URA, Gov’t Agencies Partner to Widen Tax Base

The Uganda Registration Service Bureau (URSB), the Ministry of Local Government, Uganda Revenue Authority (URA) and Kampala Capital City Authority (KCCA) have partnered to deal widen the tax base by tapping into the informal sector under a collaboration called the Taxpayer Register Expansion Program (TREP).

During the budget speech for the financial year 2013/2014, the Minister for Finance provided for a collaborative implementation framework through which URA has been able to work closely with URSB and KCCA to identify and expand the taxpayer’s base through tax collection from small businesses. In 2014/15, the second phase of the program was further extended to Wakiso district urban authorities.

TREP is meant to bring registration services nearer to the clients through the mobile offices and to reduce the time taken to formally register a business. Four years ago, the registration process used to take one month but has since been reduced to eight hours currently.

This is attributed to the various stop shops spread all over major cities.

Speaking at a press briefing at Hotel Africana on Thursday morning, the URA Commissioner General Doris Akol said that the program has so far achieved UGX 47.6 Bn shillings in revenue since their joint operations.

During the period July to June 2016, KCCA and URA embarked on a registration of new businesses which saw more than 134,332 Ugandans added on the tax register.

‘’We urge all business owners to visit any of the one stop shops to register and pay the taxes, fees, dueS and also formalize their businesses . It should be noted that the government is not collecting any new taxes,’’ she said.

We’re Not Here for a Ride, says Comoros Coach

Comoros head coach Amiredine Abdou has labeled their 2017 Africa Cup of Nations final group D match against Uganda cranes as a ‘must win’.

The ‘Coelacanthes’ as they are also known boast of only three points from a 1-0 home win against Botswana in March and are totally out of the qualification mathematics but Ameridine knows what a positive result from Kampala can do to their rankings.

“This match is very important for the Federation and for the rest of the team,” Ameridine was quoted by Comoros local daily Al Watwan.

“Our focus is solely on this match irrespective of the previous results and table standings. We will play for our dignity.”

“We are currently ranked 155th by FIFA, a position which must improve with good results on our way. This match also serves as part of our 2019 AFCON preparations because if we can do well during the game and in friendlies, then it will be easy to avoid the third qualifying round.”

Comoros’ team was set to arrive in two batches, with the first already in the country and the other group expected to jet in on Friday by 1:30 pm ahead of the Sunday September 4 clash at Namboole.

“In any case, the players are fully motivated and charged for this match and we hope to take full advantage. After there, we’ll organize friendly matches to prepare for the future,” he added.

Cranes defeated Comoros by a solitary goal in Moroni last year courtesy of Tonny Mawejje’s strike but went two matches without a win in a double header against Burkina Faso before completing a double over Botswana.

“The Ugandan team is daunting but after watching eight of their last matches, I noticed they were up tactically. They have a lot more maturity in the squad. Milutin Sredojevic has done quite a good job on this team.”

President Yoweri Museveni has sponsored a total of 103 Ugandan Muslims ahead of their annual pilgrimage to Mecca this month.

A delegation comprising 68 male and 35 female pilgrims is scheduled to depart from Entebbe International Airport on the morning of Saturday September 2. The sponsored delegates come from all over the country.

In a later dated September 1, the Information and Communications Officer at the National Resistance Movement (NRM) Secretariat Rogers Mulindwa wrote; “The National Resistance Movement continues to pledge its continued support towards the promotion and protection of the freedom of worship among Ugandans and is willing to always place its keen eye on encouraging unity among believers of different religious sects.”

Meanwhile, NRM Secretary General Justine Kasule Lumumba has urged those making the pilgrimage to be good ambassadors throughout their performance of rituals. She has also wished them a fruitful spiritual and a happy Idi Adhuha.

The Islamic faith requires ‘able’ Muslims to make a pilgrimage ‘Hajj’ to Mecca at least once in their life time which is regarded to be a source of spiritual nourishment. The Saudi Arabia city is considered the holiest city in the religion of Islam.

Mecca is home to the ‘Kaaba’, by majority description Islam’s holiest site, as well as being the direction of Muslim prayer.

Minister of Agriculture, Animal Husbandry and Industry Hon. Joy Kabatsi has revealed government plans to avail agricultural extension workers at the grass root level in a bid to enhance awareness on good practices. She said that at least 1,600 people are to be employed as extension workers in every sub county.

