Police Deploys at Crane Bank Amidst BOU Take Over Rumor

Police have heavily deployed at the Headquarters of Crane Bank Uganda on Kampala Road, amidst reports that the Bank is being taken over by the Central Bank.

An official from Crane Bank informed us on phone that Police deployed outside of the building “for unknown reasons”

“I see a lot of deployment outside, I don’t know what is going on, I need to get more details first.” An official from the Sales Department informed us.

Bank of Uganda this afternoon called an impromptu press conference, in which the development was expected to be announced.

Chimpreports understands that the Bank’s other branches were also affected by the deployment early this morning.

At the Mbarara Branch, the area DPC Taban Chiriga told Chimpreports that they had received a directive to deploy at the Bank, “while awaiting officials communication from the Bank.


Kabaziguruka Edges to Freedom as DPP Drops Out of Case

High Court Judge Justice Yasin is set this afternoon to deliver his ruling on the bail application filed in court in which Nakawa MP Michael Kabaziguruka seeks be released on bail from Kigo Prison where he was remanded by Makindye General Court martial over treachery charges.

Drama unfolded in court earlier today, when the Director of Public Prosecutions and the Attorney General excused themselves from participating in this matter, which prompted Justice Yasin Nyanzi to base on the precedent by Justice Wilson Masalu Musene where he proceeded with Gen David Sejusa’s bail application without respondents.

In his application filed in court by His lawyers led by Rwadsalus Rwakafuuzi, Kabaziguruka seeks bail on grounds that the mandatory period of 60 days provided in the constitution, in which an accused person can stay on remand before hearing of his case, have elapsed.

The MP has spent 100 days on remand without commencement of the hearing of the case in the Gen Court Martial.

He adds that he has a fixed place of abode In Luzira, which is under the jurisdiction of this court, and that it’s his constitution right as any Ugandan with a presumption of innocence to apply for bail.

As a proof that he will turn to court for his trial, Kabazigiruka presented four sureties including City Lord Mayor Erias Lukwago, FDC Chairperson Maj Gen Mugisha Muntu, Hon Kasibante Moses and Hon Semujju Nganda all who have presented to court their passports and National Identity cards.

As Crane Bank depositors still taking in the startling reports of the takeover of the bank by Bank of Uganda, Prof Emmanuel Tumusiime Mutebile, the Central Bank Governor has reassure that the bank will remain in operation.

Mutebile announced Thursday that the Central Bank had taken over the management of Crane Bank and that an official audit into its operations would be launched soon.

MP Michael Kabaziguruka Released on Bail

High court judge Justice Yasin Nyanzi has Thursday released Nakawa Municipality Mp Michael Kabaziguruka on cash bail of Shs. 5million and a bond of 10million non-cash.

His four sureties on the other hand were given a Shs. 100million none cash bond.

The development came after the offices of the Directorate of Public Prosecution and the Attorney General decided to drop out of the bail application hearing.

The judge based on a number of factors to grant the bail, which included the fact that the parties involved, that is the Attorney General, UPDF and the DPP were all served with affidavits but none of them opposed this matter and decided to drop out of it.

“This court can’t hold its hands on matters like this where the applicant seeks to regain his freedom,” ruled the judge. “Instead the DPP and Attorney General who are respondents abandoned the matter.”

Justice Nyanzi called upon the lawmakers in the country to ensure that they put in place laws which can be used in addressing such circumstances whenever they arise.

All the sureties presented have been considered substantial basing on their identification documents presented to court as well as the offices they hold.

The sureties are: Kampala City Lord Mayor Erias Lukwago, FDC Chairperson Maj Gen Mugisha Muntu, Hon Kasibante Moses and Hon Semujju Nganda, all of who presented to court their passports and National Identity cards.

Women under the Uganda women’s Network (UWONET) have petitioned the speaker of parliament demanding to take over the leadership of country’s Electoral Commission.

The petition to the Speaker of Parliament was handed over by the members from the Uganda Women Network, Acfode, FOWODE, Isis Wiccc , Fida Uganda , Akina Mama wa Africa and Centre for Women in Governance, as part of the 3rd National Women’s week.

