Kabale University Sued By Staff Over Nonpayment

The wrangles between Kabale university staff and the administration over nonpayment of their salaries have taken another twist, with the former deciding to drag the institution to court.

The staff under their association Kabale University Academic Staff Association are accusing the university council of holding onto their six month salary.

The staffers, totaling123, through their lawyer Justus Muhangi of Muhangi Justus and Partners’ Advocates have already served the Attorney General, University Council, the taskforce Kabale University, and the University Secretary Kabale University, with letters of intention to sue.

These say they have not been paid their six months accumulated salary arrears in their respective scales yet the university is advertizing for their positions as vacant.

Since the university was taken over by government recently, the staff members are concerned that no official communication has been made on their employment status.

The staff members now want court to give an order their salary arrears be deposited on their respective accounts and that their clients continue as employees of Kabale University without being laid off.

The intended suit is to be filed within 14 days from the serving date.

Ephraim Manzi Tumubweine the University chairperson however denied claims that the staff members posts have been advertized externally, adding the advertisement was only internal.

He says a validation process will follow and those that will be found unsuitable will have to be released.

Uganda’s performance at the ongoing Olympic games in Rio de Jenairo remains awful after another disappointment when long distance runner Juliet Chekwel failed to finish in the 10000metre finals on Friday a race won by Ethiopia’s Almaz Ayana who set a new world record at 29:17:45.

Chekwel who dropped out after 24 laps joined the trio of boxer Kenneth Katende, swimmers Jamila Lunkuse and Joshua Ekirikubinza who also failed in their respective categories.

Focus now shifts as three other Ugandan athletes will be in action today (Saturday). Boxer Ronald Sserugo, youngster Joshua Cheptegei and Peruth Chemutai will be seeking to change the precedent set by the four Ugandans who have competed so far, with the quartet failing to progress or winning.

Sserugo will fight against Armenia’s Nirek Abgaryan in the Flyweight (52kgs) round of 32 about at 4pm. The 31 year old boxer alias “the thunder” will be making his second appearance at the Olympics since his maiden show in Beijing in 2008 where he lost in the first round. He faces Abgaryan who won silver at the European Olympic qualifiers in June.

The other Ugandan in action today is Joshua Cheptegei who will compete in the 10,000metres final. Cheptegei will face stiff competition from Kenya’s Geoffrey Kamworor and defending champion Mo Farah.

Peruth Chemutai will also compete in the 3,000metre steeplechase semifinals.

Struggling Startimes Falcons finally returned to winning ways after an emphatic win over Our Saviour on Friday at Lugogo Indoor stadium.

Falcons who have had a torrid season that has seen them languishing in the drop zone winning just two games before the game against Our Saviour pulled off a wonderful performance to win 80-67.

Stephen Omony orchestrated the damage on the Kikoni based side scoring a game high 28 points though the show belonged to Frank Karoro who had 23 points for Falcons with six 3s.

Our Saviour started strong taking the first quarter 17-15 but a resilient Falcon cut the deficit to just one point to 30-29 going into half time.

After recess, the six time champions went on rampage winning the third quarter with the scoreboard reading 50-45 before eventually holding on to win 80-67 in the last quarter.

The result means Falcons win their third game in the season making it 3-10 while Our Saviour who were playing their first game since the start of the second round are 8-5.

In the other game played,Nick Natuhereza’s UCU Canons defeated fast fading Ndejje University Angels 61-38.

Middle East Consultants (MEC) Limited, a consultancy and recruitment company in Uganda has Sunday morning sent off a total of 78 youths to work in the United Arab Emirates (UAE) and Qatar.

According to the MEC Managing Director, Gordon Mugyenyi, jobs have already been reserved for all the 78 that left Entebbe on Sunday morning, to work as security guards. He said that 51 were headed to Qatar’s capital Doha while 27 were headed to UAE.

During the final briefing and sendoff ceremony held at the company’s Muyenga offices, Mr Mugyenyi advised the youths to go and concentrate on what is taking them (to work).

“Do not go and forget where you have come from. Concentrate on what has taken you which for all of you is to work. The conditions maybe a little different from what you have been used to, but we have briefed you thoroughly and are confident you will handle,” he said.

