Parliament Summoned to Vet Ssekandi Before Budget Tomorrow

Members of Parliament have been summoned for an urgent sitting on Wednesday morning before the 2016/17 National Budget is read in the afternoon.

ChimpReports has learnt that the Clerk to Parliament Jane Kibirige on Tuesday midmorning sent messages to all MPs asking them to convene tomorrow at 9am to approve the newly appointed Vice President Edward Ssekandi.

The text however did not mention about the Prime Minister position that is also supposed to be vetted and approved by the Committee of the whole. This could have implications that tomorrow’s budget will be read in the absence of not only the Prime Minister, but also the the Minister of Finance Himself. Usually the national budget is read out when the executive is fully constituted.

The same sitting will also constitute the Appointments Committee. The Appointments Committee is solely charged with the responsibilities of vetting and approving the Ministers, judges and heads of government departments appointed by the president.

The text reads: “There will be plenary sitting 2moro Wed. 8/06/16 at 9a.m. to approve appointment of the Vice-President, and constitution of appointments committee.”
