Makerere Partners with Japanese University to Boost Research, Innovation

Makerere University and Okayama University (Japan) have Tuesday signed a memorandum of understanding (MoU) to promote research and innovation in the academic fields and to foster bi-lateral relations and cultural exchanges between Uganda and Japan.

The signing ceremony which took place on Tuesday, November 8th at the Japanese Embassy in Kampala was hosted by the Japanese Ambassador to Uganda, H.E Kazuaki Kameda.

Okayama University has been promoting cooperation and collaboration with universities in East African countries through joint research and exchange programs with the aim of advancing international research in the field of Plant Stress Science.

The University has now expanded her field of cooperation to Uganda and the MoU will facilitate international exchange programs between the two universities.

Speaking at the ceremony, Ambassador Kameda said; “the University of Okayama is one of the best in Japan, more so in the subject of sciences and agriculture that’s why am confident that the two institutes will do really well together.”

The function was attended by delegations from Okayama University in Japan and Makerere University.

Vice Chancellor, Prof. Ddumba Ssentamu, who led the Makerere delegation noted that “the two institutions operate in a highly competitive global environment, that’s why we embrace internationalization as a cross cutting factor and are always on the lookout for mutual beneficial collaborations that can further strengthen our competitiveness.”

Makerere has in the past partnered with universities in Japan in the fields of research, academic staff exchange and student exchange programs for over ten years in order to improve teaching, learning, research and to promote academic excellence.

Prof Ddumba further thanked the institute of Plant Sciences and resources at Okayama for agreeing to train one of Makerere staffers to a PHD level even before formalising the collaboration

The partnership will go for a period of five years and it will include not only sharing research but solving research problems, exchange students and lectures for more solutions in the fields of science and agriculture.

“The reason why we accept this collaboration is to help each other in the academic world and above all strengthen our ties between our two countries” the Vice Chancellor of Okayama, Dr Miyoshi Morito said.

Uganda Cranes underperformed on Tuesday afternoon to concede a 1-0 defeat at home in Namboole against a not fancied Zambia side.

Chisamba Lungu struck the lone goal mid-way through the first half after fine work making inroads before releasing a powerful left foot strike which Isaac Isinde deflected to the dismay of Odonkara who had abandoned the near angle.

Zambia came into the game at the back of two defeats against Nigeria (1-2) and Zimbabwe (1-0) while Uganda had not won any of their last four friendly games.

Uganda’s Renewable Energy Potential Under Utilized – Experts

Whereas Uganda might be endowed with immense natural sources of renewable energy, experts say this hasn’t been fully exploited despite the current threat posed by climate change.

Godfrey Ndawula a consultant in Renewable Energy argues that alternative energy sources like biomass are comparatively safer due to their vast uses and can be easily grown but majority of Ugandans are ignorant about the resource.

“Biomass can be a source of process heat for industrial production, fuel for cooking and even electricity using agro residues like molasses, coffee and rice husks. However inadequate information and lack of awareness are a major limitation,” Ndawula noted during an engagement on renewable energy at the Innovations Village in Ntinda.

In addition, he mentioned that the adaptation of biomass would save Uganda’s reserves for oil as well as reduce hazardous emissions through blending of petroleum.

Uganda in 2010 set an ambitious target to have Sustainable Energy for all by the year 2030 by doubling the use of Renewable Energy which currently stands at 3,200 Megawatts.

According to Ndawula, barriers like high upfront costs (for solar and geothermal energy), lack of technical and managerial capacity coupled with inadequate research still inhibit the country’s uptake for renewable energy.

Maclian Senyonga who works with the Energy Efficiency and Conservation  Department in the Ministry of Energy however says government has taken steps towards sustainable energy.

“Following the hike in power tariffs, UMEME recently gave out to users 480,000 free LED bulbs whose consumption capacity is 50% lower than the Candescent bulbs. About 580,000 more bulbs will be distributed in the second batch,” Senyonga said.

This he argues will reduce power billing costs for users and the instability in the power voltage which often cause power cuts.