Hon Kabatsi made the remarks Wednesday while addressing journalists at the National Drug Authority (NDA) offices during a meeting about the national task force on ticks and tick borne diseases.

“I would like to note that the biggest problem of acaricides, ticks and tick borne diseases are mostly in the western region of the country that’s why we as a ministry are a signing at least 2 people in every sub county to help sensitize people on the skilled ways to deal with the problem” she said.

The extension workers will be able to monitor and have a hands-on experience with many farmers in their areas and also train them on how to use the medicines on the animals. They will further report to the Ministry how different medicines work on the animals.

The Ministry has appealed to farmers to buy drugs from only NDA licensed drug outlets and to provide information about anyone engaged in illegal trade in medicine. Kabatsi stressed that all drugs should have a stamp as verification to allow them on the market.

Parliament has Thursday flagged off a delegation of the National 2015 Debate Champions set to represent Uganda at the ARGO Open 2016 International World Schools Debating Tournament in Romania.

Uganda’s delegation consists of the 2015 winning team of debaters from Kiira College School Butiki who include; Christopher Arnold Muchwa, Gilbert Namukowa, John Baptist and Bruno Ernest Agaba. They will move in company of Gastervus Kakaire as an adjudicator and Florence Atim their coach.

The Chairman, National Debate Council, Gasta Kakaire told Chimpreports that this is the third time Uganda is participating in such international competitions the first being in Netherland in 2009 followed by Turkey in 2010. The best performance ever registered was in Turkey when the Ugandan team managed to break through to the semi-finals.

The team was flagged off by the Parliamentary Commissioner and Dokolo legislator, Cecilia Ogwal on behalf of the Speaker of Parliament who is out of the country on official duty.

The competition will take place from September 2 to 6 and the winning team will walk away with a trophy and other gifts. The event will gather 180 participants from over ten countries including; the United States of America, Germany, Czechia, Slovenia, Slovakia, Moldova, Romania and Uganda.

Daniel Douglas Kaima the school Head Teacher Kiira College Butiki appreciated Parliament along with government for the support rendered to facilitate the team’s stay in Romania.

“I want to extend my sincere appreciation to government for commissioning to the team a total of Ugshs 25 million as assistance to the school as well appreciate the National Debating Council for patroning all the preparations,” Kaima noted.

While flagging off the team, the Commissioner, Ogwal wished the team success and vowed to work together with all relevant authorities to ensure that debates in the country are supported in schools which will later help to strengthen the quality of debate at Parliament among legislators.

“I get very disappointed when young Parliamentarians representing the youth are complaining because much as you are doing much to promote the image of Uganda outside, government is not giving you support,” Ogwal said.

The Dokolo MP added that, “Am urging the youth MPs to liaise with the Ministry of Education so that you cause a slot in the budget for promoting such initiatives like debating and others; I also pledge that I will be part of the team to promote the funding of such initiatives.”

“I am personally challenged because we parliamentarians need to learn the debating styles because it benefits members; if we really knew, it would benefit us a lot, we would take less time arguing since the style we will be bringing up points would call for points of order and clarification.”

“We parliamentarians need to learn how to debate important issues; am very happy to flag you off and as a woman who believes in God, I know you will come back from Romania with something.”

Head coach Stanley Okumbi has opted not to alter the 20-man squad that had travelled to Kampala for Tuesday’s international friendly build up against the Uganda Cranes where the game ended goalless.

Both Chipolopolo and Harambee stars are out of the qualification path but Okumbi affirms that the team will go out to look for a win for better rankings as he continues to get a more stable team formulae.

“We have to go out there and get a win just like they defeated us at our own home. The team played well against Uganda just that we lacked the last touch and that’s what we shall be looking to polish in Zambia,” said Okumbi.

“I have looked at their squad and watched several games and can say they’re good but we have also been doing well so I expect a very balanced and interesting match I can say.”

Museveni Will Most Definitely Welcome Removal of Age Limit – Besigye

President Yoweri Museveni will most definitely welcome the proposition to amend the national constitution to set aside the presidential age limit, which as it stands today, cuts him out of the next (2021) elections.

This is according to Museveni’s four-time presidential contender and Forum for Democratic Change (FDC)’s Col Dr Kizza Besigye.

Col. Besigye says Museveni will most likely pretend to exhibit lack of interest in the constitutional amendment, but eventually he will agree to the removal of the age limit.

Read AlsoCourt Dismisses Case Challenging Museveni Age

Besigye was addressing a group of lawyers in the United States under the New York City Bar, concerning the current political affairs in Uganda.

