Our saviour will be seeking to bounce back from last week’s loss to Falcons when they take on Tiger head Power at Lugogo indoor stadium on Friday.

The Kikoni-based side suffered a 67-80 defeat to Falcons on Sunday in their first game of the second round but will be hoping for a quick recovery against a composed Power side.

Power, who are 11-3 this season earned a hard fought win over struggling Sharing Youth winning 52-51 on Wednesday at YMCA outdoor court.

Our Saviour will also be seeking for revenge against Power after the former losing 71-79 in the first round.

After falling to Falcons, Our saviour stand at 7-5 and the Mo Hooles coached side will be facing a rejuvenated Power who currently occupy second spot in the men’s table standing.

In the women’s game, KIU rangers take on struggling Nkumba Lady Marines who lie rock bottom in the women’s division and yet to win a game this season.


Coach Mckinstry Reacts on Amavubi Sack

Irish coach John Mckinstry has reacted to his dismissal from the Rwanda national team job terming the decision an unfair one.

McKinstry took over the Amavubi job from Stephen Constantine  in March 2015 and later extended to 2018 early this year in May. He has taken charge of 25 matches and won twelve of them.

His last match was a 3-2 loss at home against Mozambique, a result which rules the country (mathematically) out of the 2017 Gabon finals.

Mckinstry’s fate was passed on Wednesday by the Permanent Secretary in the Ministry of Sports and Culture Col Patrice Rugambwa.

He later penned an emotional reply on his official portal claiming injustice.

Leading Rwanda to their best ever tournament performance – the last eight of the CAF Nations Championship 2016 – is naturally the stand out moment; but also that our CAF Nations Cup and CECAFA Challenge Cup performances have each only been bettered once before by any Rwandan team in history.

Being named ’Coach of the Tournament’ following our CECAFA Challenge Cup 2015 performance also underlined the good progress the team were making through our work together.

Despite the successes, some point to a fall in the FIFA ranking. However, it was agreed when I arrived that we would target match wins in CHAN, and improvements for the long term… We not only delivered our best ever performance in CHAN, but also matched or exceeded almost all past performances in CECAFA and AFCON.

The specific reasons behind the decision have not been made fully clear to me – so given our performance to date I am therefore both surprised and disappointed by the announcement today, and that myself and the team will not be able to finish what we started. Had we been able to do so this young team, assembled since the decision to dispense with the use of foreign naturalised players just prior to my appointment, would certainly go on to achieve even greater success than it has already done.

Given what I and this team have achieved in just 17 months, I know that history will look back upon this period of time as one of the most progressive and successful in Rwandan football.

I wish to thank the players, support staff, wider colleagues and all the Rwandans whom I had great pleasure to meet with. Overall, my time as Head Coach of Rwanda is one that I will always look back on with fondness and pride

Museveni, Muntu to Face Off in Rubanda

President Yoweri Museveni and Forum for Democratic Change(FDC) President Maj Gen Gregory Mugisha Muntu are expected in the newly created Rubanda district   to drum support for their party flag bearers in the Distict Woman and LC5 Seats.

David Bahati, the state minister for planning and Kabale district NRM chairman confirmed yesterday that President Museveni, the ruling party chairman will be in Rubanda district to campaign for flag bearers Prossy Akampurira and Kenneth Biryabarema Joogo who are running for Woman MP and LC5 Chairman respectively.

Bahati says the president will address two rallies in the two constituencies of Rubanda East and Rubanda West.

The FDC leadership on the other hand has already pitched camp in the district to campaign for the two FDC party candidates Vastine Katushabe (Woman MP) and Joseph Ruhangariyo (District Chairman).

Dr Joseph Tindyebwa, the FDC Deputy Secretary General for Research says the Parliamentary Leader of Opposition Winfred Kizza is expected to campaign in the district on Saturday for the two FDC party candidates.

He also confirmed that the opposition party president Rtd. General Mugisha Muntu will arrive in the district on Tuesday next week.

The elections are slated for 29th August 2016, in which four candidates are vying for the LC5 seat, Kenneth Biryabarema Joogo (NRM), Nelson Habasa (INDEP) Stephen Ampaire Kasyaba (INDEP) and Jospeh Ruhangariyo (FDC).

The woman MP seat has Prossy Akampurira (NRM), Hilda Kabarungi Karuhize(INDPE),  and Vastina Katushabe  of the FDC.

Besigye Dismisses National Dialogue Rumor, Sets Conditions

Former Forum for Democratic Change president Dr.Kizza Besigye has dismissed as baseless, reports of an impending national dialogue between the opposition and the ruling government.

This week, the Inter Religious Council of Uganda and the Elders Forum revealed that preparations are in high gear to have the national dialogue in October and that among those to attend include President Museveni and Besigye.

Addressing journalists at his home in Kasangati on Friday, the opposition strongman said he had been approached on several occasions by members of the Inter Religious Council and the Elders’ Forum even while still in Luzira prison, but said no conclusion had ever been reached on the issue of the national dialogue as is being portrayed.