While presenting the petition to the speaker on behalf of the women organizations, the Executive Director of the Forum for Women in Democracy (FOWODE) Patricia Munabi also handed over a list of eight names of women on which the president should select while appointing the new electoral commission leadership.

Among the women to be selected on include former Minister for Ethics Miria Matembe, former Deputy Secretary General of the East African legislative Assembly Beatrice Kiraso ,the Chairperson of Uganda women’s Network Tezira Jamwa ,Irene Ovonji from Fida –Uganda, Solome Nakawesa, Christine Lawoka, Dr. Zahara Nampeewo  and Prof. Florence Ahikire the dean of School Woman and Gender at Makerere University .

Munabi noted that the women are concerned that the current Electoral Commission leadership has only two women adding that the president should consider appointment of at least four women into the leadership of the commission.

“These Women are capable of heading the commission given the expertise and diligence they brought to positions of leadership when entrusted with authority in government institutions,”

The women demanded parliament to take note of their demand when time comes for vetting of the new leadership of the electoral commission after the president has appointed the new ones to replace the outgoing leadership headed by Dr. Badru Kiggundu.

The speaker of parliament Rebecca Kadaga welcomed the women’s effort and promised to bring the attention of the president to this matter.

Kabaziguruka Speaks Out Upon Release from Jail

Jailed Nakawa Municipality Mp Hon Michael Kabaziguruka has promised his constituents that he will continue representing their views in Parliament regardless of the huddles that kept him out for three months.

Kabaziguruka was this afternoon freed on bail by the High Court Judge Justice Yasin Nyanzi, after the DDP declined to participate in his application for bail.

The Legislator, left the High Court sandwiched by dozens of his supporters, while flashing his FDC party sign.

Kabaziguruka upon release addressed the media, expressing gratitude to everyone that stood by him until he gained this temporary freedom.

The MP reassured his electorate that he is still the same person he was before going to jail. He promised to spend the first days of his freedom meeting and speaking to his people in Nakawa.

Kabaziguruka was later driven home by the Leader of Opposition Hon Winnie Kiiza.

Kabaziguruka is expected to be reporting back to High court registry every after 14 days starting 5th November 2016.

Kenyatta Pardons 7,000 Petty Offenders

Kenya President Uhuru Kenyatta has pardoned 7,000 petty offenders who are about to clear their sentences.

ChimpReports understands the President on Thursday invoked the Power of Mercy that allows him to pardon reformed prisoners.

This was after being advised by the Power of Mercy Advisory Committee which is a constitutional body established pursuant to Article 133 of the Constitution of Kenya, 2010.

The Power of Mercy is a prerogative power conferred upon the President by the Constitution and it entails granting pardon to reformed and rehabilitated convicted criminal offenders deserving early release from prison.

Making the announcement during this year’s Mashujaa day celebrations held at Kenyatta stadium in Machakos, President Kenyatta reiterated his call to the judiciary to “speed up the conclusion of graft cases pending in court.”

The celebrations were also attended by the newly appointed Chief Justice David Maraga who was sworn in yesterday.

During the swearing in ceremony at State House, Nairobi, Justice Maraga pledged to reduce the backlog of cases and automate court proceeding to ensure justice to all.

The colourful Mashujaa Day celebration was attended by thousands of Kenyans who trooped into the stadium from as early as 6am.

Crane Bank Rwanda is ‘Stable and Strong’ – Central Bank

In the wake of the unprecedented takeover of Crane Bank Uganda Limited by Bank of Uganda, the former’s Rwandan Subsidiary has been confirmed to be “stable” and unaffected by the developments in Kampala.

The Rwandan Central Bank (National Bank of Rwanda) has come out to clarify that Crane Bank Rwanda will not be affected by the takeover and that it will continue operating normally.

Bank of Uganda, yesterday, announced it had taken over the management of Crane Bank and suspended its board of directors and managers upon discovery that the bank was not capitalized as per law.

Uganda’s largest indigenous bank, Crane Bank opened up the Rwandan Subsidiary in June 2014.

