, being the last agenda of Africa’s freedom struggle, requires Africans to unite and to speak with one voice.

“Let us therefore strengthen the bonds of brotherhood and solidarity throughout Africa.  At the same time, let us engage abroad to ensure that our voice is heard and interests secured,” he said.

He underscored the important role African diplomats’ play in the vanguard of Africa’s modern iteration of the freedom struggle.

On regional peace, Kenyatta affirmed Kenya’s commitment to supporting South Sudan through regional mechanisms in its quest for political stability.

He regretted the unfortunate incident that led to the replacement of the Lt-Gen Johnson Ondieki as commander of the UN Mission in South Sudan (Unmiss) in the youngest nation.

“Kenya will not agree to be scapegoated by a mission that has failed to execute its mandate. Pulling out troops will however not affect Kenya’s position in regional peace,” he said.

Ugandan leaders led by the Prime Minister Dr. Ruhakana Rugunda commended President Kenyatta and the Kenya Government for enhancing efficiency at the port of Mombasa, thus lowering the cost of doing business in the region.

Minister Kamya Hails KIU Products

The Minister of Kampala Beti Kamya has praised Kampala International University as one of the producers of the best medical students in the country.

The minister also hailed KIU’s recent arrangement with at least four government hospitals that include regional referral hospitals of Hoima, Mubende and Fort Portal where they are posting medical specialists.

“This support from KIU has significantly improved health service delivery in these hospitals in addition to creating suitable environment to the clinical practice teaching sites for medical students” she said.

Hon Kamya made the remarks as guest of honor on Saturday at the 15th graduation ceremony of Kampala International University at their main campus where 1719 students graduated with PhDs, Masters, Bachelor Degrees and Diplomas.

KIU has three campuses; the Kampala Campus, Western Campus and Dream Line Campus (Nairobi)  all of which converged in Kampala for the graduation.

86 percent of the graduates were Ugandans and the 14 percent international students. The male students made 63percent while the female made only 37 percent.

Hajji Hassan Bassajjabalaba the chairman board of trustees KIU revealed that as a university they have not received any complaints from the government in regard to incompetence which shows that they are doing their work well.

“I encourage government and private bodies to come and report to us in case of any incompetence among our students but so far, we are happy to report that we have not received any reports of that kind,” He said.

Bul Junior team have picked their maiden victory in the 2016-17 Fufa junior league following a 2-0 result over Onduparaka on Sunday at the Kakindu Stadium.

The hosts rolled the game on high tempo constructing three quick attacks in Onduparaka’s half but Owen Mukisa and Gerard Kasule blew the chances.

The pressure finally paid off in the fifth minute. Herbert Onyango initiated a counter attack from Bul Junior Team’s third through to Okema who made successful inroads then set up Kasule in the box. Francis Econi made an untimely tackle on Kasule who dropped down for a penalty.

Mukisa stepped up for the kick and sent Abdul Shakur the wrong way for the opener.

Herbert Onyango doubled the lead in the second half to put the  game beyond Onduparaka’s reach. The caterpillars played the game without a single substitute player on the bench.

FJL: Four Matches Rescheduled

About four matches have been rescheduled in the Fufa Junior League. The games had been programmed for earlier match days but failed due to various reasons.

Three of the matches are set to be played on Sunday, November 27th.

Match number 10 pitting Onduparaka Junior team and URA which was for October 16th will now take place this Sunday in Arua.

Bright Stars vs Lweza Orange Brigade and Vipers vs Proline ties are the other games that will take place on Sunday.

The stars will host Lweza at Kawanda Reach Stadium while Vipers entertain Proline at St Mary’s college in Kisubi.

Runaway trebble group leaders KCCA soccer academy and defending champions Vipers junior team tussle on Thursday 1st December at Lugogo in a repeat of last season’s final.

KCCA soccer Academy lead the treble group with a whooping 23 points, 12 ahead of Police Armless Brigade who have played a game more.

Lweza Orange Brigade top the hattrick group with 17 points followed closely by SC Villa Jogoo JT with a dozen points.

99 Graduate from Gulu War Affected Training Centre

The Gulu War Affected Training Centre, (GWATC), an Eskom Uganda aided facility which was established in the aftermath of the Northern war has held its sixth graduation ceremony with 99 students receiving certificates in catering, tailoring and hair dressing.