“We have never reached an agreement on having a national dialogue with anyone. I was surprised they (Inter Religious Council) announced the dialogue process without our consent. There can’t be dialogue without intense pressure from the population,” Besigye told the news conference.

“I was surprised that they have gone ahead and started the process of convening the dialogue.”

Besigye stressed that the issue of national dialogue must be handled with care and should not be a political affair but rather one that brings together all the stakeholders in the country, religions inclusive.

According to Besigye, there is need to look at the problems that are facing the country  since independence. He says it should not be about partisan politics between  the ruling NRM against the opposition but rather justice on one side  against injustice on the other side.

“Our country cannot afford to have the (Religious leaders) being neutral on a matter that is central to that discussion. The challenge of our country is not partisan. It is between those fighting for justice and those perpetuating injustice.”

“The people who lead religious organizations in our country should be at the forefront fighting for justice. Religious leaders should not be neutral in the national dialogue because they must be voices of the people,” he said.

He said there cannot be a dialogue when the citizens are not at the forefront of pushing for the idea of sitting together.

Conditions

The opposition strongman said that for many years they (opposition) have been yearning for a national dialogue, but there were conditions set in 2011 after the general elections that would first need consideration before the dialogue can go on.

“As all parties represented in the 9th parliament, we deliberated on this matter of national dialogue. We agreed that there should be a clear agenda before the dialogue starts and high on it is the issue of elections,” Besigye said.

He said there ought to be an audit of the elections as part of the agenda for the national dialogue.

According to Besigye, there should be an agreement on who to be part of the dialogue, stressing that there are so many ‘briefcase’ organizations that tend to turn up whenever there is an opportunity like this but said there is need to tame them.

“This is what happened in Moshi in 1979 and the results of it were disastrous. We must have agreements on who should legitimately be part of the dialogue.”

The opposition strongman said they is need to streamline how the decisions of the dialogue will be implemented and that it should not be a mere meeting and photo opportunity like before,  but meaningful engagement with tangible  outcomes.

“We don’t want to find ourselves in the situation of lamenting after the dialogue. It is true there has been engagement on these conditions but not agreement has ever been reached but should it be there, we are ready for the dialogue.”

“There is no way I as Besigye will participate in any form of dialogue that is simply for taking photographs and having public relations exercises. There is no process I am involved in interacting with any other person  because I have no issues with anyone not even Mr.Museveni,”the opposition strongman  said.

Journalists Run to UN over Brutality

Journalists under the Human Rights Network for Journalists- Uganda (HRNJ-U) have started gathering recommendations on how to tackle the brutality against journalists and laws that complicate their operations.

The journalists who gathered at Grand Imperial Hotel in Kampala on Friday said having tried numerous local solutions without success, the decided to take to United Nations (UN) Universal Peer Review Mechanism to address their concerns.

The meeting was aimed at gathering recommendations on how to better the operations of journalists in the country which will be tabled in a report before the Peer Review members by October.

HRNJ National Coordinator, Robert Ssempala told journalists that the process is important in that the country voluntarily undertakes to implement the recommendations put before it by the various counties at the Geneva Convention, which brings together the UN countries to make a self assessment of each member country of how they have progressed for the last five years.

“We think this a very important process because before it no one is above the law, we have seen in our local mechanisms where untouchable personalities abuse legal and justice systems and violate the orders of Court,” Ssempala said.

He revealed that one of the major highlights in the tentative report is the issue of high levels of impunity on the part of those that abuse journalists in their line of duty.

According to recent reports, the Uganda Police continues top the country’s biggest violators of rights of journalists.

Ssempala added that there is a shrinking space for critical and independent media to freely flourish and operate especially on issues of democracy and accountability and good governance.

“There is one area that touches the very restrictive and prohibitive legal frame work that aims at eating away the spaces for critical and independent media to flourish in the country.

“In fact, there is sheer lack of committeemen especially on the part of government to grow and nurture a very active and inquisitive media that can ably entrench rule of law and good governance in this country.”

Ssempala revealed that the final report will first be shared with Government and then handed over to the Universal Peer Review report before October. It will be used to assess the Government of Uganda as far as respect of Human Rights in concern and upon it, government will be requested to fulfill certain recommendations for the good of its citizens.

Former Member of Parliament Rwampara Vincent Kyamadidi has lost the election petition he filed at the High Court in Mbarara challenging the victory of the NRM candidate Charles Ngabirano.

Kyamadidi, who ran on an independent ticket in the February election and lost, rushed to the court claiming election irregularities.

Justice Winfred Nabisiinde delivered the ruling on Friday morning at the Mbarara high court rejecting all the allegations presented by Kyamadidi. He declared his evidence and “doubtful,” before dismissing the case with costs.

In his affidavit, Mr. Kyamadidi has alleged that his supporters were tortured during elections and a number of election malpractices were witnessed.