The Rwandan Central Bank Governor John Rwangombwa revealed in a statement that they received communication yesterday from Bank of Uganda about the takeover of Crane Bank Ltd, but emphasized that the Rwanda Subsidiary in independent and in an unwavering condition.

“The National Bank of Rwanda would like to confirm that the Financial Position of the Institution is sound and strong,” he said, adding that Crane Bank Rwanda will “continue its business as usual.

The Governor however, added that the central bank under supervisory powers had taken precaution to closely follow the branch’s activities “to prevent any adverse spill over and safe guard customer’s deposits.”

Nonetheless, he urged the bank’s clientele and staff to continue normal banking business and “avoid being destructed by any negative rumors.”


Rwanda, Uganda Police Toughen on Cross-border Crimes

The Uganda Police Force and the Rwanda National Police Forces yesterday strengthened their bilateral cooperation to combat cross-border and transnational crimes.

In a meeting at Lake View Hotel in Mbarara on Thursday, the Commissioner General RNP Emmanuel K. Gasana and his Ugandan counterpart Gen Kale Kayihura committed to boost the fight against drug trafficking, terrorism, cyber-crime and human trafficking, through best practices sharing and capacity building in the two neighboring countries.

Kayihura stated that mutual security interests and information sharing to strengthen the mechanism have been on as part of the continuing efforts to resolve crime in Uganda and Rwanda.

He said following the memorandum of understanding of 13th October 2006 between the two police forces, they have tremendously reduced crimes of terrorism and trafficking in both Rwanda and Uganda.

He said the security of one country cannot be guaranteed if it’s not tied with that of another country.

The IGP urged senior police officers on both sides, after the meeting, to put to use what was discussed, stressing that implementation of resolutions still remains a challenge.

On his part, Gasana expressed hope that the discussions in such bilateral meetings will translate into “better training, detecting and detaining the criminals in both countries.”

Emmanuel said that crimes today are “modern” and called senior police officers in both countries to “jointly emphasize modern and specialized training to deal with modern crimes like cyber related crimes, organized crimes and terror.”

The IGPs together with senior police officers made many resolutions including twining, enhancement security along the border and the northern corridor.

The next meeting which will take place in Rwanda in January 2017 on a date that will be agreed upon by the IGPs.

Police, Residents Fight for Buffalo Meat

Residents of Rwensambya village in Keihangara sub-county, Ibanda district on Thursday clashed with the local police over meat of a stray buffalo, which was killed after it injured a woman.

Locals identified the injured woman only as Kiconco, who was rushed at Kagongo Hospital with severe injuries.

One of the residents Beninya Mubangizi, who was also faintly injured by the animal, told Chimpreports that he dashed from his garden where he was working to save Ms Kiconco from the beast when she made an alarm.

As the berserk buffalo raged on, he said they were joined by other residents in a short while and later on officers from Rwensabya Police Post, and managed to neutralize the animal.

Drama however unfolded as residents in their dozens, who gathered to slaughter the buffalo tried to fend off the police officers who also demanded a share.

The DPC Ibanda police while commenting on the incident, urged locals to always try to communicate to Uganda Wildlife Authoritie (UWA) in cases of stray animals, as some could be extremely dangerous.

President Yoweri Museveni has received a message from the Prime Minister of Israel, Mr. Benjamin Netanyahu, expressing his heartfelt appreciation for the wonderful reception extended to him and his delegation when they visited Uganda in July this year.

“My visit was an opportunity for me not only to officially launch Israel’s return to Africa, but also to publicly reaffirm Israel’s commitment to the ongoing battle against global terrorism, in the spirit of Entebbe,” Premier Netanyahu said.

“We are eager to expand to expand our security and economic cooperation with Uganda, and I believe that establishment of a centre of excellence this year, will be a significant step in advancing this goal. Uganda’s support for Israel in international forums is of great importance to us, as is your facilitating our return to the African Union as an observer State. I look forward to working with you in the years ahead to further strengthen the strategic partnership between Israel and Uganda and to advance our countries’ shared interests,” Premier Netanyahu concluded.