“After you have made your money, don’t forget the families you left behind. Don’t forget the parents and your wives that sacrificed all they had so that you could go.”

Mugyenyi also advised parents who had escorted their children not to pile a lot of pressure on them before they can settle down saying that it could cause the child to cut communication with them.

“Parents should allow their children atleast three months so they can settle down before starting to ask them to send money home. If you put your children on pressure, it causes them to change numbers and then you will start thinking your child died or has been harmed.”

Responding to the claims that Ugandans who are taken to Middle East countries are mistreated and brutalized, he said that those cases are common if the workers do not go under a registered company.

“Those things happen if someone is taken by un recognized companies. Middle East Consultants follows the law and is registered under the ministry of labor.”

He noted that “illegal recruiters give you business and tourist Visas to go and look for a job. At the expiry of the Visa, desperate Ugandans end up in prostitution and being house maids where they are man brutalized.”

He urged the public to differentiate illegal recruiters and licensed companies by seeking advice from the Ministry of Labour.

Allan Taremwa, one of the youths, also leader of the team going to UAE told ChimpReports that he was excited at the opportunity and that he hopes to save enough money to start his own business in Uganda.

“Personally, I have been working as a data clerk at USAID Mbarara but I have been earning a meager salary. This is a chance for me to save enough money and open my own business in Uganda at the end of my contract.”

Kabale Student Shot Dead in Premier League Scuffle

St. Mary’s College Rushoroza is engulfed in grief after one of their students was shot dead last night following an a fight over an English Premier League game.

Allan Ntunguka, a Senior Four Arts student at the school who hails from Ikumba Sub County in Rubanda district was shot during a scuffle between students and police.

Chimpreports has heard that during the English Premier League match between Arsenal and Liverpool at around 6:30, the S3 students entered the TV room and tried to hijack the front seats which were already occupied by other students.

A fight erupted.

The teacher on duty when things got out of control decided to call in the police to calm the situation. The police while firing in the air accidentally shot Ntunguka in the shoulder.

He was rushed to Rushoroza Health Centre IV, bleeding profusely and the facility could not handle him. He was immediately referred to Kabale Regional Referral hospital where he was pronounced dead on arrival.

Elly Maate, the Kigezi region police spokesperson says that police has commenced investigations into the matter.

Maate identified the officer who shot the student as PC Job Musawo number 59592, attached to Rushoroza police post in southern division Kabale Municipality.

After the incident, Musawo took off and police has launched a man hunt. The case has been registered at Kabale police station under file number SD42/14/08/2016.

Makerere University Students Clash With Police Over Campus Closure

Makerere students have Monday morning commenced a strike demanding for the immediate opening of the university.

The students strike was announced last week when the university management declared closure of the campus over an ongoing staff strike.

The striking students are being led by the acting Guild President Jothan Burubuto and Makerere KCCA Councilor Doreen Nyanjura.

The Makerere Vice Chancellor announced last Friday that the University would be closed until further notice, following the persistence of a support staff strike that started two weeks ago.

The staffers want their pay enhanced as promised by government and have since rejected proposed concessions by the Education minister Janet Kataha Museveni.

Police today deployed heavily at the campus as the students planned to march peacefully to Parliament.

They say they want to meet and speak to the education minister themselves.

“We have been pushed to the option we wouldn’t have loved to take because Makerere is for the Alumni, our sons and daughters, so we will stand to fight for it.” Burobuto said

The angry students have been preparing for what has been termed as “Red Monday” since last week.

Meanwhile the students and police have disagreed on the means to get to parliament for they want to walk their while police is offering them buses for transportation.

Two students of Rukungiri High School located in Rwakabengo Southern Ward Division Rukungiri Municipality are being detained at Rukungiri central prison over aggravated robbery.

Brian Twinamatsiko S.6, Davis Tuhimbise S.4 and one Darius Musiimenta who is still on the run are said to have on Thursday last week waylaid one Caleb Kyarimpa, the owner of Peoples Bar Rwenkuba cell, Rwakabengo Sub County as he was going home and robbed him of 1.8 million shillings.

Crested Cranes sharp shooter Sandra Nabweteeme has landed in USA ready to join South Western Oklahoma State University where she was offered a talent based scholarship. She is expected to take Mechanical engineering.