The founder of the Centre, Ms. Betty Lalam who started with only 5 students in a shop verandah in 2005, showered praises at Eskom Uganda, the Nalubale and Kiira dams Concessionaire for making the school what it is today through consistent funding.

“The People of Gulu and indeed the whole of Acholi Sub region, especially those who have gone through this training centre look at Eskom as God’s messenger, sent to wipe tears off our eyes, following the trauma that we went through during the LRA war which ravaged this area. We can never thank them enough,” she said.

Lalam said the fresh graduates are joining 1,814 other beneficiaries who have graduated from the centre since inception and have gone off to start profitable ventures using the skills they acquired at the centre.

Speaking at the same event which took place at the Centre, located in the outskirts of Gulu town, Eskom Uganda Managing Director Thozama Gangi said Eskom started with initial donation of UGX 200 Million to build classroom blocks for GWATC which we officially opened and handed over to the Director and Board members on January 14th, 2010.

According to Thozama, the company has since continued to offer assistance to the school by offering a sowing machine to the best student on graduation day.

“For me, I look at what is happening here today as a demonstration of Eskom’s commitment to continue making a difference in the lives of ordinary people, to ensure their wellbeing is improved.”

“Initially, the Gulu War Affected Training Centre was set up to equip women affected by the 20-year insurgency that ravaged Northern Uganda with Vocational hands-on skills like tailoring, catering and hairdressing to help them get a decent living. With Eskom’s support that vision has come to bear fruits as you can see for yourselves today” Thozama said.

According to Thozama, the idea of constructing the facility was hinged onto the relevance of community rehabilitation following the devastating war that ravaged these region years back.

Thozama said Eskom has since attracted other partners including MTN Uganda which donated 15 computers to start up an ICT lab within the facility. MTN also donated one Inverter and solar batteries.

“Eskom Uganda is proud to be one of those companies that came out to stand with the communities here at a time of need. We wanted to be part of the process that would eradicate those ugly scars left by war, in the hearts of our brothers and sisters in this region”, Thozama added.

The Guest of Honour at the event, South African High Commissioner His Excellency Prof. Rtd. Major Gen. Solly Mollo urged the graduants to make good use of the knowledge they have acquired at the centre to add value to their lives.

He hailed Eskom for standing with the people of Acholi in times of need, equating the move to a good friend who sticks around even in bad times.

Major General Mollo pledged to explore channels through which  the Acholi Cultural institution can engage in a cultural exchange with the South African people.

SHOCKER: Kabale Health Centre IV Has 3 Beds, No Theatre

Kamukira Health centre IV in Kabale Municipality is grappling with congestion issues as the health centre struggles to accommodate in patients from the surrounding areas with only three beds.

The health facility that is located in the Southern Kirigime ward started in 2007 as a way of decongesting  Kabale regional referral  hospital which serves over 2000 patients per month.

The construction of a theater at the Health Centre however stalled after government cut off capital development fund in the last financial year.

The facility that should house over 100 inpatients the ward has only three beds where a patent can be admitted and they are in maternity ward.

As a result of the lack of enough beds, many expectant mothers and others patients are now forced to sleep on the floor in the ward.

Dr. Naomi Kyomugisha the In-charge Kamukira Health Centre IV says that most mothers do not go back to the facility since they cannot be admitted.

She notes that other patients are treated and sent back home or they are referred to Kabale regional referral hospital for further management, since the facility has no beds.

Dr. Kyomugisha also says that although the facility has qualified personnel to operate the theatre, they lack equipment and defective structures adding that this have been an inconvenience to patients who are referred to Kabale regional referral hospital for minor surgeries”. Said Dr Kyomugisha.

Emmanuel Sentaro Byamugisha the Mayor Kabale Municipality   admits that
Kamukira HCIV is struggling to operate saying that it’s operating as health centre II level.

Byamugisha puts all the blame to the central government that abolished Primary
Health Care-PHC funds since this financial year without clear reasons.

He however says that as a council, they have started engaging
central government to have Kamukira elevated to hospital level so that it can decongest Kabale regional referral hospital.

In September a total of 128 expectant mothers received antenatal care but only 18 mothers delivered from the facility and in October, a total 116 expectant mothers received antenatal care but only 13 delivered from the same facility.