Another message to the President has been received from Pope Francis who fondly reminisces his recent visit to Uganda.

“I am pleased to send cordial greetings and my best wishes to Your Excellency and your fellow citizens. With fond memories of my visit to your country last year, and praying that all in the nation may continue to build a society founded on the principles of true fraternity and solidarity, I gladly invoke upon the people of Uganda, blessings of Almighty God,” the Pope said.

The Chinese President, Mr. Xi Jinping, commended President Museveni on his successful State visit to China and observed that the visit served to deepen further the all round friendly and mutually beneficial cooperation between China and Uganda.

“I attach great importance to the development of the China-Uganda relations and wish to work together with Your Excellency, to lift our bilateral relations to new levels,” said President Jinping.

President Pierre Nkurunziza of Burundi highly appreciated the friendly relations that exist between his country and Uganda.

“I seize this occasion to express to Your Excellency, my good appreciation of the quality of our friendly and good relations of cooperation which happily exist between the Republic of Burundi and the Republic of Uganda. I commit myself to work together with you to strengthen them further for the mutual interests of our two countries,” said President Nkurunziza.

In his message to President Museveni, the Secretary General of the Organization of Islamic Cooperation (OIC), Iyad Ameen Madani, assured him that his organization values its strong ties with the Uganda. He commended Uganda for supporting the OIC and promoting joint Islamic action an objective, he said, for which the OIC was established.

South Sudan Committed to EAC Integration Despite Expulsion Calls

Despite calls for expulsion from the East African Community EAC which it has just joined, the government of South Sudan says amending its laws to confirm with the Treaty and protocols of the block will take a maximum of three years as agreed.

South Sudan’s presidential adviser on economic affairs and envoy to the block, Aggrey Tisa Sabuni said in an exclusive interview with ChimpReports that currently work is ongoing and the ground is being prepared for review of the laws of the youngest Nation to confirm to the protocols on Customs Union, Common Market and relevant laws of the EAC.

“That process, we believe, will take not less than three years. If it can be done in one year, in two years or even in three years, so be it. The moment we are done, we will simply notify them [the EAC]. In fact, they would want us to do it earlier, rather than later on, but we negotiated for a period of three years because we know that internally, we do not have the capacity to do these things so fast,” Tisa said.

“Even those that we committed to implement within three years, if by the time the three years are running out and we discover that we are unable to fulfill that, we will notify them ahead of time. By that time, we will now know how much time will require: is it another six months? Is it another one year? We will apply.”

“On the other hand, if we comply, if we complete those preparations ahead of time, so much the better. We will benefit, they will also benefit.”

The reforms for conformity with the Treaty, the Customs Union and Common Market protocols will see South Sudan amending its Passports and Immigration Act, Investment Promotion Act, Companies Act, among others, so as to implement the common rules and standards governing cross-border transactions, free movements of goods, labor and formalize free movements of capital in line with the laws of the EAC.

South Sudan became an official member of the EAC in September this year after depositing instruments of ratification with the secretary general of the block.

It was admitted by the heads of states of the Community during a summit held in March, 2016 in Arusha, Tanzania, five years after it applied to join the block.

However, the current instability in South Sudan has sparked outcries, with some Kenyan members of parliament last week announcing an intention to introduce a bill seeking expulsion of the young Nation from the block.

Back home also there has been mixed reactions with some saying South Sudan stands to benefit while many maintain  that the Country should have waited or  that  there has not been enough public sensitization regarding joining the Community.

Others, including the opposition Democratic Change Party described joining the block a “rush” and urged the government to instead focus on restoring peace and stability.

The uncertainty that remains is whether or not with the current setup of South Sudan government amending the laws will not face stiff opposition.

Dr. James Okuk, a political analyst and lecturer at the University of Juba in an interview with ChimpReports argues that the agreed three years for amending the necessary laws to meet obligations at the EAC is no more ideal because of the current instability in South Sudan.

“The three years would have been an ideal time had we not got ourselves into the current crises of the conflict, insecurity and refuge and all these. Unless peace comes back to the country, then you can think that we can meet this dateline. But if the situation continues the way it is now, with resumption of rebellion, the whole region will run away from us.