The university based in Weatherford, named Sandra among the 23 to guide the team in next season’s women university league set to kick off on 1st September.

Their first game will be against the University of Central Missouri at the Swosu Soccer field in Oklahoma.

Sandra has been lethal in the local fronts where she led Kawempe Muslim Ladies FC to a double league triumph in 2014/5 and 2015/6 season.

“We would like to wish our captain Sandra Nabweteme success on her journey to Southwestern Oklahoma State University for further studies,” an official message from Kawempe partly read.

“She has been a very outstanding player for all her life with us and she will always be remembered and always cherished by the Club.”

She has scooped the golden boot twice scoring 17 in the first and 23 last season. Sandra was crowned the female player of the year 2015.

Team Uganda is yet to win a single medal at the ongoing Olympic games in Rio de Janeiro. And every passing day, the number of participants continue to decrease failing to progress or win, the latest being Joshua Kiptegei who finished sixth in the 10,000m  finals a race won by Britain’s Mo Farah.

Jacob Araptany and Benjamin Kiplagat will be in action on Monday in the heats of the 3000 metre steeplechase.

Kiplagat will come first in heat 1, lane 14 wearing jersey number 3016 at 4:25pm (local time) while Araptany will come later on in heat 3, lane 1 wearing jersey number 3014.

Kiplagat will face defending champion and two time Olympic medalist Ezekiel Kemboi and Ethiopia’s Amare Hailemariyan knowing that only the top three in each category/heat qualify for the finals.

On the other hand, Araptany will be up against another Kenyan, Kipruto Conseslus who has won all five IAAF diamond league competitions this year with a personal best (PB) of 8:00:02.

Kenya have dominated the 3000metre steeple chase for the last 36 years with gold medalists coming from no country other than Kenya.

Kemboi won the gold medal in Athens in 2004 and London in 2012 while fellow countryman Brimin Kipruto who will be in heat 2 won gold at Beijing Olympic games in 2008.

State Secretly Plans to Charge Muslim Murder Suspects for ‘Aiding ADF’

One of the lawyers representing the 32 people accused of masterminding the killing of Muslim clerics in various areas throughout the country has said the state is secretly preparing fresh charges for them, relating to Allied Democratic Forces.

Over 30 people were arrested from Uganda and abroad and charged with terrorism and murder in relation to the 2014 and 2015 killings of Muslim clerics including Sheikh Mustafa Bahiga, (Bwebajja) Sheikh Abdhukhadir  Ductor Muwaya (Mayuge) and Sheikh Hassan Kirya(Bweyogerere)

The suspects include Sheikh Yunus Kamoga, Sheikh Siraje Kawooya, Abdulsalam, Abdulhamid Sematimba, Rashid Jingo, Twaha Sekkitto, Yusuf Kakande alias Abdallah, Sheikh Murta Mudde Bukenya, Kakim Kinene Muswaswa, Muzamilu Kasawuli, Arafa Serunjoji, Badru Bukenya, Alex Okot, Joseph Olanya, and Amir Kinene.

Others are Charles Okidi, Sheikh Fahad Kalungi, Pte Arajab Mubajje, Aisha Nakasibante,  Issa Matanda,  Abdul Ratif Byamukama, Asadu Ssemwongerere, Yusuf Sentamu, Solomon Kibirige, Safiyi Wadwali,  Swafi Shafi, Hamuza Kasirye, , Robert Bampikye, Muhamadi Kalodo, Musa Isa Mubiru, Ismail Ssentongo and Iga George William.

However on Monday, Twaha Mayanja, one of the defense lawyers told the pre-trial hearing session at the High Court in Kampala that he has been informed by the suspects that they are scheduled to appear before the Chief Magistrates Court to be charged afresh.

“I have been informed that 16  of the 32 suspects are to be charged afresh of  aiding and abetting ADF at the Nakawa Chief Magistrates Court on Wednesday,17,August,”Mayanaja told court.

“The suspects have been notified through production warrants but their lawyers know nothing formal about it.”

He said that there was no need of charging them afresh since the same charges are contained in the earlier indictment; stressing it was wrong for the state to continue violation of his clients’ rights.