Upon the ruling, the disappointed supporters of Kyamadidi who had camped in large numbers from morning at the court, hurled insults at the judge and then hoisted their candidate and celebrated with him on the streets anyway. They chanted that Kyamadidi is still the elected MP of Rwampara.

The supporters earlier went on rampage and threw stones at the police that heavily guarded the courthouse. They then turned on the winner, Charles Ngabirano and tried to attack him, compelling police to shoot in the air to disperse them.

Speaking to press outside court, Kyamadidi warned Ngabirano that even though he won the legal battle, he would face a hard time leading the people of Rwampara “who don’t like him.”

In the meantime, he revealed that he will be petitioning the Court of Appeal to overturn the high court ruling.

Finance Ministry’s Isaac Mpoza is Dead

Uganda is in shock after a sudden death of a senior Finance Ministry official, Chimp Corps report.

“With profound shock, i regret to inform you that Mr. Isaac Mpoza, Ag. Director Debt and Cash has just passed on at Rubaga Hospital,” said the Finance Ministry official, Nelson Kahandi in a brief statement to staff.

Mpoza had just returned from a foreign trip. The cause of his death remains unclear.

It is reported he died after a short illness.

An old boy of St Mary’s College, Kisubi, Mpoza was an inspiration to many at the Finance Ministry.

He was known for being prompt and executing his assignments with the highest level of profesionalism.

Mpoza was always on top of his class at Mugwanya Preparatory School, Kabojja and St Savio Junior School, Kisubi.

Kagina Wants Roadside Markets Removed

The Uganda National Roads Authority (UNRA) is calling for removal of markets along major roads, as a way of curbing the escalating road carnage and traffic jam.

The UNRA Executive Director Mrs Alen Kagina yesterday essayed to convince Members of Parliament and stakeholders to look into the possibility of relocating these markets to somewhere else away from road.

Some of the markets UNRA is seeking riddance of include the ones in Kalerwe, Busega and Kireka in Kampala and Abayita-Ababiri along Entebbe road in Wakiso district.

Kagina said with concern that every time they finish constructing a road, people quickly put up a market, which is very dangerous and one of the major reasons why there is a lot of traffic jam in Kampala and Wakiso district.

The UNRA boss was on Friday speaking at a consultative conference with Members of Parliament at the Kampala Serena Hotel.

“We want to first sensitize people, more so the vendors that conduct businesses in all the markets near the roads in Kampala and  Wakiso; telling them the dangers of working near the roads. After that, the eviction will take place’ ’Kagina said.

UNRA attributed road accidents on the Northern-Bypass and Kireka-Banda area along Jinja road on the vendors who jam the roads and people end up being knocked especially in the night while trying to buy goods from the roadside

According to UNRA, currently the Northern Bypass has three markets in the day and like four markets in the nights, which block the roads.

Generally, she says, what was supposed to be a quick route around town has been a major hindrance so much, so that it is faster to go through town than to use the northern-bypass.

Kagina also explained that it takes a person three hours at Abayita-Ababiri when leaving Entebbe because of the roadside market that narrows the road and causes traffic jam.

She said that officials from UNRA will soon be going on a campaign to sensitise the public not to build more markets in the road reserve too.

‘’Every week two people are knocked dead around the Kireka market; the country cannot continue losing people because the roads are good’’ Kagina said.

“UNRA constructs roads to change people’s livelihood and one of the things that has happened especially around the roads radiating out of Kampala and major towns closer to Kampala; people are very fast at building markets.”


NEW AMENDMENTS: NRM MPs Head to State House

The National Resistance Movement Members of Parliament are expected to convene on Monday at State House Entebbe to debate and find a common position on the proposed constitutional amendment bill.

ChimpReports understands the motion to table the Bill on the floor of Parliament last Thursday week was deferred because the mover made “consultations” with the NRM leadership in Parliament and it was agreed that the ruling party MPs first be briefed.

The Private Membership Bill which proposes changes in all three arms of government- Executive, Parliament and Judiciary — and also the Electoral Commission has been put together by the Nakifuma County MP, Eng. Robert Ssekitoleko Kafeero.

Ssekitoleko is an independent MP but NRM leaning; and among the four Independents legislators together with one Uganda People’s Congress member appointed by the ruling party to the Parliament’s committee leadership. He is the Chairperson of the Parliamentary Committee on Science and Technology.

Meanwhile, The Chairperson of Legal and Parliamentary Affairs Committee that is meant to handle the Bill after being tabled on the floor is Jacob Oboth Oboth, also an Independent NRM leaning.

This website has learned that the office of the Government Chief Whip is on Sunday afternoon going to send text messages to all the 296 NRM MPs to attend Caucus on Monday.

We are aware that even NRM MPs, who were earlier approached to support the quietly planned Bill, were not given a single copy.

The few printed copies of the Bill that this website managed to access on Wednesday, are with few trusted carders.

“There is Caucus on Monday to put everyone in the know about the big thing coming. Surprising MPs might be precarious and it’s only better that they get it earlier,” a source in government told this reporter.

