Don Smith Wins Africa Rally Championship

Kenya rally driver Don Smith was confirmed the 2016 African Rally championship (ARC) winner after his closest competitor Muna Singh Junior failed to finish the race on Saturday.

Smith navigated by Bob Kaugi needed just to finish the V-Shell Pearl Africa rally to clinch the crown and that’s exactly what he did – finishing ninth.

Smith’s major rival at the African crown was Zambia’s Muna Singh Junior but retired after five stages with his fuel tank reportedly leaking.

Smith came into the Pearl of Africa rally with 79 points, 22 points above Muna Singh Junior and needed to just to finish the event to win the ARC title.

But the joy came early enough for the Kenyan driver as his major competitor could not go beyond the fifth stage.

The results meant another Kenyan driver won the prestigious African title after Jaspreet Chatthe who took it last year.

It was bad news for most of the local drivers who dropped out before the end of the event.

Duncan Mubiru who won the super special stage in Busiika on day one developed a mechanical problem in the early stages while Ronald Ssebuguzi who was vying for the National Rally championship (NRC) had similar problems and also bowed out at stage three.

Desh Kananura who finished on the podium last year dropped out despite being in the lead after stage two.

Other drivers who retired included Ambrose Byona,Geoffrey Nsamba,Ahmed Ashraf and Eddie Mukiibi.

Hassan Alwi won the 2016 V-Shell Pearl of Africa rally clocking 02:41:03 while Arthur Blick Junior came second at 02:41:53.

The podium positions were completed by Christakis Fitidis who came third in 02:48:58.

RUGBY: Uganda Lady Cranes 7s Storm Semifinals

The Lady Cranes 7s defied all odds to reach the semifinals of the Rugby Afrique 7s tournament that kicked off on Saturday in Harare, Zimbabwe.

The dream of playing at next year’s World Series that looked a dream far from reality now seems a possibility after the Ladies cranes qualified for the semifinals.

Uganda defeated Madagascar 12-10 and also overcame Tunisia 17-12 to book a slot in the final four despite losing the third game of the day to Kenya.

In the first game, the Lady Cranes came back from a 10-00 halftime deficit to edge past Madagascar 12-10 with Grace Auma and Charlotte Thereza Mudoola each getting a try while Samiya Ayikoru made one conversion.

Youngster Auma continued her brilliant performance in the second game against Tunisia, helping Uganda to once again stage a comeback.

The North African side led 07-05 at halftime before Uganda came back recharged after recess to win 17-12.

Auma had two tries while skipper Emmanuel Orumo added the other with Ayikoru stepping up once again to make the conversion.

However, Uganda lost to rivals Kenya 36-05 in the third game but that did not stop the Lady cranes from advancing to the semifinals.

Auma got the lone try against Kenya.

Uganda will face pre-tournament overwhelming favourites South Africa on Sunday with the two finalists qualifying for the HSBC World Series in Dubai next year.

Uganda crested cranes bowed out of the women’s CECAFA championship with a comprehensive defeat to Tanzania.

Tanzania humiliated the hosts Uganda  4-1 in a game played on Sunday at Njeru technical centre.

The Kilimanjaro queens began on an explosive note taking an early lead through Donisa Daniel just after five minutes when cranes goalkeeper Ruth Aturo failed to deal with her free kick.

The high flying Tanzanians then doubled the lead eleven minutes later with winger Mwanahamisi Omari slotting home after the crested cranes defence failed to clear the ball out of danger.

Cranes coach Majidah Nantanda them opted for a quick change bringing on Nambirigge Christine for defender Yudaya Nakayenze.

However, this failed to pay off dividends and instead the Kilimanjaro queens stretched their lead with Stumai Abdalla getting the third goal at the half hour mark.

Skipper Asha Rashid put the game beyond reach grabbing the Tanzania’s fourth goal a minute after recesss to completely erase hopes for a comeback.

Nantanda then brought on Tracy Akiror and Ritah Nabossa for Joan Nakirya and Laki Otandeka but they couldn’t match a brilliant Tanzania side.

Hasifa Nassuna got a consolation goal for the Crested cranes deep into added time for Uganda to walk away with some pride.