“We (defense lawyers) see it as a violation of their rights with ill motives by the state.”

The justice Duncan Gaswaga however advised the lawyer to formally complain the matter to the Director of Public Prosecutions before it is too late.

UCC: Foreign Trips Key for Uganda Communication Sector’s Growth

The Uganda Communications Commission (UCC) has broken silence on spending millions of shillings on foreign travel, saying it’s provided by law and that benefits of engaging international communication agencies and players surpass the cost of the trips.

The media last weekend reported that large sums of money from UCC were blown on foreign trips by its officials and other senior government bureaucrats.

UCC Communications Director Fred Otunnu told ChimpReports on Monday afternoon the regulatory body cannot operate in isolation if government is to adopt the trending international technology practices.

“The law (Section 5 (1) (Q) of the UCC Act) mandates the Commission to represent Uganda’s communication sector at national and international fora and organisations relating to its functions,” said Otunnu.

He pointed out that UCC officials are obliged to attend international conferences as they also coordinate the participation of other interested groups such as MPs, academia and civil society.

Uganda, represented by UCC, is a member of several international communication organisations including Universal Postal Union, Pan Africa Postal Union, African Telecom Union, Commonwealth Telecom Oraganisation, International Telecom Satellite Organisation and East Africa Communications Organisations.

“These organisations hold meetings in various parts of the world which we are obliged to attend,” said Otunnu.

Asked why UCC officials do not attend fewer meetings, Otunnu pointed out that the conferences are very important.

“For example there are study group meetings such as ITU which are technical in nature. They are aimed at doing detailed analysis of technology, future technology and equipment numbering among other things. We have to keep up to date,” he elaborated.

“We also have conferences for peer-to-peer discussions and exhibitions of technologies. The recent ones were held in Dubai, Thailand and Geneva.  You can’t develop a country’s communication technology sector without attending these important exhibitions.”

Otunnu gave the example of the GSMA, a global body that represents mobile operators worldwide and holds annual meetings in Barcelona, Spain.

The conference is usually graced by regulators and policy makers for discussions.

Government has in recent years emphasised the need for frugality in government departments especially in regard to foreign trips.

Asked to explain the travel of ministers to these conferences, Otunnu said they are obliged to attend the plenipotentiary meetings.

Then ICT Minister Ruhakana Rugunda in 2012 led the Uganda delegation to ITU World Telecommunications Development conference in Dubai and also Universal Postal Union Congress in Qatar.

His successor John Nasasira led the Ugandan delegation to South Korea for the International Telecommunications Union (ITU).

He was accompanied by lawmakers and other government officials who mobilised support for Uganda’s election to the body’s top leadership.

Pressed to explain how Ugandans benefit from such fora, Otunnu said the participation has seen the country secure re-election on the council of the influential ITU.

This is an agency of the United Nations (UN) whose purpose is to coordinate telecommunication operations and services throughout the world.

Uganda was as well re-elected to the African Telecommunications Union as a council member.

Otunnu said not only does Uganda’s seat on the international bodies help shape their policy decisions but also empowers policy makers, MPs and authorities to obtain a good grasp of global trends in communication.

“A good example is the study groups which enhance the technical capacity of government to understand and be part of the process that develops regulatory standards in technology. Uganda is on the top leadership of study group 17 and 18 which deal with cyber security,” said Otunnu.

Some of the benefits that accrue from strong cyber security systems, said officials, include protecting computers, networks, programs and data from unintended or unauthorized access, change or destruction.

Otunnu stated that being a Council member of international communications organisations helps Uganda influence decision to sway technical assistance in its favor.

He cited the National Postcode and Addressing System Project being implemented in collaboration with Universal Postal Union.

The project is aimed at developing a Postcode system for Uganda; providing a standardized and accurate addresses for all dwellings; facilitating of e-commerce by ensuring that a customer who orders for goods on line (electronically), has a physical address where those good can be delivered; enabling of better tax levy especially property tax / ground rent when all the properties are easily identifiable by location and ownership; reinforcing of national and international security by easily locating premises; and ensuring better dispatch emergency services due to definite location identity by use of an address.