He angrily apportioned blame onto Uganda’s parliament, as one the institutions that have not changed since the colonial era, to serve the Ugandan citizens rather than the people in power.

Besigye described Parliament as “extremely compliant” to President Yoweri Museveni and its members as “agents of the dictator.”

Listing a number of occasions where the parliament has backtracked and rescinded its decisions after being coerced and manipulated by the President, Dr Besigye told the US lawyers that removing the presidential age limit was only a matter of time.

The currently constitutional provision curtails any person who has clocked 75 years to run for president.

“Mr. Museveni now; well, originally he said he didn’t know when he was born, but most recently he assigned himself a birthday,” said Besigye as the audience chuckled.

“Unfortunately that birthday makes him 72 years which means that he would not be eligible in the next round of elections.

“A resolution has already been tabled to the council of the (ruling) party from one of the districts, calling the party to change the constitution and remove that restriction.

“As usual of course, Mr. Museveni will say ‘I am not interested in this; it is public demand as you can see. I am only a public servant and I have nothing to do but allow the amendment of the constitution.’”

With only a few months into the new term, the debate on the next (2021) presidential elections is already coming to the fore.

This week, an opposition political leader Betty Namisango Kamya, who was recently appointed minister in charge of Kampala, made known of her commitment to campaign for President Museveni come 2021.

She also pledged to help the president win the capital – which has always been an opposition stronghold, — by 80% of the vote.

President Museveni, who was touring market traders in Kawempe division however, declined to make a comment on the matter.

Great Lakes Region Defense Ministers Meet Over ADF

Ministers of Defense from the member countries of the Great Lakes Region including Uganda, Kenya, Tanzania DRC and Angola have met in Kampala to forge ways of neutralizing the Allied Democratic Forces rebel outfit.

Addressing the ministers, Uganda’s Hon. Adolf Mwesigye (Defense Minister) said the rebel group is a menace not only to DRC and Uganda but to the region at large, calling on each country to work tooth and nail to see they wipe out the outfit.

“We should all fully support any efforts geared towards total inhalation of the ADF menace. The government of Uganda pledges to support any of these efforts,” Mwesigye told the conference held at Imperial Royale Hotel on Friday.

The Executive Secretary of the International Conference on the Great Lakes Region, Ambassador Zachary Muburi-Muita said that being aware of the menace caused by Somali based Al Shabaab terrorist organization; they cannot allow another terrorist group in the name of ADF to continue putting the region at tenterhooks.

“We must deny the ADF ability to engage new recruits by collaborating in order to neutralize their networks including their illegal trading links and sources of finance,” Amb. Muburi-Muita told the meeting on Friday.

He added that the region being endowed with a youthful population, there is need to ensure they are not lured into joining the terrorist and rebel activities.

“We must continue acting jointly to make the region stable and peaceful so as to attract further investment which would in turn engage the unemployed youth and make them less vulnerable for recruitment into these rebel groups.”

The Allied Democratic Forces (ADF) was originally based in western Uganda with bases in the Ituri forests of the Democratic Republic of the Congo (DRC) from where they terrorized both countries killing a number of people.

As of November 2015, the number of attacks on Congolese forces continued, with weekly attacks of varying size taking place and killing more than 400 people.

Last month, the rebel outfit using machetes, hacked to death over 50 people in Beni sparking an outrage with civilians taking to the streets in protest.

ADF’s Supreme Commander Jamil Mukulu is in detention at Uganda police special operations headquarters in Nalufenya, Jinja after being arrested last year in Tanzania.

Ekiring to Conduct Badminton Clinic

“You don’t have to be a billionaire to believe you can make a difference. Give your resources to a charity and volunteer in your community,” wrote Germany Kent in his book “Change the World”.

The adage falls in line with badminton player Edwin Ekiring who has decided to give back to the community by organising a week long clinic.

The badminton player will run a seven day free badminton clinic with the aim of trying to improve skills of the raising stars.

Ekiring while launching the program at the Uganda Olympic Commission offices in Lugogo on Friday revealed that the clinic is aimed at giving skills to the kids.

“I have offered this at a free cost as a way of giving back to community. We hope the clinic will help the kids acquire the skills and learn the more about badminton,” said Ekiring.

“I have played the game for quite a while including playing abroad, so I want to pass on those skills to the raising stars,” he added.

The Uganda Olympic Commission President, William Blick thanked Ekiring for the noble cause of tapping and equipping the kids with skills.