Tanzania will play Kenya in the finals on Tuesday after the Starlets overpowered past Ethiopia 3-1 in the first semifinal while Uganda will play Ethiopia in the third place playoff match.

Minister Cheptoris Commissions Public Water Points in Kapchorwa

The Minister of Water and Environment, Hon. Sam Cheptoris has Monday morning commissioned public water points in the Northern District of Kapchorwa.

The public stand posts were established by the National Water and Sewerage Corporation (NWSC) which took over the area three months back.

According to NWSC officials, the takeover is part of the corporation’s ongoing massive infrastructure service delivery Plans to improve access to safe water and sewerage services across the country.

During the launch, Hon. Cheptoris, who doubles as the Kapchorwa Municipality area Member of Parliament advised residents to buy the clean water saying it will save them the heavy hospital bills.

He paid for 2000 jerrycans at every stand post which are going to be enjoyed freely by the residents.

“I have set an example and encourage you my people to follow suit. Let’s not lose our lives and spend heavily paying hospital bills yet we can buy a jerrycan of water at 50shs each,” said Cheptoris.

Each of the posts will serve between 500 to 1000 homes in the villages of London Bridge, Government Lodge, Market place, Laketet and Apokwe.

Museveni Woos French Investors in Paris

President Yoweri Museveni this morning met with a group of investors in the French capital Paris, and wooed them to consider Uganda in their business expansion plans.

Museveni is in the European country for a two-day working visit which will focus on trade relations between France and Uganda.

The president held talks with the French investors united under their organization French Business Confederation (MEDEF)

The body brings together up to 750,000 member firms already operating in the world, in 81 Business Councils.

During the meeting, Museveni urged the investors not only to come to but also promote the African continent especially on the on the manufacturing, tourism and services fronts.

Museveni stressed to the business muguls that Uganda is a good investment destination, “with all ingredients to promote trade including markets and infrastructure.

“Uganda and Africa’s population is increasing and with it, it’s purchasing power. Our demand is backed by ability to pay. Investors in Uganda have a market of 40 million people, 160 million at EAC level and 700 million at COMESA,” he said.

“Uganda has sorted out roads, electricity and now working on the railway. We also have a highly educated workforce. Uganda is blessed with natural resources. We have raw materials for agriculture, livestock, forests and minerals.”

He added, “On tourism, Uganda lies right on the equator and yet at a high altitude. This makes our climate very friendly.

Earlier upon arrival, the president had met with 14 African ambassadors based in France, who he urged to market Africa as a trade destination.

Pigs Protesters are Besigye Apologists – Nsereko

The youth demonstrators who last week sought to depict members of the 10th Parliament as pigs, are on the pay roll of the opposition figures.

This is according to Kampala Central Member of Parliament Hon. Muhammad Nsereko who has been at the center of the demonstration by members of the infamous Jobless Brotherhood.

The youth group whose two members are on remand for dumping piglets in party colors at the Parliament; has been involved in similar actions in the past, with the aim of showing that MPs are as greedy as swine.

The demonstration last Thursday was in response to reports that members of parliament were set receive up to Shs. 200million each for a car, on top of among other allowances for their own funerals.

Speaking this morning in a televised interview, the Kampala MP Muhammad Nsereko said he was not surprised by the youths’ actions.

He noted however that all this was part of the Forum for Democratic Change (FDC)’s campaigns in its fight against the ruling government. He noted that the group was unhappy with him because he didn’t support the opposition in the past.

“This is defiance,” he said while appearing on NBS TV. “I don’t support defiance.”

The MP was concerned that while the demonstration was supposed to be about parliament, the protesters singled out only a few individuals, including himself.

Even the people that jumped on this pigs matter over social media, Nsereko noted are all “Besigye apologists.”

He noted however, “This is not new; in politics it is possible and I don’t blame them in any way because these are young men that are being given something.”

He added, “I studied in Europe and I have seen this. Even the US president was once drawn in an effigy of a pig.”

FDC to Hold Parallel National Independence Celebrations

Opposition Forum for Democratic Change (FDC) will hold parallel national Independence Day celebrations throughout the country to mark 54 years of Uganda’s liberation from colonialism.