“So, I don’t think we will catch up with them. Three years may just pass without any tangible improvement or amendment of our laws toward what should fit or meet the requirement of East Africa,” said Okuk who described South Sudan’s joining of the block a “rush” which up to now “has not solved the problem.”

Opposition, a shaky membership and calls for expulsion

According to analyst Okuk, amending South Sudan laws to confirm to the EAC laws will not be easy if a powerful parliament is established in the Country.

“Even if we restore the peacefulness which is required and then a proper TGoNU [transitional government of national unity] is put in place, with the parliament that can check the executive, amending the laws are not going to pass so easily.

“It is going to be tough because there will be a big number and a big number that are been opposing a hurry to join East Africa are still there in the parliament, because they need us to take our time but the whole thing was rushed,” he said.

The analyst added that the announcement of intention by the Kenyan parliamentarians to move a motion seeking expulsion of South Sudan from the EAC “tells you that we are in a very shaky situation regarding our membership there.”

“The most dangerous part of it is that even if we try to amend our laws and we are being expelled there, what’s the use of us amending the law in a block which is expelling us? We are just wasting our time. So, it doesn’t look realistic,” Okuk said.

“The obligation to be a peaceful nation is the most critical part we are in now. If we don’t restore peace, it means we have broken one of the obligations which the East African block need. The moment we are a warring nation, a violent nation, we could be expelled very quickly before even we think of other things. So, this is the challenge ahead of us now.”

For his part, Tisa downplayed significance of opposing voices from within South Sudan and the region on the Country’s membership in the EAC saying it should not be a surprise.

“Of course, even right from the time president Salva applied for [EAC] membership, people have been trying to block it in South Sudan. That one you expect it. That’s why sensitization, talking like this is necessary. So those who believe that we should join the community should not at any time be discouraged or be surprised if there are voices that talk against it. And up to now there are Ugandans who say Ugandans should pull out. So, opposition, negative voices will also be there,” said the presidential adviser and envoy.

“Those who were against will continue to talk, will continue to spot failures by South Sudan and highlight them. Those who are for [South Sudan’s membership at the EAC] will say ‘even if they are failing here, they are also succeeding here.’ There are those who will be supporting South Sudan along the way. There are those who will be opposing South Sudan along the way. The thing to do is for us to learn, to expect this to happen, externally.”

Lack of public sensitization

According to Tisa, majority of South Sudanese do not know the costs and advantages of joining the EAC due to lack of enough sensitization and the low level of education in the Country.

“Internally, we also must know that there are three types of people with respect to our membership in the East African Community: those who know the full cost, the disadvantages of being a member and they know the advantages and the benefits, like me [who] on balance, believes that the benefits far outweigh the disadvantages.  There are those, who also are like me, who know the benefits and the costs very well but as in their interpretation, they believe that the benefits are less than the costs. The two groups are well-informed.

“There is a third group which is the majority, they don’t know, they don’t know.  You know our literacy rate is only 27 percent. If I talk very well today, they say OK ‘that [joining the EAC] is good.’ If another one comes and talks against it, they will say ‘it is not good.’ So this third group is the majority, they will only need to be sensitized.” the Presidential adviser added.

Dr. Okuk and one Dr. James Alic Garang, a senior economic analyst at  Ebony Center for Strategic Studies both agree that majority of South Sudanese are not sensitized on joining the EAC, the costs and  benefits resulting from the membership there.

“As we speak now, he is right, the majority don’t know. It is our duty to enlighten them so that they know, not really to put them in a place where they don’t understand anything. They could be exploited terribly, negatively, when they are blind inside there. It was [would have been] better that they got enlightened when they were outside,” said Okuk.

“These are good categorization on the ground that majority do not know why we are getting into the EAC and what cost or benefit will arise from the EAC [being in the block]. Those are majority; it is true,” Alic told ChimpReports.

