Gen. Kayihura Cancels Lukwago Swearing – In

The Inspector General of Police, Gen. Kale Kayihura has written to the KCCA Executive Director Jennifer Musisi asking her to cancel Lord Mayor Erias Lukwago’s swearing in ceremony scheduled for Wednesday this week.

Addressing journalists in Kampala on Monday morning, the police spokesperson Fred Enanga said that this request to the KCCA Executive Director was in relation to the visits of the South Korean and Turkish presidents as well as the oncoming Martyrs Day celebrations.

Her Excellency H.E. Park Guen-hye arrived in the country on Saturday afternoon while Recep Tayyip Erdoğan of Turkey is expected to jet in tomorrow Tuesday.

“The IGP has asked the KCCA Executive Director to reschedule the swearing-in ceremony of the Lord Mayor and Lord Councilors to next week due to the visiting presidents and the Uganda Martyr’s day celebrations,” Enanga said.

“During these occasions, the police will be preoccupied and will put much of their men to securing the VIPs. Therefore they will not be able to effectively secure the swearing-in function because they would be over stretched. ”

Enanga added that that the IGP had advised the swearing-in ceremony be put “any time” next week when they can effectively secure it. He added that Lukwago and the Lord councilors would be moving with many supporters who would disrupt transport.

According to the police mouthpiece, the decision to cancel the Lord Mayor’s inauguration followed engagements and consultations between the IGP and Jennifer Musisi.

“There will be too much public order concerns that would dilute the celebratory mood of the Lord Mayor and councilors, hence the need to cancel the ceremony, ” Enanga added.