In total, Uganda generates 865 Megawatts of energy capacity and 80% of this is from hydroelectricity. Government says that when completed, both Karuma and Isimba hydro electricity power dams will add 800 more Megawatts.

The discussion comes at a time when leaders from over 190 countries that are party to 2015’s historic Paris Agreement on Climate Change are meeting in Morocco to follow up on their commitments.

The First lady of Benin, Madame Claudine Gbènagnon Talon, on Tuesday visited the Kigali Genocide Memorial and paid her respects to victims of the Genocide against the Tutsi.

Before touring the memorial’s exhibitions, Madame Gbènagnon honoured victims of the Genocide by laying a wreath at the burial place where more than 250,000 victims have been laid to rest. More than one million Rwandans were killed in the Genocide against the Tutsi in 1994.

On her visit, the First Lady of Benin was joined by Rwanda’s Minister of Sports and Culture, Julienne Uwacu.

Honore Gatera, the Kigali Genocide Memorial Manager, guided Madame Talon and Minister Uwacu on a tour of the exhibits to learn about the history of the Genocide.

The First Lady was explained the life of Rwandans before colonisation, how hatred and divisive ideology was promoted and the role it played in the systematically planned Genocide against the Tutsi.

Madame Talon also learnt about the efforts by Rwandans of all ages and from all walks of life to rebuild and reconcile 22 years after the Genocide.

Parliament Okeys $ 11Million Loan To Power Northern Region

The Parliamentary Committee on National Economy has Tuesday cleared government on a request to access two loans aimed at increased access to electricity to several parts of the country.

The request was presented before the committee by officials from the Ministry of Finance, Planning and Economic Development led by Min. Gabriel Ajedra Aridru and the Minister of Energy and Mineral Development Irene Muloni.

The officials took time convincing members on the need to approve the loans; while stressing that the acquired money will help improve the lives of Ugandans.

The two proposals presented before Parliament include a need to borrow US$ 11.32 Million from the Kuwait fund for Arab Economic Development and a sum of US$ 100 Million from the International Development Association (IDA).

The Ministry officials explained to the committee that the loan from Kuwait seeks to finance the construction of the 33Kv and 11kv distribution project in six districts of Kiryandongo, Kibaale, Nebbi, Bushenyi, Kasese and Rukungiri.

The second loan seeks to finance the grid expansion and reinforcement project in areas of Gulu, Lira, Nebbi, Arua, Kole, Oyam and Nwoya.

“The project will help in the upgrade of transmission infrastructure, including a transmission line and substations with a focus to enabling increased electricity access and the need to accommodate the increasing demand for electricity,” noted Ajedra.

He observed that the projects will contribute towards addressing some of the sector challenges by providing the national grid electricity supply and thus reduce the use of small isolated electricity with small diesel fuel generators.

However, members earlier squeezed the officials to explain a total of US$ 5.5 Million that had not been accounted for in the Northern region project. This saw members up accusing officials of seeking to have the fund embezzled.

This was after a long exchange of words explained by the Minister that these were funds budgeted for the unforeseen changes in prices of commodities which explanation calmed down members who demanded that once the loan is acquired, it should be quickly absorbed to avoid incurring such expenses.

The Federation of Uganda Football Associations (FUFA) has revealed that match day tickets for the game between Uganda and Congo Brazzaville will go on market on Wednesday evening.

According to Ahmed Hussein, the director of communications at FUFA, the tickets will be in three categories ranging from ordinary to VVIP.

“Tickets will go for Ugx 25,000 for the ordinary category, Ugx 60,000 for VIP class covering the blue seats while the VVIP section with orange seats will be accessed for Ugx 150,000,” explained Hussein.

“We expect the tickets to be on market ready for sale by today evening and we encourage the fans to buy as early as possible,” he added. Bernard Patrick Ogwel, the chairman international match organising committee also revealed the arrangement of sitting in every category ahead of the game on Saturday.