“I want to appreciate Ekiring for the great work he is doing for this country. I think what he is doing is good for the game, trying to give  kids life long skills,” said Blick.

The clinic will have two age categories from 10-14 years and 15-19 years and is expected to start on Monday September 11 at Lugogo indoor stadium.

Aisha Kabanda’s Election Petition Thrown Out

High Court Judge Justice Vincent Okwang has dismissed the petition in which former Kampala RCC Aisha Kabanda Nalule, who contested on the NRM ticket for the Butambala Woman MP seat, challenged the election results where her rival Lydia Mirembe was declared a winner.

Kabanda rushed to the court seeking nullification of Mirembe’s victory and an order for fresh polls.

In the application, Kabanda faulted Mirembe and the Electoral commission for abusing of election laws through voter bribery by Lydia Mirembe as well as Voters’ disenfranchising by the EC.

She claimed that in some parts, voting was closed before time and incompetent people were deployed as Presiding officers and Polling Asistants which affected the results.

In his judgment however, the trial judge pointed out that the applicant failed to provide court with substantial evidence to prove her allegations and thereby dismissed her petition with costs.

Kabanda through witnesses had told court that most of her voters were at Kitumba A polling station which closed before 4pm.

She also accused Mirembe of luring voters with plates, wheel barrows and money. The judge however overruled Kabanda saying that she failed to prove the matter beyond reasonable doubt.

The judge blamed the applicant for failure to produce the hoes and was unhappy with the mention of
Mirembe’s husband in the matter yet he is not among the parties sued.

However, upon the judgment, Kabanda’ Lawyer Frank Kanduho informed court that they were
not satisfied with the judgment and would appeal in the shortest period possible.

“It looks like the judgment was done by two judges or the trial judge contradicted himself by dismissing the case with costs and at the same time awarding certificate to the petitioner’s counsels” Kanduho
submitted.

Lydia Mirembe who was welcomed outside court by her supporters, promised to defeat Kabanda even in the court of appeal because she is the real choice of Butambala people.

On her part, Kabanda urged her supporters to return to their work as they await the ruling of the court of appeal.

Did Kadaga, Oulanyah Run Away From Sugar Demo?

$

Tuesday this week was an odd one in the history of Parliament, when the two Speakers decided to plainly dodge the house’s plenary sitting.

The debate on the contentious age limit amendments for judges and the expansion of the Electoral Commission tenure was expected to kickoff the same day.

Members of Parliament had overwhelmingly turned up to handle Bill that was introduced on the floor last week on Thursday.

It turned out that the enthusiasm of legislators was a perfect contrast to the moods of Speaker Rebecca Kadaga and her Deputy Jacob Oulanyah.

Ms. Kadaga was present in the building on Tuesday and expected by the technical staff at Parliament to be chairing the house but according to the Kamuli strong woman, Oulanyah who was handling the
business last week had not “handed over” to her.

The Deputy had travelled to his constituency to participate in the election and also to reportedly attend the burial of the father of his campaign manager.

It is obvious the two are conscious of the pending age limit debate that is expected to stir the first drama in the 10th Parliament.

On Thursday a new development emerged and it is now clear that the opposition members who are muscularly opposed to the Bill have planned to parade bags of sugar that were purportedly used to bribe some MPs to support the Bill, in the plenary.

The shadow (opposition) Attorney General, Winfred Niwagaba who is also the MP for Ndorwa East told journalists at Parliament yesterday that the evidence of bribe including envelopes of Shs1m and bags of sugar are in their custody waiting for the day the house is going to sit.

ChimpReports has learned that the alleged evidence was secured over the weekend and was quietly being kept for action on the floor of Parliament on Tuesday that the house was inadvertently
aborted.

Much as the public didn’t know about the demonstration plan, the Speakers had got wind of it according to a source.

“They knew it was going to be bloody on Tuesday and no one would ordinarily want to sit there and see sacks of sugar being thrown around,” a source who asked not to be named said.

The sacks of sugar and the money were reportedly given to 27 MPs who were made to disguisedly visit a sugar factory in Mayuge district.

The Kilak north MP, Akol Anthony confessed yesterday to be among the legislators who received the gifts.

We contacted the Deputy Director of Communications, Ranny Maharooki for a comment if the two principals are running away from the debate because of the imminent sacks of sugar.

She says however, that the two who uncharacteristically left the country on Wednesday to the same destination and to attend the same event, are not aware of any planned display of bribe evidences on the floor.