ChimpReports can also confirm that government is not going to take the Bill from the private member but the NRM MPs are likely going to be rallied to support it.

One of the reasons that automatically distances the government from the Bill, even if it serves some or all of its interests, is the process would change and become so huge since elements like constituting a constitutional review commission should become part and parcel.

As far as we know, the Bill is planned to be concluded in within one month even when others have taken 7 years and not concluded.

Buddu have finally had their name written in the history of Buganda Masaza cup winners after edging past Gomba in the finals played at Mandela National stadium, Namboole on Saturday.

Buddu and Gomba played to a 1-1 draw in the mandatory 90 minutes before the former edged Gomba 6-4 to win their maiden Masaza cup.

Lawrence Ssonko gave the three time champions the lead in the 24th minute heading home from David Mudali’s well curled corner kick but the lead was short lived when Robert Mukongotya levelled matters for Buddu twelve minutes later.

Mukongotya raced to Julius “Maggu” Kazibwe’s free kick to volley past Gomba’s goalkeeper Yiga Joseph for the equaliser.

The game was decided on spot kicks after the two sides squared off in normal time.
Mikidadi Ssenyonga and Ssegonja Possiano missed their penalties for Buddu to lift their first title.

The biggest news however was Buddu’s hot property Jjanjali Joseph missing in the squad that played for reasons not yet clear. Jjanjali prior to the game was the leading top scorer with six goals before teammate Mukongotya scored to have the same tally.

Buddu win their first title on the second attempt after falling to Ssingo last year in their debut final.

CONFESSION: I Got Only Shs 11m After Being Electrocuted on Duty

A former employee of Muttico Technical Services is seeking Shs 550 million in compensation for the dreadful accident that has condemned him to clutches.

Muttico, which deals in electrical, civil and mechanical works, was contracted by Umeme in electricity distribution in Uganda.

Simon Bamugemereire, 32, a former lines assistant at Muttico in the Kampala Metropolitan area says he fell off an electric pole after being electrocuted while on duty in October 2014.

According to a medical report by Dr. Waiswa Gonzaga, an orthopedic Surgeon at Mulago National Referral Hospital which ChimpReports has seen, Bamugemereire “suffered an open head injury, fracture dislocation of the right hip joint and dysfunction of the right sciatic nerve.”

After successive surgeries, the report says, it was deduced that the “sciatic nerve palsy and the hip joint fracture dislocation were permanent injuries” that are not expected to improve.

“The permanent incapacity given the two defects is assessed at 70 percent loss of function,” Dr. Waiswa wrote in the report.

ChimpReports’ Paul Mugume caught up with Bamugemereire at his residence in Mpererwe, Kanyanya, Kampala District to investigate the matter.

Bamugemereire who can only stand while supporting himself on a pair of old clutches stays in a rented house with his wife and two kids. Of the two kids, the older one aged 12 years is currently in Primary Four while the younger one of 3 years has not started school due to lack of funds.

He can hardly walk or stand for 20 minutes and even sits with difficulty for a long time.

How the Accident Happened

Bamugemereire narrated that on Tuesday, October 2014, he was ordered by his then supervisor Moses Mulindwa to climb an electric pole at Kabojja Junior School in Kololo to remove an earth wire, which is normally installed before the poles are erected.

“Normally, if the poles have been erected already, the earth wire is always removed using an operating stick which Muttico doesn’t have. Mr. Mulindwa however instructed me to climb and remove it manually, assuring me that power had been cut off,” he said in Luganda.

“While I was climbing, I reached the crossing wires and had to remove my belt so as to proceed and go up. I tried to support myself on the wires well assured that power had been cut but on touching with my torn gloves, I was struck and that’s the last I remember from that day.”

He said he regained consciousness after being admitted at Kampala Hospital where he underwent treatment from October 14 to October 27.

Bamugemereire says the act of his supervisor, ordering him to climb the pole with power switched on shows that the company (Muttico Tech) had an intention to get him killed.

Compensation

Bamugemereire says he was asked not to resign so that he could get an office job that wouldn’t require him to stand and walk long distances but the doctor’s recommendation had indicated that he was rendered helpless and unfit to do any job.

Upon recovery, he said, the company in consultation with the Kampala Capital City Authority (KCCA) Labor Office resolved to pay him a compensation fee of Shs11m on top of meeting his hospital bills.

He was asked to hand in a resignation letter which he did on October 15, 2015.

“They paid me Shs 4m in cash, and later paid me Shs 7,680,000 after three months. I was desperate, having learnt that I was never going to be able to work, so I accepted the payment without seeking counsel,” he noted.

“Upon seeking counsel, I was advised that the compensation was not enough based on the magnitude of my injury and the circumstances under which I was injured. Currently, I am unable to do anything for my family which solely depends on me. I am being evicted from the house I stay. My landlord says I am crippled and wonders where I will get money to pay my rent,” wept Bamugemereire.