“We have arranged in relation to the stadium capacity and thus we need to erase away the doubts and concerns about excess numbers in the stadium,” said Ogwel.

2016 South Sudan Cup Finalists Attacked by Gunmen

Barely four days after a gunman went foolhardy and opened fire to a group of football fans in Juba South Sudan, more sad news coming in confirm that a football team was attacked on Tuesday night.

Young Stars Torit were travelling back home. The team had earlier suffered a 3-0 loss to El- Salam Wau in the South Sudan cup on Sunday at the Juba stadium.

South Sudan football association president Chabur Goc Alei confirmed the news.

“It happens to be often sad news here in South Sudan,” Chabur narrates, “after last weekend incident in Gure area, yesterday evening the runner up of 2016 South Sudan cup were attacked by an unknown gunman.”

According to Chabur, several people on the convoy were severely injured and nursing bullet wounds while the driver of the bus was died on the spot.

The attack happened on their way back to Torit along the Juba-Rorit road. The driver was killed and four other people were injured including the chairman of Torit local football association.

Saturday attack Close to a dozen people were reported dead after a gunman attacked a group of fans who had gathered to watch a premier league match between Chelsea and Everton on Saturday at Gure, a suburb located south-west of Juba town.

“Let’s wish them quick recovery and for the driver may his soul rest in peace and Mercy,” Chabur added.


Captain Mukula Dragged to Court Over Helicopter

The National Resistance Movement (NRM) chairman for Eastern Region Captain Michael Mukula has been dragged to the Commercial Court for nonpayment of up to 82 million shillings.

The money is said to have accrued from the services of an aircraft he hired during the last election campaigns.

In the documents before court, it is alleged that Captain Mukula through his company of Sun Air Limited hired a Euro copter  A5 350 B3 Registration number 5Y-JNM from Flex charters company at a fee of Shs 500,000 per flight hour and an additional 15 USD per cycle excluding
positioning and repositioning.

The Flight Company adds that by March 2016 Captain Mukula together with Sun Air Company had accumulated arrears amounting to Shs. 82 million, which he has failed to pay up to date despite in spite of the efforts to remind him.

The company now says it has suffered untold loss and has been inconvenienced by Capt Mukula’s actions, hence seeking court’ redress to compel Mukula pay the said money with an interest at the current commercial rate.

“We therefore pray that judgment be entered against the defendant for recovery of USD 24,295, General damages, interest at commercial rate from the date of default till full payment and the costs for this suit”

The court’s registrar Thaddeus Opesene has issued summons ordering Capt Mukula to file his defense within 15days.

Following a video released last week depicting brutality meted out on a female street vendor, Kampala Capital City Authority has suspended 4 of its own enforcement officers pending investigations into their conduct.

This was revealed by the Human Resource Director at KCCA Mr. Richard Lule during a special council meeting convened by the Kampala Lord Mayor Erias Lukwago on Wednesday to discuss the brutality of the enforcement officers.

“It was an operational mistake that we regret and apologize to all affected. We have however suspended the 4 enforcement officers indicated in the video pending investigations, “Mr.Lule told the special council meeting.

He named Fred Kabiito, Rogers Maganda, Florence Nakiwala and Eva Nalukenge as the enforcement officers suspended pending investigations by the staff monitoring committee for KCCA.

It was a heated meeting on Wednesday as the Lukwago led KCCA council meeting discussed the brutality meted out to a one Robinah Namugenyi, a mother of 2 while being arrested by enforcement officers.

In the video played during the meeting, the vendor is seen being brutally arrested as her 2 children on the back wail loudly as their mother is later thrown onto a waiting KCCA enforcement pick-up vehicle.

The mother of 2 has since been convicted of vending without a trade license and jailed for 128 days at Luzira prison by the City Hall Magistrate’s court.

Lukwago told the councilors that it was disheartening to watch the images of the lady being treated in an inhumane manner; stressing an urgent action has to be taken on the errant enforcement officers.

“This meeting is on short notice because of the public outcry about what is happens to members of the public and it requires immediate attention, “Lukwago told the council.