The party spokesperson, Ibrahim Semuju Nganda told the media on Monday during the party’s weekly press briefing in Najjanankumbi that the party’s Working and Civic Committee will on Tuesday finalize preparations to mark Uganda’s independence, which celebrations will be held next month.

“The meeting will be discussing the details of the activities that we will have to mark Uganda’s independence this year; we intend to have activities in many parts of the country specifically in Kampala and Wakiso,” Nganda said.

“The meetings tomorrow will announce the venues where those activities will take place in the due course. As a party we think the NRM regime has monopolized and turned what ordinarily would have been public celebrations into NRM celebrations,” Nganda noted.

“We think as a country we deserve to have national events to remember the day we got independence as Africans; so we will be working towards holding national celebrations not for FDC alone.”

He added, “We will invite when the program is finally out, all Ugandans who want to remember how we got the independence, the journey we’ve travelled thus far and what we need to do or continue doing to make our country better.”

FDC: Gov’t should stop Giving Cars to Public Servants

Forum for Democratic Change (FDC) has advised government to revise its policy on benefits to Members of Parliament (MP) and other government officials.

The party Spokesperson, Ibrahim Semujju Nganda told the media on Monday that the recent incidences that have seen a lot of criticism to Parliament over extravagant spending can only be addressed by a change to policies that more friendly to the tax payer.

“There have been a lot of media reports about Parliament especially regarding the expenditure of the house from issues of vehicles, burials, travels. I think as a party, we have noted repeatedly that this country doesn’t deserve a bigger parliament of 427 MPs with the extravagancy of the MPs and people that are working in Government,” Nganda said.

“If you read reports of the auditor general, in the last two years, as a country we spend Sh200bn on fuel. If you look at the budget, we spend more Sh100bn on vehicle maintenance.

“As a country we need to revisit the policy on provision of vehicles of people working in government from Ministers to Members of Parliament,” Nganda said.

“For example, at Parliament we would give the Speaker, Deputy Speaker, Leader of Opposition and the Clerk. Even senior staff of Parliament would be helped to go and borrow vehicles including us the MPs and that should be extended to each and every government department.”

“The public debt as I speak now is more than Sh14tn nearer half of the country’s GDP and we are borrowing everyday; you can’t be a country that is borrowing and at the same time being extravagant.”

“We can stop MPs from getting vehicles and personally am preparing to move a motion in Parliament to deal with the issue of transporting people who are working in public offices.

Nganda revealed that the party will on Tuesday hold a high level meeting to discuss the party’s position on the exorbitant offers in the house.


Kenya Airways Flight from Entebbe Suffers Tyre Burst

Kenya Airways flight KQ 415 travelling from Entebbe International airport on Monday evening suffered a tyre burst as it landed at the Jomo Kenyatta International airport in Kenya.

According to a statement by Kenya Airways officials, the flight landed safely and there were no injuries to the passengers.

“The aircraft landed in Nairobi safely and is being inspected by Kenya Airways engineers. All guests have been disembarked from the plane which is currently on the runway. There were no injuries,” the statement read in part.

The cause of the incident has not been established yet.

After a 10 days’ break, Uganda Premier League returns with thrilling fixtures and one of those is the game between SC Villa and Proline at Mandela national stadium on Tuesday.

The Jogoos, the only team yet to concede this season (in four games) host new Premier League side Proline who are still seeking for their first win this season.

But Deo Sserwadda, the SC Villa coach still has concerns about his attacking line scoring just three goals in four games.

“I don’t think we are struggling to score goals as many claim. Most of the players are new and just trying to jell together so goals will start flowing very soon,” he explained.

Congolese born Sina Jerome who scored the solitary goal as SC Villa won the Eid cup received clearance from his former side Rayon Sports and he is expected to earn his league debut against Proline.

Sina is one of the many foreign players that Villa has recruited this transfer window. Others include Brazilian Tiago Franca and Faudi Ndayisenga from Burundi.

SC Villa will be without defender Bernard Muwanga who picked up an injury against Lweza while goalkeeper Yasin Mugabi who has fully recovered is also expected to replace Bugembe Ashadu in goal.

On the other hand, the visitors will be without sharp shooter Edrisa Lubega who is sidelined with an injury but head coach Mujib Kasule says he has good replacements.