“Uganda piloted this project because of our participation in many meetings abroad,” said Otunnu.

He further cited the cyber security equipment established at UCC in collaboration with ITU.

The Computer Emergency Response Team (CERT) is worth billions of shillings.

“Here you are sure of obtaining an original and dependable system planted by certified consultants with whom ITU works,” said Otunnu.

He also said due to engagements with several agencies abroad, Uganda has been hosting many conferences here in Kampala on environment and security among others.

“In 2013, Ugandans travelled to Germany to demonstrate our ability to host the e-learning Africa Conference that would later attract over 1,000 delegates. This is good for tourism, economic growth, exchange of information and raising Uganda’s stature on the global scene.”

Regarding reports that big sums of money were paid for air tickets for travelling officials, Otunnu responded; “That’s a cumulative figure for many air tickets put in one LPO and paid off on one day. There has never been any payment of Shs 150m for a single ticket for anybody as reported by the media.”

Otunnu observed that the benefits of attending foreign functions surpass the costs of officials’ travel.

Mbarara School Burnt as Students Clash Over Tribal Supremacy

Students at Welden School in Mbarara Municipality last night turned unruly and burnt down one of the boys’ dormitory following a tribal conflict in the school.

The Police fire brigade unit from Mbarara police station was called in the night to put out the flames but was unable to save most of the student’s belongings which were burnt to ashes.

By the time Chimpreports arrived at the school on Monday morning, smoke was still billowing from the burning dormitory and broken glass littered at the school.

The administration decided to close the school and sent all students back home.

One of the students at the school told us that the students have been recently involved in tribal based clashes.

The student who preferred anonymity says the Bahima students together with those from neighboring Rwanda have been working together to undermine the other students.

He said a strike has been simmering on these grounds for weeks. The school administration was informed about this concern but did not make any significant intervention.

Contacted on this matter however, the school director, Elias Sempa, told Chimpreports that he could not conclusively link the fire to these allegations, adding that investigations have just commenced.

“We have been forced this morning to send all the students home so that we get time and space to investigate the cause of the fire because our students have been calm,” he said.

The director says that fire was started by a group of students at around 8:30pm when the others were in the TV room watching football.

The dormitory which was set ablaze, he said, was housing up to 320 students.

He added that police was called in to save the structure but they were not quick enough, and that the entire building was razed down.

Out of fear, all the students in the other dorms spent the night outside.

Sempa estimates that property worth about 50million shilling went up in flames.

Uganda’s hopes of getting the first medal at the ongoing Rio Olympics have been revamped as middle distance runner Jacob Araptany qualified for the finals of the 3000metre steeplechase final.

Araptany who was in heat 3 finished second behind Kenya’s Conseslus Kipruto clocking 8:21:52.

Araptany began on a high, hitting the front in the first lap. He kept within the top for the rest of the race but Kenya’s Kipruto geared past him towards the finish line to win heat 3 posting 8:21:40

It was sad news for the other Ugandan in the race, Benjamin Kiplagat who could only finish a distant seven in heat 1 clocking 8:20:25.

IGP Case Isn’t Politically Motivated – Lawyers

A Group of lawyers that dragged the Inspector General of Police Gen Kale Kayihura to court have Monday reiterated that contrary to the views of certain sections of the population, their case is not politically motivated.

The lawyers emphasized that no political leader motivated them to take the IGP to court to answer to alleged police brutality.

The lawyers under their umbrella body the Network for Public Interest Lawyers (NEPTIL) dragged Gen Kayihura together with seven of his top commanders to the Makindye Magistrates Court to respond to the accusations that the force was persecuting opposition supporters.

Kayihura who was expected in the court last week did not show up, and instead hundreds of his supporters stormed the court premises angrily protesting against the court case.

The lawyers under NEPTIL while addressing press on Monday at Makerere University stressed that their case against the IGP has no political bearing.

Following the resentment that was shown by Kayihura’s supporters at the court, the lawyers felt the urge to clear the air.

According to Patricia Atim the senior clinical instructor at NETPIL, this group is made up private prosecutors and is not in any way attached to any political party.

The private prosecutors under NETPIL she said are interested in the case because of Article 50 of the Ugandan constitution which stipulates that any person or organization is allowed to bring action against the violation of another person or groups’ human rights.