The councilors noted that it was absurd that enforcement officers continued treating vendors of animals while arresting them, stressing that a tough action ought to be taken against them.

“Why should they (vendors) be arrested yet KCCA failed to issue trading licenses to them? What we saw on video is just a tip of the iceberg but a lot happens,”Makerere councilor Doreen Nyanjura argued.

Unprofessional

The councilors blasted the enforcement officers for lacking the basic principles of professionalism while arresting street vendors relating it to the poor training they receive.

“There were several ways she could be handled if she had been approached by professional and well trained enforcement officers, “Kennedy Okello said.

“It is not possible to achieve one hundred percent compliance using this way of enforcement.”

The councilors also blamed the City Hall Magistrate’s court for being unfair in as far as handling cases related to vendors.

They cited a receipt on which one vendor was asked to pay Shs600, 000 to be able to secure bail stressing it is not fair to the vendors who have small capital.

The KCCA council however resolved that Robinah Namugenyi be released from Luzira prison and investigations into the conduct of enforcement officers start.

“We condemn the acts of brutality by enforcement officers and ask for a streamlined mechanism as far as enforcement is concerned, “the council meeting chaired by Lord Mayor Erias Lukwago resolved.

Chance for KCCA, Vipers as Caf Increase Champions, Confederations Cup Prize Money

Confederations of African football association (CAF) has remarkably increased the price money for participating in the continental elite club competitions Champions league and confederations cup.

Previously the winners received USD 1.5M (Ushs 4.95 Bn) and USD 600,000 (Ushs 1.98 Bn) for the champions league and confederations but that has been increased by 66.67% and 89.4% to USD 2.5m (Ushs 8.25 Bn) and USD 1.25M (Ushs 4.125Bn) respectively.

South Africa’s Mamelodi Sundowns and TP Mazembe from DR Congo are the respective defending champions.

The development is in line with Caf ExCo meeting held on 27 September 2016 in Cairo, Egypt to increase revenue allocations to national teams and clubs taking part in CAF competitions for the four-year cycle starting 2017 to 2020.

The losing finalists will bag home USD 1.25 M, a 25% increase from USD 1M while the losing semifinalists share 1.4 M.

Initially teams that bowed out from the quarter finals were not entitled to any post group bonus but they will get 0.65M in the new cycle.

The number of groups were increased from two to four meaning 16 teams will take part in the pools.

Teams that qualify to the groups stage are now assured of USD 0.55 M (Ugx 1.7 Bn).

MUST Students Refuse to Return to Class

Students at Mbarara University of Science and students have vowed to carry on with their demonstration pressing for the new re-take policy to be reversed.

The MUST students staged a strike on Monday pressurizing the administration to reduce on the re-take fee from the current UG Shs 50,000 to UG Shs 20,000.

In a meeting held yesterday to resolve their grievances, students vowed not to attend any more lectures until Friday when the vice chancellor Obua celestino promised them feedback.

“Senate makes resolutions on such policies so I have no mandate to remove or change the retake policy; you shall only wait for the response from the senate on Friday”

However, on hearing this, students stressed that they are tired of the “remote vice chancellor” who is ever out of office. They said Obua is ever in Kampala running his other business projects.

Sankara Byaruhanga, one of the BIT students told us that the university officials utilized VC’s absenteeism in office to misappropriate the universities’ funds including internship allowances.

Byaruhanga stressed that the university had a lot of issues to be addressed but the administration was not paying attention.

“We are not just demonstrating for the retake fee, but a number of issues in the university need to be addressed” Sankara said

Dr. Obua in response said the amount of money to be paid for retakes will be pronounced by the senate, but suspended the current retake policy for the mean time.

“It’s unlawful to sabotage the role of the senate; so I will wait for its response before Friday” he said

Uganda Cranes first choice stopper, Dennis Onyango has been declared unfit for selection in the upcoming world Cup qualifier game against Congo Brazzaville on Saturday.

Cranes head coach Micho revealed the information arguing that the team cannot be priority over Onyango’s health.