“Edrisa is still nursing an ankle injury he sustained against Bright stars but I believe the other players available will feel the void,” he stated.

Kasule is also expected to hand midfielder Saidi Kyeyune his debut since joining them last week from URA.

National Medical Stores Slams Auditor General’s Report

The National Medical Stores (NMS) has angrily reacted to a recent Auditor General’s report; and urged members of the public to “treat it with the contempt it deserves.”

The AG’s draft report recently let out unsettling claims against NMS, which is mandated to procure, store and distribute essential medicines and medical supplies to all public health facilities in the country.

Among the findings recently published in the media, the report claims that NMS has been supplying medicines to Uganda Cancer Institute at inflated prices.

It states for instance that the Cancer institute procured Erlotinib 150mg tabs at a unit Price of Shs.12,296,772 whereas the Market Price was 1,295,915; and also Xeloda (Capecitatine) 500mg at sh. Shs. 1,728,000 when the Market Price was Shs. 77,755.

The report also claims that as a result, NMS caused the cancer institute a loss totaling at Shs 2billion in the last Financial Year; and that the drugs they have been supplying to the institute are of poor quality.

Speaking this morning to reporters in Kampala, the NMS General Manager Moses Kamabare wondered whether or not the Auditor General’s report was not a concoction by “some unpatriotic people.”

He clarified that all procurements of medicines at NMS are undertaken in strict compliance with the PPDA Act and Regulations.

“As provided in the said Regulations, all Prices of our products are comparable to Market Prices of Similar Products of the same Quality Standards,” he said.

Besides, the GM noted, NMS has been providing to the Cancer institute only medicine approved by the United States’ Food and Drug Administration (USFDA) and that all medicines supplied that are not USFDA approved are rejected by the Cancer Institute.

“The Unit Cost for USFDA approved medicines is much higher than the cost of medicines of other Quality Standards,” said Kamabare, illustrating, “The cost of Erlotinib 150mg tabs, which is USFDA approved on the Uganda market is not sh. 1million. The current Price is shs.10,510,000/= (and this is after the USD rate had come down). This is also true of Xeloda 500mg.”

On the alleged poor quality drugs, Kamabare said “All medicines imported by NMS are cleared by National Drug Authority as by Law required. NMS only maintains the said Quality once the medicines are in its warehouse, till they reach the customer. All Quality complaints are addressed to and handled by NDA.”

The GM, told reporters however, that it took the intervention of Prime Minister and the Minister of Health to resolve this misunderstanding between them and the Auditor General.

“The Hon. Minister of Health has now brought together NMS, NDA and UCI and there is now in place a clearly laid out mode of operation that is aimed at ensuring smooth operations between the Entities concerned to ensure increased access of Cancer medicines to patients in need.”

Kampala Minister Beti Kamya has once again swiped at Lord Mayor Erias Lukwago , asking him to swallow his pride and start working with President Yoweri Museveni for Kampala’s development.

Speaking during a meeting of Kampala city holders at City Hall on Tuesday, Kamya said there is need for KCCA leaders to work with the central government to see that Uganda’s capital is developed and taken to greater heights.

“Even if you have differences with the president, put it aside and work for the people of Kampala who voted for you,” Kamya said.

“We were voted into office to work for the people of Kampala. We can only do this through lobbying government .Let us as Kampala leaders work with President Museveni to see we how we can develop the city.”

Kamya said it is high time the leadership at City Hall lobbied government to increase its funding to Kampala for better results and service delivery.

The Kampala Minister noted that the central business district contributes 70% of the country’s total revenue, stressing that there is need for government  to change the status of the city from regarding it on a regional basis to a sectoral basis so as to have more funding.

“Government should take Kampala as its business and invest more in the city so as to gain more from the business,” she stressed.

She highlighted that government gets over Shs11 trillion from Kampala yet little funding is got from the central government to the city which she noted needs to be addressed.

“We need to lobby as Kampala leaders but this can only happen if there is a harmonious relationship with the central government. We need to put aside our differences; we might have with the president or those in government to be able to develop the city.”

However, Makindye West Member of Parliament, Allan Ssewanyana said it is the role of the Kampala Minister Beti Kamya to see government increases funding to the city.