The case was on 15th Monday before the chief magistrate court, pending a ruling on whether or not the DPP can take up prosecution in accordance with its mandate as stipulated in Article 120 of the 1995 Constitution and section 13 of the Torture act.

The NETPIL lawyers asked the courts of law to do their work so that people can get justice and trust in them too.

Having been granted permission to take over the case, the layers urged the DDP to act in the interest of the public, bearing in mind the need to prevent abuse of legal processes.

“We also appeal to the public to appreciate the initiative of the private prosecutors as one seeking the protection of the rights of all Ugandans and also further appeal to the politicians to allow for a peaceful legal process to meet the end of justice” said Atim.


Stay Away from Bad NGO’s – Bishop Orombi Warns Youths

The Former Archbishop of the Church Of Uganda, His Grace Henry Luke Orombi has asked Ugandan youths to stay away from some human rights activists and organizations which are promoting immorality in the name of defending human rights.

“Some people have been heard saying that Homosexuality is a human right and that those who engage in it are exercising their rights; this is dangerous to our generation, this must be avoided,” said Orombi.

The Archbishop was on Sunday Afternoon meeting youths in Kabale district in a half day conference at Rugarama convention ground in Kabale municipality.

Orombi noted that most youth today have been caught up by the modern lifestyle and thus some cannot differentiate between bad and good acts.

“If you want to receive God’s blessings you must be ready to desist from your sinful ways,” said Orombi.

Orombi who described himself as an international evangelist said he was in Kigezi diocese by invitation from the diocesan Bishop, Rt. Rev. George Bagamuhunda on his way to Rwanda for a mission.

Speaking at the same function, Bishop Bagamuhunda hailed Orombi for his commitment to inspire the youth during his ministry.

“While Archbishop, Orombi blessed many youth with his sermons and even after his retirement, he still does. We thank God for giving us such an inspirational man,” said Bagamuhunda.

Dr. Drake Aduba, the Lango diocesan mission coordinator asked the youth to avoid engaging in sinful acts that do not reflect their age.

“Some of you want to live like old people when you are still young. You want to show off while using other people’s property as if it is yours. Focus on your destiny by doing what deserves you,” said Aduba.

The half day conference which saw more than 100 youth give their lives to Christ attracted participants from Hornby High School, Bishop Kivengere Girls S.S, Kigezi High School, Bishop Barham University, and Kigezi College Butobere among others.

Kanungu Residents to Trek to State House Over Roads

Kanungu residents have threatened to stage mass protests against poor road infrastructure in the district.

The outcry is being led by Dixon Kagurusi Ampumuza, the former Kinkiizi West MP contestant.

Kagurusi while addressing the media in Kihihi town council Kanungu district on Monday said the fights in awarding tenders between UNRA and local district leadership have led to the delays in the projects’ commencement.

Kagurusi put on notice the UNRA leadership, saying that if no action is seen, he will mobilize people to walk from Kanungu to State House Entebbe to show the president their discontent to the President.

President Yoweri Museveni during 2011 campaigns promised the people of Kanungu to tarmac the Rukungiri-Ishasha-Kanungu road but the project has since stalled.

Kagurusi says they have over the years been reminding government about the road which was surveyed some time back but nothing more followed. .

On May 7, police in Kihihi arrested Kagurusi and 20 others who were protesting the delayed construction of the Rukungiri Kanungu road for illegal demonstration.

They had planned to trek a distance of 40 kilometers between Kihihi and Kanungu town councils before the police intercepted them.

The protesters carried placards attacking President Yoweri Museveni for failing to honor his pledge to upgrade the road to tarmac.

Lawyers Clash With Judge as DPP Takes Over Kayihura Brutality Case

Private lawyers and the Director of Public Prosecutions have reached an agreement that will see the latter take over prosecution of the case in which the Inspector General of Police and 7 police commanders are charged with brutality.

A group of 5 people through their lawyers led by Abudalla Kiwanuka and Daniel Walyemera constituted a private criminal prosecution against the police boss and his senior commanders at the Makindye Chief Magistrates court but the office of the DPP sought to take over the matter.