“Currently, I am depending on a few family members who can afford to send me some money for food but I can’t rely on them for my rent and my kids’ school fees. These were never my worries before this accident happened.”

Demands Shs 550 million

Bamugemereire, through his lawyers of Arthur Mwebesa and Company Advocates has written to Muttico Technical Services seeking compensation of Shs 550 million, arguing that the money would enable him live a normal life without work since his injuries and incapacity are permanent.

In a letter dated July 25 2016, which ChimpReports has seen, Bamugemereire’s lawyers also warned that failure to adhere to their demands would leave them with no option but to seek redress in court.

“Should you fail, reject, or ignore to adhere to this demand, you’ll leave us with no option but to seek legal redress for compensation together with damages, interest and costs,” the letter reads.

Muttico Responds

When asked about the claims, Moses Muwalampye, the Managing Director of Muttico Technical Services said that the company has done all it can to compensate the victim but he keeps demanding for more money.

“We are tired of that man. We paid him money, he ate it and now he is coming back asking for more,” Muwalampye told ChimpReports on phone.

“We paid him his compensation of Shs11m as was directed by the labor office and he left the company. Why is he not telling the truth? We have the papers which came from KCCA and he signed on them himself.”

Asked about the alleged offer to give Bamugemereire an office job on recovery, Muwalampye said that there was no office they could give to “a person who did not go to school.”

Earlier in March, another employee of Muttico Technical services, Brian Gavamukulya was electrocuted while installing a transformer at Kasiiso trading center in Luwero District.

Gavamukulya sustained several burns all over the body when power was erroneously restored after a planned shutdown.

Rio Olympics: Kiprotich Out to Defy Odds

Four years ago, a few people gave chance to Stephen Kiprotich to win 2012 Olympics marathon in London. The 23years old, beat favorites Wilson Kipsang and Abel Kirui to cross the finish line in prime position.

That simply cemented his legacy not only as one of Uganda’s best athlete ever but also a force to reckon with in the marathon history. He followed the Olympic gold with a World championship gold medal in Russia in 2013.

Fast forward, Kiprotich will be running against history today in Rio as he seeks to become only the third man to win the Olympic Marathon gold medal back to back, a record that has stood for 36years since Germany’s Waldermer Cierpinski in 1980. Cierpinski had also won gold at in 1976. The first athlete to attain the feat was Ethiopia’s Abebe Bikik who won in 1960 and 1964.

Since last year, Kiprotich has run in three marathons two in Tokyo and the 2015 Worlds. He posted a personal best 2:06:33 at last year’s Tokyo Marathon where he finished second before coming sixth at the 2015 Worlds clocking 2:14:42. In April this year Kiprotich finished fourth in Tokyo at 2:07:46.

However, it will not be a walk in the park for Kiprotich with a host of other runners who have posted better times in the last 2-3 years. Kenya’s trio of Eliud Kipchoge, Wesley Korir and Stanley Biwott has been looked at as favorites.

Besides, the Ethiopian trio of Tesfaye Abera, Lemi Berhanu, Fayisa Lilesa are not far from the medal bracket. 20 year old Ghirmay Gheberslassie from Eriteria is the other name you cannot write off.

Kenya’s Kipchoge has been regarded the overwhelming favourite to win in Rio. The second fastest man in Marathon history at 2:03:05, Kipchoge has had a blistering experience in marathon since changing from middle distance races in 2013.

Already having tested success in Olympics winning silver and bronze in 5000m in Athens 2004 and Beijing 2008 respectively, the 31 year old runner has posted incredible times in marathons.

In his short career into marathon, Kipchoge has won six of the total seven marathons he has run including winning the London Marathon in April this year.

The other Kenyans, Biwott and Korir, the Member of Parliament for Cherangany Constituency are not far from Kipchoge in terms of speed. Biwott finished second behind Kipchoge in the London Marathon clocking his personal best 2:03:51.

Ethiopia’s Tesfaye Abera has also had an incredible year with his personal best of 2:04:24 at the Dubai marathon.

Fellow countryman Lemi Berhanu won the Boston Marathon in April this year and at just 21 years, he has a personal best of 2:04:33 registered at the Dubai marathon.

Kiprotich will be joined by Solomon Mutai who won bronze in Beijing 2008 and Jackson Kiprop as the three Ugandans that will be competing in the closing event of the track and field activities at the 2016 Rio Olympics.

Jinja Municipal Council Hippos have lodged a complaint to FUFA questioning the registration status of left foot winger Isaac Muleme at KCCA FC, ChimpSport has learnt.

Muleme came in as a substitute in the 70th minute replacing Brian Majwega in KCCA FC 2-1 win over their Jinja counterparts on Friday at the Philip Omondi stadium, Lugogo.

However, sources close to JMC told this website that they are questioning his eligibility to feature in that claiming he wasn’t cleared by SC Villa.

“We had received a letter from the CEO Mr. Edgar Watson that barred Muleme and several other Ex- Villa players from featuring for other clubs until their issues with Villa were sorted,” the source that preferred anonymity said.