“It seems she (Kamya) has forgotten her job. Elected leaders like Lukwago are supposed to organize the city as the minister talks to the president to increase funding, ”  Ssewanyana said.

Pastor Ngabo’s Wife Leads Charge to Purchase 4 Cancer Machines

Our Kampala Foundation (OK), an organization that has championed a contribution campaign dubbed Kampala Cancer Fundraising has appealed to all Ugandans to join in the cause so as to save more than 20, 000 Ugandans that die of cancer annually.

The foundation’s Managing Director, Pastor Sandra Katebarirwe Ngabo told the media on Tuesday that the campaign which was launched over the weekend is aimed at purchasing four cancer machines that will be installed in the country’s main referral hospital at the Uganda Cancer Institute.

Sandra Ngabo is the wife of renowned Pastor David Ngabo, who famed for his participation in the opposition FDC’s Defiance Campaign.

“We have joined the Uganda Cancer Institute to raise funds that will directly go to procuring and installing four cancer machines including; a Mammography, Magnetic Resonance Imaging (MRI scan) and an Ultra Sound Machine,” noted Katebarirwe.

She revealed that the entire project will cost a total of Sh12.5billion, which will go to purchase of the machines, construction of the banker, installation, project administration and training of key staff that will be flown to UK for training by the manufacturers on the functionality and proper use of the machines.

Katebarirwe called upon all Ugandans to join the different activities lined up for this cause which include; car washes, outreaches, lobbying stakeholders both within and at the international level among others.

“We also call upon organizations, corporate bodies, entrepreneurs, agencies, authorities; locally and internationally to join the people of Uganda by directly giving towards this life saving caus,” she added.

According to research by the cancer institute, it is estimated that in the next five years, there will be 300, 000 cancer cases in the country at any one time.

Remanded UYD Youths Assault Police, Prison Officers

Drama unfolded Tuesday afternoon at Buganda Road Court after Grade One Magistrate Joan Aciro denied the five Uganda Young Democrats (UYD) youths bail over the charges of inciting violence and assaulting of a police officer.

The 5 who have been on remand in Luzira Prison since last Friday include Moses Bigirwa, Juma Kayondo, Haruna Nsibuka,Hakim Kizza and Allan Kitonsa.

These were arrested by police on Wednesday last week at the main gate of parliament while allegedly making statements that were calculated to incite violence from the public.

Before today’s dramatic court session, a group of fellow UYD youths who were in court lost patience waiting for the magistrate who was scheduled to arrive at 3pm.

These started shouting and stamping their feet, saying that if she delayed any longer, they would assume her position and dismiss the case.

“She has 15 minutes to appear and release our colleagues, or else we have educated people who can preside over this court in case she fails,” said Chief Mbowa, one of the DP youths.

After her arrival, the Magistrate Aciro  proceeded to rule against the youths’ bail application stating that they failed to prove to court any peculiar circumstances of how their welfare or that of their families would be endangered if kept on remand at Luzira prison.

She added that society must be protected from such lawlessness before fixing the case for hearing on 4th October 2016, and remanding them back to Luzira.

She further advised them to present two substantial sureties each on that day when they file a fresh bail application in case they are still interested.

Upon the ruling, the 5 accused youths raised their hands to address court which the magistrate denied.

Speaking with anger, the suspects started attacking the magistrate, accusing her of trampling upon their rights.

The court session was adjourned but the suspects refused to leave the dock, shouting that they were not ready to return to Prison.

This resulted in a scuffle as the Prisons officers together with police attempted at first to persuade the prisoners to return back to court cells.

A physical fight followed as the youths beat up the officers who tried to approach them. They were nonetheless overpowered and forced back into the cell.

However, other youths proceed outside and attacked the Buganda Road Resident State Attorney Jonathan Muwaganya and State Prosecutor Peter Mugisha who were rescued by police.

Meanwhile the unruly youths went outside court where they exchanged words with the Police officers who were preventing them from crossing to the Court cells.

Woman Drags Former Chief Justice Wako Wambuzi to Court

Former Chief Justice Wako Wambuzi has been dragged to the Commercial Court by a Kampala businesswoman for allegedly frustrating her business.