“We can’t risk playing him when the doctors are ordering he rests,” Micho said.

“He has been out of action since that match in Caf champions league finals on 21st October.”

Onyango was injured while on duty for his club in the second leg of the 2016 Caf confederations final against Zamalek in Egypt and had been sidelined to allow him recover.

“Between having him for Congo Brazzaville or Afcon finals, I would always choose Afcon. He will be missed but no match is more important than Denis career and life,” he added.

Cranes will now choose among the four custodians in camp including Robert Odonkara who was in goal in the 1-0 loss against Zambia.

Others are El Merreikh’s Salim Jamal, Benjamin Ochan (KCCA FC) and Ismail Watenga (Vipers)

The match will be played on Saturday at Namboole stadium from 4:00 pm local time.

UPDF’s Maj. General Julius Oketta who died on Saturday was finally laid to rest at his home in Lachor, Gulu Municipality on Wednesday afternoon.

The funeral attracted many political figures both from the region, national and local leaders who converged to pay their last respects to late who passed away while serving as the Deputy Chairperson of the military led Operation Wealth Creation.

The Church service was led by Gulu Diocese’s Archbishop John Baptist Odama who appealed to mourners to emulate the late whom he described as a true servant of Christ during his time on earth.

Justice Kavuma to Rule on Sematimba Election Petition

A final verdict is awaiting a number of MPs who are still in parliament by virtue of the petitions they filed before the Court of Appeal, challenging earlier lower court rulings that nullified their victories in the previous elections.

The Court of Appeal in Kampala has set the hearing time for these cases; commencing before end of November 2016.

Among the first cases set to be heard is that of Busiro South MP Hon Peter Sematimba, challenging the ruling of High Court Judge Justice Lydia Mugambe, in favor of his opponent Stephen Sekigozi.

Sematimba rushed to the Court of Appeal after Justice Mugambe ruled in favor of Sekigozi that Sematimba’s academic qualifications were lacking.

Ssematimba’s appeal will be heard on the 21st/November 2016 before a panel of 3 justices led by the Deputy Chief Justice Steven Kavuma.

Among Other appeals to be heard between 15th and 23rd November is that of the Electoral Commission filed against the former Serere Woman MP Alice Alaso and an appeal filed by DP’s Richard Lumu against the Mityana South MP Henry Kamya Makumbi


Kayihura Rushes to Isingiro, Reverses Minister’s Quarantine Order

The Inspector General of Police yesterday ordered the removal of road checks which were put in place to enforce a cattle quarantine in the western Isingiro district.

Kayihura made the directive after consulting stakeholders, especially farmers who claimed to have been adversely affected by the quarantine announced the junior agriculture Minister Joy Kabatsi.

The Minister in September extended by 10 years a ban on movement and sale of livestock in and out of Isingiro district, following confirmed reports of Foot and Mouth Disease.

Kayihura’s visit to Isingiro district yesterday he said, followed numerous calls he was receiving asking him to speak to the minister to rescind the quarantine order.

Following the IGP’s intervention, livestock markets in Isingiro were reopened yesterday Wednesday.

According to the Rwizi region spokesperson Ibin Senkumbi, the IGP expressed concern that the locals were planning to turn against the police officers manning the quarantine road blocks.

The IGP advised local Veterinary Officers to put the barriers only at the boarders of the district and not within the district, as has been the case. As such, the people are allowed to transport and sell their cows within Isingiro.

“Of course as police we shall remain available to provide man power if the ministry needs more enforcement especially at the borders,” said the IGP.

Isingiro: 3 Tanzanians Injured by Angry Mob

Police in Isingiro has rescued 3 people of Tanzanian nationality from being lynched by local residents.

The 3 were arrested in Kamwema cell, Endiinzi Sub County in Isingiro district near the Tanzania border of Tanzania on Tuesday evening after they tried to con money out of residents.

The Rwizi region spokesperson Ibin Senkumbi said the 3 claimed to be members of Tanzania People’s Defense Forces; as one of them Sebastian Alex Mureemi had identification from the said force.