“…when South Sudan was joining the EAC, when the application was launched; the message was not passed to our people. When we were doing the study, we did consultations here in Juba but we have not gone to the states. But overall, EAC was in South Sudan long before we went to EAC. So, what we are doing is just a formality, formalizing what was already existing.”

He attributed insecurity, lack of fund to go to the states and ‘fear of the unknown’ as reasons why the government failed to enlighten the public about the EAC before joining.

“There are those who think that if we had told the public, they would have asked for a little time before joining the EAC,” Alic said:

“Even creating the East African Affairs ministry, something that should have been done long time ago is not done now. We cannot operate as a secretariat. We are still behind and it is because of this mess: because of fear and because of saying ‘let’s apply first and then figure out the rest later.’

“Generally, I would say it’s a wrong start. Enough was not done to sensitize the public but in the midstream something was done.”

Also, South Sudan’s parliamentary committees tasked with scrutinizing the treaty prior to its subsequent ratification observed in a report in May 2016 that ministry of foreign affairs and international cooperation was not “actively” involved during the whole process of the South Sudan-EAC membership negotiations.

“Sensitization and awareness of citizens to the advantages and disadvantages of accession to EAC and encouraging involvement and active participation of the private sector and civil society organization,” recommended the joint committees of foreign affairs and international cooperation and that of legislation and justice in the South Sudan’s parliament.

UN Mission in South Sudan Boss Steps Down

The United Nation’s Special Representative and Head of the Mission in South Sudan, Ellen Margrethe Løj has written to the world’s body’s headquarters in New York stating announcing her retirement next month.

The office of the Spokesman of Ban Ki-moon confirmed the development on Friday in a brief press release.

“Ambassador Løj has informed the Secretary-General that she will be stepping down from her role at the end of November, after two years at the head of the UN Mission in South Sudan,” part of the statement said.

Ms. Løj was appointed to the position by the UN Secretary General Ban Ki-moon in July 2014 during the height of the bloody civil war that broke out between President Slava Kiir and his former deputy Dr. Riek Machar in December 2013.

She assumed her duties in December 2014 when peace talks between the two rival was taking place in Ethiopian capital Addis Ababa.

ChimpReports understands Løj who served during one of the worst periods of violence in South Sudan, had planned to retire immediately after contract expiry in August this year but the tone of the events changed before this.

War again broke out in July between Kiir and Machar’s armies, forcing the UN Special Representative to cancel her early planned exit and extended it to November this year.

Ms. Løj a career diplomat who served as Danish ambassador to the UN and Czech Republic also served as UN Secretary General Special Representative for Liberia before coming to South Sudan.

Uganda Ranked World’s Second Best Organic Foods Producer

Uganda has been crowned the second largest organic producer in the world after India. Reporters were told Saturday that Uganda has the fastest growing organic market globally, with 1.2 smallholder farmers producing organic foods. Only 20000 of these however, are certified to sell their products to different markets in Europe, America, Japan and also in East Africa.

The development was revealed by chairman of National Organic Agricultural Movement of Uganda (NOGAMU) Frederick Musisi Kabuye at the The International Green Week at Victoria Mall Entebbe.

NOGAMU is an umbrella organization which unites producers, processors, exporters, NGOs and other institutions and organizations that are involved in the promotion and development of the organic sector in Uganda.

Speaking at the event, Mr Kabuye expressed satisfaction with Uganda’s global performance, and called upon more Ugandans to join in production of organic produce for export, given the comparative advantage the country enjoys.

According to findings, last year alone Uganda earned 46million US Dollars from exporting organic foods.

Some of the organic products grown organically and sourced from Uganda include cotton (lint, yarn and finished garments), coffee (Arabic and Robusta), sesame (simsim), dried fruit (pineapples, apple bananas, mangoes, jack-fruit), fresh fruits (pineapple, apple bananas, passion fruits, avocadoes, papaya (pawpaw), ginger), jack-fruit, , vanilla, cocoa, fish, shea butter and shea nuts, bird eyed chilies, dried hibiscus, honey and bark cloth.

Mr Kabuye noted that the organic foods unlike most of the other products, have ready market almost everywhere around the world.