Alexis Jubilee sued Justice Wambuzi jointly with an Eritrean national Yonas Ghidey, whom she accuses of evicting her from block 244 plot 1652 at Kisugu where she operates her businesses that includes a salon, steam bath, sauna, bar, restaurant and massage parlor

Jubilee contends that the premises in question were leased to her for five years by Justice Wambuzi at a monthly rental payment of 1,000 US dollars (approx 3.3 million shillings).

But before her contract expired, Justice Wambuzi on 30 July this year gave out the premises to Ghidey, who later on 5 August 2016 served her with a notice ordering her to vacate the said premises

She is now accusing Justice Wambuzi and Ghidey for collectively bleaching the tenancy agreement which still has more 3 years to expire.

Jubilee says she incurred a cost of   414 million shillings to renovate Justice Wambuzi’s premises to suite her business after both agreed that the structure and the compound were dilapidated and were not suitable for the business of salon, steam bath, sauna, restaurant and massage.

The Documents before Court show that prior to the tenancy agreement, Justice Wambuzi assured the businesswoman that he would not disrupt the tenancy agreement until when she has recovered her investment.

The businesswoman says Justice Wambuzi never notified her of the sale of the premises nor did he have the curtsy of giving her any opportunity to purchase the said premises.

Now Jubilee wants Court to issue an order compelling Justice Wambuzi to allow her continue with her business until her the tenancy period in the agreement is expired

She is further seeking Court to order Justice Wambuzi to refund her 414 million shillings for renovation, pay damages for inconveniencing her business and costs of suit.

Commercial court registrar is yet to sign Summons requiring Justice Wambuzi to file defense on the above matter

Kabarole RDC in Trouble For Arresting Holiday Teachers

Leaders in Kabarole district have come out to attack the Resident District Commissioner Steven Asiimwe for arresting and undermining the integrity of teachers conducting remedial (holidays) studies.

Early last week, the RDC together with police arrested teachers of Banyatereza Golden Jubilee primary school in Boma, Fort Portal municipality and Buheesi secondary in Buheesi Sub County and detained them after finding them teaching in holidays.

The RDC’s act has been protested by local leaders who say it is against the development of the district and violates the teachers’ integrity.

Rt. Rev. Dr. Bishop Robert Muhiirwa Akiiki of Fort Portal Diocese criticized the ‘inhuman’ acts of the RDC arresting and detaining teachers in candidate classes.

He says candidate classes need to teach and complete the syllabus because a lot of time was wasted in the February elections.

Bishop Muhiirwa warned that if the RDC can’t style up and continues with his conduct, he is ready to stage a protest in solidarity with teachers and get imprisoned with them at Katojo Prison.

He asked parents not to be misled by the RDC but send their children to study this holiday if they want to excel.

The Bishop was speaking to hundreds of Christians at Nyansozi Catholic Church in Mugusu Sub County.

Kabarole District Chairperson Richard Rwabuhinga also expressed disappointment noting that arresting committed teachers in the presence student dehumanizes and traumatizes them.

Rwabuhinga warned that if the RDC Continues with his acts, he will mobilize teachers to protest his decision.

He explained that this a clear indication that RDC is against the better standards of education in Kabarole but appealed to the parents to continue support their children so as to have a bright future.

Your Excellencies,

Ladies and Gentlemen.

On behalf of the Government of Uganda and on my own behalf, I wish to take this opportunity to thank you for inviting Uganda to participate in this very important Leaders Summit on Refugees.

Apart from the Polish refugees that Uganda hosted in the Second World War, most of the refugees that come to Uganda are from within Africa.  They are, usually, from: Rwanda, Burundi, Congo, South Sudan, Kenya, Somalia, South Africa (in the past) and smaller numbers from Ethiopia, North Sudan, Ethiopia, Libya, Central African Republic and Eritrea.  As of today, there are 690,000 refugees in Uganda.  We estimate that they will reach the figure of 810,000 refugees by the end of this year, 2016.