She added, “He played against us and thus want to know his status because SC Villa had not released him officially.”

Cleared or not Cleared?

ChimpSport tried to reach Fufa competitions and also the communications managers but they couldn’t pick calls to clarify.

However, the CEO of the Uganda football Players Association Mr. Paul Mukatabala said that Muleme and the other players had been cleared to play for other clubs by the status committee.

“Six players brought the case to us (UFPA) for help. We petitioned the Fufa Players Committee which handles these disputes and when that Committee sat, it released these players,” he said.

“Villa appealed the ruling but again the Fufa Appeals Committee upheld the players’ status committee decision. That ruling negates the earlier letter from CEO’s desk.”

The other players released are Mugabi Jonathan, Katende Midi, Sebwato Nicholas, Kasibante James and Ssebuliba Abdul.

Taxi drivers and park authorities in Mbarara town last week stormed the Municipal council amidst a heated debate on the controversial leasing of the taxi park.

On Friday it emerged during the council sitting, that the newly elected mayor Robert Kakyebezi had singlehandedly leased the park to Mbarara United Taxi Operators and Conductors Union (MUTOCU) without the councilors’ knowledge.

The aggrieved councilors furiously asked the mayor how much and for how long the park had been handed to the association.

Mayor Robert Kakyebezi frankly answered that he leased the park for 5 years to MUTOCU.

This infuriated the council members who stressed that the deal was against the Local Government Act which stipulates such a lease must be for only one Financial Year, subject to renewal.

“One Norbert Semusu wondered how the mayor could take the powers upon himself without seeking a legal opinion.

Councilors were also perplexed to hear that the park was tendered at a reduced cost of Shs 12million, down from the usual 16million.

“The mayor takes himself to be the Alpha and Omega here. He wants to do everything by himself and that cannot be tolerated,” added another councilor Robert Bushweta Kakoma.

The councilors later on unanimously resolved to have the taxi park lease revoked.

When this information reached the MUTOCU leadership the following morning, they stormed the Municipal council hunting for the Town Clerk and the District Speaker who they accused of misleading the council on the matter.

Asked about the controversy, Mayor Kakyebezi said her would not sit back and watch business in the municipality stalling.

He promised however, to work toward consenting with councilors to bring them to his side in the future.

Fear as Gun Violence Rocks Northern Uganda

Uganda Police Force has expressed concern over the increased cases of armed robberies and violence in Northern Uganda especially Acholi-Sub region, calling for robust interventions to contain the situation.

Deputy Police Spokesperson Polly Namaye told reporters at a press conference in Kampala on Monday “incidents of armed robbery had persisted in Acholi Sub-region that required exhaustive security counter-measures.”

For example on August 14, unknown thugs armed with SMG robbed a shop at Lamit Village, Pager A Parish in Kitgum Municipality.

They fired three bullets in the air before taking off with an unspecified amount of money.

On the same date, a Boda boda rider only identified as Oloya, resident of Paibon Parish; Layamo Sub County was attacked by unknown thugs who hired him to take them to Amida Sub County, Kitgum District.

They hit him with a hammer and took off with his motorcycle.

Further on that same date, unknown thugs armed with a pistol attacked one Alice Oyella, resident of Tacho Village in Patongo Town Council, Agago District.

Police investigations indicated that the thugs had expected Oyella to have come from Kampala with money for her construction work at home, but did not find any.

On August. 12, three suspected thugs identified as John Muloni, Richard Adagwa and Ivan Kidega Ivan attempted to rob Stanbic Bank Kitgum branch only to be stopped by police.

The three suspects have since been arrested, with police expecting them to have a hand in the region’s increased gun violence.

The northern region endured over two decades of a bloody conflict that left thousands dead and many others traumatized.

While government undertook a massive disarmament exercise in the region, ChimpReports understands many guns remain in the hands of civilians and former combatants.


9 Important Tips on Preventing Cancer

With a population of 34 million (UBOS – 2014), Uganda has one of the highest rates of cancer in the world.

The two hardest-hit groups are children under the age of 12 and middle-aged adults.

Nearly one-third of patients diagnosed with cancers are infected with HIV.

Researchers say six out of 10 of the most common cancers in Uganda are caused by infectious diseases.

The Uganda Cancer Institute reports that 3,915 cases are registered annually, highlighting the seriousness with which the nation should combat the disease.

There are no proven ways to prevent cancer, but you can reduce your risk of getting it.

According to Cancer Research UK, 4 in 10 cancer cases can be prevented, largely through lifestyle changes.

It will help to lower your risk of cancer if you do the following:

Eat a healthy, balanced diet

Stories about various foods and diets linked to preventing cancer are often in the news. This is because a lot of research is going on into diet and cancer. However, it isn’t easy to study the link between diet and cancer, because there are so many different factors involved, and cancer can take years to develop.