“Nobody is aware of any bag or bags of sugar. It cannot be the case,” Mrs. Maharooki. She however quickly added that MPs have the rights to present whatever they have on the floor of Parliament.

Both Ms. Kadaga and Mr. Oulanyah are still in the United States to attend the Uganda North American Association annual convention. The house is expected to resume on the 9th of this month.

Rwandan President Paul Kagame has directed the Rwanda Development Board, the body charged with promoting tourism, export and investment across all sectors in Rwanda to add naming of Baby Lions to Kwita Izina, an annual gorilla naming ceremony.

“We need to move from just naming gorillas alone to even lions’ cubs. Kwita Izina has created a big impact towards conservation in Rwanda and naming baby lions would be a step further in restoration of what we have recently acquired. That is a responsibility of not only the government but also each and every Rwandan,” he said in Kinyarwanda.

FDC’s Katuntu Backs Oulanyah, Blasts Opposition on Age Limit

The opposition Forum for Democratic Change Member of Parliament, Abdu Katuntu has backed the Deputy Speaker Jacob Oulanyah on allowing the tabling of the new constitutional amendments last week.

Katuntu who now chairs the Parliamentary committee on Commissions, Statutory and State Enterprises, concurred with Oulanyah that stopping an MP to bring or table a bill on the floor of Parliament is not
good practice.

Last week the opposition members under their leader in Parliament, Winnie Kizza tried to block the motion for the private member’s bill moved by the Nakifuma MP Eng. Sekitoleko Kafeero.

According to the furious opposition, the Bill that seeks to increase age limit of judges and expand the tenure of the Electoral Commission is brought in bad faith to target the removal of presidential age limit.

The Deputy Speaker who was chairing the sitting however told MPs that there is no law that stops a member from presenting a bill and it is the responsibility of the legislators to receive it.

According to Oulanyah, MPs can receive and decide to shoot it down but cannot stop a fellow member from introducing a bill.

Appearing on the weekly political talk show, The Capital Gang, Katuntu said his colleagues in the opposition were wrong to try to block the bill.

“I did not agree with members from our side (opposition) who wanted the Bill not to be introduced.

That would be the opposite of the reasons we are in Parliament,” Katuntu said.

Katuntu stressed that discordance with the bill is healthy and the rights of MPs but stopping it at its introduction is not an option.

“We may have a different opinion on the matter but that does not mean we should even halt the intentions of a member bringing it.”

Katuntu however accused the government of hiding behind Sekitoleko to bring the Bill.

“The government has soiled the bill. Hiding it behind Sekitoleko has made it worst and the whole thing has been vulgarized,” Katuntu said.

Sekitoleko’s bill is highly suspected by many to be the secret architect of the government.

The mover of the bill and the seconder Paul Amoru Omiat representing Dokolo north are all National Resistance Movement party members and the day it’s motion was introduced everyone on the government side supported it.

The Deputy Government Chief Whip, Solomon Silwanyi was seen mobilizing NRM MPs the day the bill was moved.
The debate on the bill has been stalled by an apparent rift between the Speaker Rebecca Kadaga and Oulanyah. The duo travelled to the United States this week when the debate was supposed to start.

Former Uganda Revenue Authority FC’s shot stopper Brian ‘Ziggi’ Bwette joined Lweza F.C on a short six months deal during the pre-season window that ends on September 21.

He has so far played two games. Though the team has been unlucky to lose both 1-0 to defending champions KCCA F.C in the opening game and 2-2 against Express in the Wankulukuku Derby, Bwete is hopeful.

The experienced goalie was among the nine players released from the tax collectors’ camp at the end of the season after barely failing to cement first team football.

He was earlier linked to a move to ‘Eastern Giants’ BUL F.C, Sadolin Paint and several other clubs but he has settled at the Wankulukuku based club.

“Of all the offers received, I zeroed on Lweza because I feel it is the best way I can settle down and revive myself,” he told this website.

“I signed a half season deal (six months) that will keep me upto January with an option to extendl if all goes well.”

The goalkeeper is among nine players who were released from URA during the mid season in a massive player reshuffle. He last featured in the Cranes team in November 2014 during an international friendly against Ethiopia after an earlier successful outing in a ‘Namutima’ tour to Gulu.

“My aim is to go back to the national team and with hard work I believe all will come in place.”

Lweza travel to Matugga on Tuesday September 6 to play Bright Stars in their next league encounter.