These refugees are running from sectarian persecution occasioned by the ideological bankruptcy of the groups involved that rely on indisciplined and criminal armies or militias.  Sometimes, they are running away from ideologically bankrupt and criminal rebel groups.  Some of the refugees are, however, themselves criminals that have committed horrendous crimes against fellow citizens.  The Interahamwe of Rwanda fall into this category.  We should always know the genesis of each refugee problem.  In order to end the phenomenon of refugees, the ideology of sectarianism must be condemned and banished by the AU, supported by the UN.  Indisciplined armies and rebel groups must be black-listed and punished.  It is not correct to continue treating such criminals with velvet gloves or to continue treating the symptoms but not the disease itself.

All stake-holders in Africa should accept the platform of anti-sectarianism as a minimum platform in terms of governance. The poor refugees, having run from their tormentors, must be treated humanely by the countries of their refuge.  The refugees that come to Uganda, are part of the cultural groups of the Great Lakes.

We do not pay attention to the colonial borders which some actors, oblivious of the higher African interest, fetishize as if they were made by God when, in fact, they were made by imperialists in Berlin in 1884 when Africans were asleep and disorganized.  Eventually, we rallied and resisted colonialism, leading to our victory starting with the Independence of Ghana, in 1957.

It is, therefore, not correct to treat African refugees as if they are flukers seeking to consume the resources of the indigenous people. I tell Ugandans that these are your unfortunate brothers and sisters having the misfortune, for the moment, of being misgoverned or being unprotected against demonic rebels.  Yet, all this notwithstanding, these refugees have their clan lands from which they fled, they have their heritage and when peace returns to their tormented land, they will go back and become your treasured partners in production and exchange of goods and services with their former hosts. As far as the farsighted is concerned, even the time in exile is important and useful, especially in Africa.  It becomes the time when they re-establish links with the cultural relatives that were cut off by colonialism.  It is the time to establish future business links.

The refugees from Rwanda that lived in Uganda for more than 30 years, when they got back to their country, one of the first things they did was to establish the first bus-service links between Rwanda and Uganda for the first time in the history of man.  Therefore, the former refugees had turned into very useful business and development partners of their former hosts and vice-versa.

While in exile, therefore, both out of humanness and far-sight, the refugees need to be well-treated.  They should stay in camps for easy management.  If, however, they get jobs, they should not be discriminated.  They should be allowed to do business if they are able.  The humanitarian agencies should ensure that their children get education and skills so that, by the time they go back to their country, they are empowered and their time in exile has been turned into an advantage.

However, the refugee hosting countries do face additional problems.  When the communities are still using the bio-mass for fuel, big refugee populations will cause additional deforestation problems.  This should not happen.  Alternative energy sources should always be quickly found e.g. hydro, solar, wind, etc.  Water resources should be tapped so that both the local and the refugees do not have to walk long distances.  In the case of Uganda, many of the refuges are near the Nile.  The UNHCR could easily clean this water.  The Uganda government has already  provided water for the towns of Adjumani, Moyo and Bibia.  The additional influx of refugees had not been planned for.  Surely, the UNHCR can easily understand the simple arithmetic of additional refugees.

The other local problem is building materials.  Again, the trees are the culprits.  The UNHCR could work with the private sector in Uganda to develop the use of local materials to create pre-fabricated building materials out of the biomass so as to build houses quickly for the refugees instead of relying on perishable wood and polythene sheeting (Kaveera) that destroys and poisons the environment.

The refugees, therefore, need feeding, clothing, shelter (without destroying the local wood stocks), energy (electricity), clean water and water for production, education and skills and the correct ideology so as to solve the root cause of these refugee issue.  In Uganda, we believe in just and unjust wars.  What is the sort of war that has generated these or those refugees?.  Is it a just war or a war of aggression being prosecuted by chauvinists?  Besides, as we handle refugee generating situations, we should be wary of opportunists who are always recruiting sponsors from outside.  If a conflict is really justified, in order to fight for justice with war being the only means of resistance and national salvation, the people can successfully wage a people’s struggle without external sponsorship.  The conflict situations are, therefore, quite often being propelled by puppets looking for external sponsors and by chauvinists looking for puppets.  Puppets spend more time looking for external sponsors rather than seeking to reach agreements with their compatriots.  Sponsoring groups by external groups prevents peace building.