No single food or supplement can prevent cancer from developing. Overall, research shows a link between eating certain groups of foods (rather than any specific foods, vitamins or nutrients) and a reduction in cancer risk.

Eating a healthy, balanced diet may lower your risk of developing cancer. Try to consume a diet containing:

  • At least five portions of fruit and vegetables a day
  • Plenty of bread, rice, potatoes, pasta and other starchy foods: choose wholegrain foods where possible, as these contain more fibre
  • Some meat, fish, eggs, beans and other non-dairy sources of protein
  • Some milk and dairy foods
  • Just a small amount of foods and drinks high in fat or sugars, such as cakes, crisps and biscuits

Eating a healthy, balanced diet will help your body get all the nutrients it needs.

Fibre and cancer

Evidence consistently suggests that eating plenty of fibre can reduce the risk of bowel cancer. Diets high in fibre can help keep your bowel healthy and prevent constipation.

Fibre-rich foods include wholegrain pasta, bread, breakfast cereals and rice. Pulses, fruit and vegetables are also good sources of fibre.

Red and processed meat

Meat is a good source of protein, vitamins and minerals, such as iron and zinc. However, evidence shows there is probably a link between eating red and processed meat, and the risk of bowel cancer.

People who eat a lot of these meats have a higher risk of getting bowel cancer than people who eat small amounts.

Beef, pork and lamb are all red meat. Processed meats include bacon, sausages, salami and ham.

If you eat more than 90 grams of red or processed meat a day (the equivalent of about three thin-cut slices of roast beef, lamb or pork, where each slice is about the size of half a piece of sliced bread), it is recommended that you cut down to 70 grams.

Beta-carotene supplements

Beta-carotene, often found in antioxidant supplements, has been found to increase the risk of lung cancer developing in smokers and people who have been heavily exposed to asbestos at work.

It is possible that taking large amounts of beta-carotene supplements would also increase the risk of cancer in other people.

Maintain a healthy weight

In England, over 60 percent of the population is overweight or obese. Being overweight or obese can increase your risk of some cancers, such as: bowel cancer, pancreatic cancer, oesophageal cancer, breast cancer if you are a woman who has been through the menopause; cancer of the womb (uterus) and kidney cancer.

Being a healthy weight can reduce your risk of developing cancer. You can find out whether you are a healthy weight by using the BMI healthy weight calculator.

Stay physically active

There’s evidence that being physically active can reduce your risk of bowel and breast cancer, and also endometrial cancer (cancer of the lining of the uterus).

It’s not known exactly how physical activity reduces the risk of these cancers, but research shows that regular exercise helps to keep your hormone levels healthy.

Having high levels of some hormones can increase your cancer risk.

Physical activity also helps you to maintain a healthy weight, which in turn reduces the risk of cancer.

It is probably a cause of other cancers as well, such as colorectal cancer in women and liver cancer.

To reduce the risk of harming your health if you drink most weeks: men and women are advised not to regularly drink more than 14 units a week; spread your drinking over three days or more if you drink as much as 14 units a week.

Use the drinks checker to find out how many units are in different alcoholic drinks.

Stop smoking

Lung cancer is responsible for around a quarter of cancer deaths in the UK, and 90 percent of lung cancer cases are related to smoking.

“Stopping smoking greatly cuts the risk of developing cancer,” says Hazel Nunn, Cancer Research UK’s health information officer.

“The earlier you stop, the greater the impact. But it’s never too late to quit. People who quit smoking at 30 live nearly as long as non-smokers and those who quit at 50 can still undo half the damage.”

Protect your skin from sun damage

Taking care in the sun so that you don’t get burned is important for preventing skin cancer.

Spend time in the shade between 11am and 3pm; make sure you never burn; Cover yourself up with a T-shirt, hat and sunglasses; take care not to let children get burned and use sunscreen with a sun protection factor (SPF) of at least 15.

Keep an eye on any moles or freckles you have. If they change at all (for example, get bigger or begin bleeding), see your GP, as this can be an early sign of cancer. The earlier skin cancer is caught, the easier it is to treat, so see your GP as soon as possible.

But always remember we need sunlight on our skin so that our bodies can produce vitamin D, which is essential for healthy bones

Know your body

It’s important to know your body and recognise any potential symptoms of cancer, such as lumps or unexplained bleeding, and to get advice about whether they might be serious.

Minister Mateke Leads Pro-Kayihura Protests in Kisoro

Dozens of residents on Monday held a peaceful demonstration against the prosecution of the inspector General of police General Edward Kale Kayihura.

Led by the State Minister for regional cooperation Dr Philemon Mateke, the people that included opinion and local leaders walked through the streets of Kisoro town as they protested the prosecution of their son Gen Kale Kayihura that doubles as the national police head.

Kayihura is charged together with seven of his top commanders for alleged violation of the rights of opposition supporters.

Dr Philemon Mateke, The State Minister for regional cooperation while addressing the demonstrators at Kisoro Mayors Garden, said that the charges against Gen .Kayihura are aimed at intimidating and scaring the police force from doing its noble duty of keeping law and order in the country.