After they were battered by angry residents, two of them were taken for treatment in a nearby clinic in Tanzania while Alex Mureemi was admitted at Mbarara Referral hospital with serious injuries.

However police was perplexed on Wednesday morning to find that Alex had escaped from the hospital.

Ibin said police is still working with Tanzanian authorities to investigate the suspected criminals and their intentions.

Ssentongo Refutes Suspension Claims at KCCA FC

Kampala Capital City Authority football club striker, Robert Ssentongo has come out to bash claims that he was suspended by the club after failing to oblige to the team’s code of conduct.

Ssentongo who is not strange to controversy given the sagas he is been involved in took to social media on Thursday afternoon refuting earlier reports that he was suspended.

“I wish to dismiss baseless allegations that are running on different media platforms that I have been suspended by KCCA FC,” reads part of the post on Ssentongo’s Facebook account.

“This is to advise the general public and our fantastic fans to treat this information as absolute nonsense,” he further noted.

Ssentongo indicates that he was not suspended but rather has been sidelined with sickness and hopes to bounce back once he is cleared by the doctors.

“I have of late been sick and this fact was made known to my club, manager and club doctor who have been very supportive to me during this period,” Ssentongo stressed.

Reports emerged last week indicating that the diminutive striker had fallen out with manager Mike Mutebi after coming late for training which prompted the principled coach to suspend him.

It is not the first time, Ssentongo is falling out with coaches, with previously having a bad relationship with Moses Basena and Kefa Kisala at URA for either coming late for training or coming drunk.

Ssentongo who joined the defending champions at the start of this season has of recent fallen in pecking order at Lugogo with Geoffrey Nsibambi and Derrick Nsibambi starting as the two centre forwards.

Chief Justice Impersonator Jailed for 3Years

Buganda Road Chief Magistrate James Eremye has convicted Saleh Luzinda, a man accused of conning the Shumuk Group of Company’s CEO Shukla Mukesh, while pretending that he was sent by Chief Justice Bart Katureebe.

Saleh, who is accused alongside two others, was convicted on his own guilty plea when he openly confessed that he committed the charges against him.

The presiding magistrate sentenced Luzinda to a fine of 1million shillings to each of the 19 counts making a total of 19million shillings, or 3 years in jail.

Prosecution contends that Saleh Luzinda, Bob Nabaasa, Martin Matovu and others still at large in 2015 in Kampala obtained $125,000 from Shukla Mukesh, the chief executive officer of Shumuk Group of Companies, by pretending that they had been sent by the Chief Justice Katureebe.

The prosecution further alleges that the three submitted a false document dated April 16, 2015, as an instrument of handover of the contested Hotel Diplomat to Mukesh, purporting that the said letter had been authored by Justice Bart Katureebe.

Further hearing of this matter against the two co-accused persons who denied this charge has been adjourned up to tomorrow Friday.

Magogo to Museveni: We Need Sports Facilities

Fufa President Eng. Moses Magogo has requested the government to develop and assume full management of sports infrastructure.

The Football boss was speaking at a state banquet hosted by the President of Uganda, H.E Yoweri Kaguta Museveni at Entebbe State House on Thursday afternoon.

“Your Excellency, there are challenges of FUFA and Uganda Cranes that we request you can handle like the old sports law; Poor infrastructure and the need for central management of the facilities,” said Magogo.

The Sports industry in the country has suffered due to lack of facilities for training and hosting national/international events.

Currently the national team can only use Namboole for international fixtures because it is the only facility approved at global standards.

This was the first time the president was hosting the gallant national team after qualifying the country for the Africa cup of nations in 38 years.

“Uganda Cranes is now a largely established country among the football giants in this country. The AFCON qualification also boosted the country in many aspects of life.”

Magogo also welcomed the first lady Janet Museveni to her new role as the Minister of Education and Sports.

“Mama Janet we welcome you to the ministry of education and sports. As football people, we love you.”