It is a tragic criminality.  In Uganda, we fought vicious dictatorships and defeated them without external sponsorship.  Much of the chaos in the world is avoidable.  In the Book of Proverbs, Chapter 2 verse 14: It says, in my dialect: “Ziryabareeba ababikora, naabo ababi shemerererwa”.  The exact quotation says: “They will suffer those who enjoy doing evil and celebrate perversion”.

Kagame: Democracy Cannot be One-size-fits-all

Rwanda President Paul Kagame has challenged players in the international system to appreciate the uniqueness of African countries instead of engaging in “slash-and-burn democratization.”

Kagame, who is known for not mincing his words, said the steady erosion of values-based solidarity is leading to real moral and ideological confusion and new instabilities both within nations and in the mechanisms of international cooperation.

“Profound change has been underway and the world order is shifting irreversibly. Democracy is not in decline. But because of the leveling effects of globalisation, accelerated by the spread of technology and information, as well as the greater range of experiences and approaches that have been tested, we in the developing world have greater confidence to pursue the same ends in our own ways,” said Kagame.

“We increasingly base our legitimacy on results achieved and on the views of our citizens, rather than on external validation,” he added.

“Some participants in the international system tend to see this shift as a challenge to their historical leadership. They continue to assert the right to define objectives and impose outcomes, without meaningful consultation with those concerned.”

Kagame was Tuesday speaking at a public lecture at the Coca Cola World Fund Lecture at Yale University in U.S. on the importance of value – based solidarity for the pursuit of international peace security and prosperity.

Some super powers especially United States have been criticized for imposing a western-style democracy on African countries, leading to conflict.

This type of democracy has faced stiff resistance from several countries including Afghanistan, Libya, Somalia and Iraq.

Speaking before over 400 students and faculty, President Kagame observed that the tendency by powerful nations to assert the right to define legitimacy for everyone else has contributed to erosion of trust and augmentation of conflicts and instability.

“It is better to work patiently to facilitate change in society and build new consensus, while containing negative effects, rather than engage in slash-and-burn democratisation. We can’t pour gasoline on volatile situations, light a match, and hope that the fire will cleanse and renew,” said Kagame, adding, “Countries are not national parks and people are not trees.”

The Rwandan leader said an inefficient state is better than no state at all because it offers the greater prospect for sustainable improvement and transformation.

“Yet it often seems as though chaos and disorder are required in order to convince others of the legitimacy of a system of governance. It is important to step back and learn the lessons of the past errors of judgement and analysis,” he advised.

Past speakers at the Coca Cola World Fund Lecture include Prince Moulay Hichem Ben Abdallah of Morocco, President Mary Robinson, Raila Odinga, Raghuram Rajan, Governor of the Reserve bank of India, Samantha Power and Mo Ibrahim, among others.

The Coca Cola World Fund Lecture was established in 1992 by former Coca Cola CEO Roberto Goizeuta to support endeavors among specialists in international relations, international law and the management of international enterprises and organisations.

UNRA Sued By 150 Former Employees

Over 151 former employees of the Uganda National Roads Authority (UNRA) have rushed to High court seeking permission to sue their ex-employer for unlawful dismissal from work.

These led by Lyndon Dennis Kiyimba; a former supply officer with UNRA are seeking a court order compelling the authority to compensate them with over 13 billion shillings in damages and terminal benefits resulting from the illegal retrenchment.

While assuming office as the new Executive Director of UNRA, Mrs. Allen Kagina  late last year introduced tight reforms that saw all 900 employees fired and asked to re-file their applications.

Those that didn’t make it back have now resorted to legal action as they accuse the Authority of denying them a hearing before terminating their running contracts in December 2015.

In this application Kiyimba together with Directors, engineers and drivers among others also claim that after this omnibus restructuring, they have been rendered jobless and cannot be hired elsewhere because they are conceived by the public to be thieves and fraudsters even though none of them has been prosecuted by UNRA.

It’s upon this background that these through their lawyers of Bakiza and Company Advocates ask court to allow them take on UNRA for non-payment of their salary arrears or any other retrenchment benefits even when some of them had contracts running as far as November 2017.

Deputy registrar Alex Ajiji is expected on Monday next week make a ruling on whether to allow 6 of these former employees file a suit against UNRA on behalf of other 151 aggrieved former employees.