“There is no excuse for markets, We can only hope that the trend remains like this,” he said.


Uganda, South Sudan Police Chiefs Hold Talks in Kampala

Police chiefs from Uganda and South Sudan have Saturday held bilateral talks in Kampala to follow up on the joint operations as agreed in a Memorandum of Understanding signed in 2013.

Top on agenda was also the urgent need to restore order especially along the Juba – Nimule road which has recently been prone to ambushes by rebels.

Both delegations in a meeting at Kampala Serena agreed that it was in their interests to create an enabling environment for traders between both countries.

“I requested for this meeting under Article 8 of the MOU between Uganda Police Force and South Sudan Police in 2013 which requires that we hold quarterly meetings and that any party may call an emergency meeting,” said Uganda’s IGP Kale Kayihura.

“We have a situation between the Uganda border and Juba which we can’t continue to pretend isn’t happening. This has led to loss of property, lives and requires urgent attention,” Kayihura added.

Gen. Kayihura noted that ‘robust progress had been achieved as a result of the resolutions of the 2013 MOU but stressed that this needed to be rejuvenated.

On his part, the Inspector General of South Sudan National Police Service Gen. Makur Marol Aduot said; “People are being killed along Juba – Nimule road and my wish is that we can get strong resolutions from this meeting for our two governments.”

“There’s nothing difficult when people join hands. Uganda Police has been very helpful to South Sudan and we like this to continue until we finally get back in our feet,” Gen. Marol added.

The South Sudanese Police chief also apologized for all the lives lost in ambushes along the road which he said were carried out by rebels led by Riek Marchar.

The Ugandan delegation consisted of Asan Kasingye the Director of Interpol, Sorowen, the Director of Special Duties, Fred Yiga the Chief Political Commissar and Grace Akulo the Director CID among others.

Mbarara: Woman Arrested for Stealing 2-day-old Baby

Police in Mbarara is holding a 28yr old woman suspected of stealing a toddler from Mbarara Regional Referral Hospital.

The Hospital Director Celestine Barigye said that Kiconco Monica (mother of the baby) was admitted on 15th October for delivery by caesarian section but after birth the baby was stolen by unknown persons in the night.

Police would later launch a search for the baby, who they recovered on Saturday morning with a Joyce Koburungi in Katete Cell, Mbarara.

Dr. Barigye said that Koburungi claimed to be one of the nurses from the pediatric lab in the hospital and gave some tablets to the mother who fell asleep as she stole the 2 day old baby boy.

Taban Chiriga, the OCCID confirmed that police trucked Joyce and she was arrested from Golden Monkey lodges in Kijungu Mbarara where she was hiding.

Chiringa identified Koburungi as an enrolled nurse who owns Joyce clinic in Bukanga Isingiro district.

He further revealed that she (Koburungi) is married to the town clerk of Kabuyanda town council in Isingiro district and that she has been having a problem of not conceiving which prompted her to steal a baby to save her marriage.

Chiringa warned mothers at the hospital to stop trusting attendants at the hospital saying the trend of baby stealing is on the rise.

“If you know you have family challenges of not conceiving; mothers reach baby’s homes because child adopting is legal in Uganda,” Chiringa advised.

He urged the hospital to install CCTV surveillance cameras in the wards to monitor who accesses the hospital.

He confirmed that Joyce will be charged of child trafficking in person which is could attract a death sentence if found guilty.

The record still stands. No one has ever defended the national pool championship title and it was the same case this year as Sula Matovu got his name onto the winners list.

The championship that cued off on Saturday morning at the MTN Arena in Lugogo saw the defending champion Amos Ndyagumanawe face an early exit after losing 3-1 to Fred “Bonde” Namanya in the opening game.

The day however belonged to Sula Matovu who beat competition from 127 other players to be crowned the 2016 national pool champion.

Matovu who plays for CKI club came into the championship as seed two, defeated 2009 winner Fred Namanya 7-5 to clinch the title.

In a thrilling final Namanya looked the part, claiming the first frame with ease before Matovu regrouped to win the second game. The trend kept on until the sixth frame with game tied at 3-3.