“I am asking the Director of Public Prosecution and the courts of law to throw out the case against General Kayihura by the opposition, Said Dr Mateke.

Mateke warned that if the courts and the DPP insist on prosecuting the police boss, they are to walk to Kampala and request to be charged together with their son. He noted that whatever Gen Kale Kayihura is doing, he does it on behalf of the state and therefore it’s should be the state to be taken to court in case anybody is aggrieved with the actions of the police.

5 Die as Boat Capsizes in Lake Bunyonyi

At least five people from the same family have drowned in Lake Bunyonyi, one of the deepest water bodies in Africa.

Lake Bunyonyi lies in south western Uganda between Kisoro and Kabale close to the border with Rwanda.

Rubaya Sub-county LC 3 chairman, Canon Enock Kazooba said the incident occurred at around 5:20pm on Monday at Kabirago, Ndarura village in Rwanyana parish, in Kabale district.

The family was returning home after attending a wedding in Rushebeya, Kamuganguzi Sub-county when their boat was struck by rapid waves.

“The boat capsized, killing all the five occupants,” Kazooba told ChimpReports.

He identified the deceased as Thanks Turyagumanawe, his wife Roy Mukamaasimwe and their 3-year-old daughter, Desire Turyagumanawe.

Turyagumanawe’s sister-in-law, Catherine Phiona and her 2-year-old child Gracias also died in the boat accident.

Kazooba said only Desire’s body has been recovered, urging patience as police search for the rest.

AUPL: URA Eye 5th Home Win Over Bul

URA FC and Bul FC registered identical barren draws against new comers Kirinya Jinja SS and Proline FC on Friday in their respective season openers.

The two go head to head on Tuesday in Lugazi in search of their maiden campaign victory.

Bul FC grabbed their first win over the tax collectors through Milton Kalisa’s 27th minute penalty. The match later ended in a soaked stadium following heavy rains during the break.

Kefa Kisala’s side had picked a similar 1-0 win at Lugazi on August 20th 2015 courtesy of Oromchan Villa’s strike in the 18th.

The two have met ten times in the league with the tax collectors claiming half of them. In fact URA have won four of the five games against the Jinja side.

Trouble seemed to have sneaked in Kisala’s camp after new striker Bogota Labama failed to make the squad. The front pack missed several crucial chances to kill off the game at Bugembe. But coach Kefa promised a better show at home.

“We wasted very important chances (against Jinja SS) but we have to work on that before our next game because if you’re in contention for trophy, then you got to start winning early,” he said.

BUL are not any better with newly hired coach Frank Anyau decrying his blunt attack. Anyau believes his side can pick a win as long as they score goals.

“We are not worried of our opponent URA, We are worried of ourselves for not putting the ball in the back of the net. If we score goals then we shall beat them. Nothing else”

Edgar Luzige and Philip Sempiira are out due to fitness. If selected Deo Othieno, Derrick Walulya and skipper Augustine Nsumba will be facing their former side URA.

Civil Society Launches Campaign for Inclusive Implementation of SDGs

Civil society organizations in Uganda have launched a nationwide campaign focused on advocating for inclusive implementation on the globally adopted Sustainable Development Goals (SDGs), Chimp Corps report.

The campaign dubbed ‘Tondeka Emabega’ (implying leave nobody behind) will entail numerous dialogues in remote areas across Uganda whose needs are often sidelined.

‘Tondeka emabega’ also seeks to voice the concerns of special interest groups such as the children, youth, immigrants, women, the elderly and the physically incapacitated among others.

Addressing a press briefing Tuesday morning, the Executive Director Uganda National NGO Forum, Richard Ssewakiryanga said civil society organizations will track and report all achievements of SDGs.

“Dialogues will build a momentum for all citizens across Uganda to participate in the implementation of the SDGs. We want to advocate that the economy works for every Ugandan so that we can reduce poverty and inequality,” he said.

The campaign calls to action human rights activists, leaders, NGOs and other stakeholders especially politicians to be accountable towards their commitments and ensuring that there is equal distribution of resources as well as service delivery.

Further expounding on the campaign intentions, Ssewakiryanga said; “The campaign is not just activities but we shall record the voices of these sidelined groups and ensure their views reach the leaders. We shall document ways in which they have been left behind and what they are doing to catch up with the rest plus the support they require.”

Patrick Mwesigye, a youth activist, spoke about the plight of the youth in Uganda highlighting high levels of unemployment and lack of access to finance as part of the critical challenges.

Proponents of the campaign make plea to the global community to ensure sufficient financial flows including foreign funding and to tackle unfair tax systems.

They also want illicit money laundering from African states put to check.

Sustainable Development Goals were adopted by UN member states in 2015 with a set of 169 targets that will guide the global development agenda within the next 15 years.

They include; quality education, good health, gender equality, clean water, decent work and elimination of poverty and hunger among others.