According to the arguments by the DPP, he is the only person mandated to prosecute criminal matters. He thus sought a revision of the decision by the Makindye court to have him apply formally to take over prosecution of the case.

On Tuesday afternoon, the private lawyers told High Court Justice Joseph Mulangira that they had reached an agreement to leave the DPP take over the prosecution of the case adding that this is provided for in the Constitution.

“We have discussed with our colleagues from the DPP’s office and agreed that they take over prosecution of this case as enshrined in article 120 of the Constitution. We (private lawyers) will be monitoring closely the matter,” Kiwanuka told court on Tuesday.

Judge Clashes with Lawyers

Earlier, Justice Mulangira clashed with the private lawyers including Abdalla iwanuka, Daniel  Walyemera and Martin Muhumuza who said they were representing the complainants (those allegedly beaten by police).

The judge called out the complainants Andrew Ssebitosi, Joseph Kaddu plus Rogers Ddiba and when they rose, they informed him that they had no lawyer representing them.

The trio had last week told a news conference they had withdrawn from the case after being forced to make statements pinning police yet they had never been beaten.

This prompted the judge to demand that the lawyers explain whether or not they had instructions to represent the complainants in the case.

“I have documents signed by those 3 people giving us instructions to represent them in the matter before court,” Kiwanuka told the judge.

However the judge insisted that the clients had out of their will told court that no one should represent them adding that the 3 lawyers were in court illegally. This angered Kiwanuka who interjected.

“My Lord, this matter should be taken serious. I am an advocate who was given instructions to proceed and I did not see any document asking me to withdraw from the matter, ”the lawyer from Lukwago and Company Advocates stressed.

The matter was however resolved when the Judge later ruled that the 3 lawyers were free to be present because they had an interest in the matter.

IGP Gasana to Cadets: We want Exceptional Performance

The Inspector General of Police (IGP) Emmanuel K. Gasana has challenged the recently commissioned cadet officers to be catalysts in policing professionalism which he said that it requires ‘performance to the best of their expectation’ while executing their duties.

The Police Chief made the remarks on Monday at the Rwanda National Police (RNP) General Headquarters in Kacyiru while briefing the 405 cadet officers of the 8th intake, who were commissioned early this month to the rank of Assistant Inspector of Police (AIP).

“Uphold and be guided by the RNP values at all times. Rwandans expect you to perfect your policing roles and that requires understanding and learning more on the policing landscape to inform your exceptional performance,” said IGP Gasana.

The final briefing for the junior officers ahead of taking up their duties in their varied deployments was also attended by Commissioners and other senior officers.

“Align the skills and the knowledge you acquired, with Rwanda’s vision. Discipline is a key determinant in everything we do as Police officers, which should define your character at all times as well,” he added, challenging them to avoid any involvement in malpractices which affect their credibility and that of the entire institution in general.

How they behave, he noted, shapes the public opinion towards RNP and appealed to them to preserve and continue to strive for the positive image of the force through professional performance.

Police Passes Plain-Clothed Officers, Warns on Masqueraders

Police have warned the public against civilians that are disguising as police officers and are busy tainting the good image of the Police Force.

The Deputy Police Spokesperson, Polly Namaye told Journalists at the Uganda Media Centre in Kampala that Police has recently trained and passed out a number of police officers who will be serving in their different capacities without uniforms.

“We have trained and passed out officers who will be serving in the Criminal Intelligence and Investigation Department (CIID), Crime Intelligence and in other investigation bodies and these will not be putting on uniforms; we know that there might be some civilians who might take advantage and disguise as officers in plain clothes and may engage into illegal actions,” Said Namaye.

“We call on the public to understand that all our officers have been issued with warrant cards which we use to identify them as genuine police officers.

“The public is urged to report to us any errant individuals that do security work without warrant cards and we shall immediately commence investigations and take relevant action against them.

Namaye on the same note warned security informants that mishandle and mistreat civilians to stop it immediately since they are not above the law.

“We are aware of informants that work with us time and again, some of whom work as Traffic assistants but these also should not involve in any illegal acts; once they are caught on the wrong side of the law, they will be dealt with accordingly.”

Namaye added that the security informants have a right to do their work but they should not be seen as abusers of human rights.