Matovu took the lead for the first time in the 7th game and went ahead to claim two more frames to extend his lead to 6-3. With the game almost destined for Matovu’s way, Namanya remained resilient and claimed the next two games to draw the game at 6-5 and excite a fully packed MTN Arena.

Matovu however took the 12th frame to win 7-5 and be crowned the winner. He had defeated the 2014 champion, Fahad Ssewankambo 5-3 in the semifinals.

Matovu drove away with a brand new Grande Mark 11, UGX 2M and two pool tables.

In the third place playoff, Nsubuga Humphrey defeated Fahad Ssewankambo 5-3.

US Ambassador: South Sudan Unity Government Divorced

The United States Ambassador to South Sudan, Mary Catherine Phee has said the Transitional Government of National Unity is no longer a single administration for the interest of its citizens.

Speaking during the Joint Monitoring and Evaluation Committee meeting on Thursday in Juba, Ms. Phee categorically stated that the articles of the peace agreement signed in August last year have been abrogated by both sides since the outbreak of war in July this year.

“The events of July and the subsequent deterioration in the country triggered by the fighting is deeply distressing to old friends of South Sudan like the United States. The Transitional Government of National Unity is no longer fully representative,” she said.

The ambassador questioned why her country which is the biggest donor country giving South Sudan $1.7bn annually in aid support, is still continuing with the assistance when the peace accord has fallen apart.

“I will tell you frankly that we have seriously questioned continued U.S. diplomatic and financial support for the peace agreement. Both sides have abandoned the permanent ceasefire and continue to fight today.”

The US, Norway and the United Kingdom jointly known as Torika nations are the three most significant donors who sponsored the peace agreement that put in place the unity government.

The Transitional Government of National Unity however operated for only two months and in July this year serious clashes that started from the presidential palace killing 300 elite guards of President Salva Kiir and Dr. Riek Machar, sparked off the current wave of conflict.

Ambassador Phee however appealed to both sides to return to political process and forget about the guns.

“Peace agreement is a place for them to gather and begin the difficult and lengthy process of finding their way back to the principle of conducting the contest for political power through a political process, rather than through the barrel of a gun.”

Kadaga Voted Chair of African Parliaments at IPU Assembly

Speaker of Parliament Hon Rebecca Alitwala Kadaga has been elected to head the African Geo-Political Group at the ongoing International Parliamentary Union (IPU) Assembly in Geneva.

The IPU Assembly (formerly known as the Inter-Parliamentary Conference) is the principal statutory body that expresses the views of the Inter-Parliamentary Union on political issues. It brings together Global parliamentarians to study international problems and make recommendations for action.

Kadaga who is attending the 5-day, 135th IPU Assembly went along with a delegation that comprises of among others Buhweju MP and FDC’s Hon Francis Mwijukye.

The Speaker was yesterday elected unopposed to head the African Group, after the President of the Madagascan National Assembly Christine Razanamahasoa stepped down for her.

The African Geopolitical Group comprises of 50 different African countries.

Geopolitical groups at the IPU, play an important role in the functioning of the Inter-Parliamentary Union. Each group decides on its own working methods that best suit its participation in the activities of the Union and informs the Secretariat of its composition, the names of its officers, and its rules of procedure.

Meanwhile, at this year’s IPU Assembly, which is Themed, “Human Rights abuses as precursors of conflict: Parliaments as early responders,” the Buhweju MP Francis Mwijukye was also elected to the IPU Standing Committee on Democracy and Human Rights.

At the event, the World Parliamentarians discussed a wide range of issues, among them the challenges that Woman MPs face.

Among the issues that came out during yesterday’s meeting was the violence that Woman MPs face which they said was at “troubling levels,” particularly psychological violence, affecting 81% of the female legislators.

The IPU meetings will discuss over five days a number of issues mainly the role of parliaments in the immediate response to human rights violations, freedom of women and their participation in the political process, the reports of the committees on peace, sustainable development, finance, trade and the UN affairs.

The next 136th IPU assembly is scheduled to be held in Dhaka in 2017.
