The Central Executive Committee of the National Resistance Movement party convened on Wednesday at Entebbe State House to deliberate on the delayed appointment of Cabinet.
ChimpReports reported yesterday that Party Chairman Yoweri Museveni summoned the members of CEC to Entebbe.
Today’s meeting which run from midday to 3pm, was expected handle the two names the President would present for the positions of Vice President and Prime Minister.
The CEC however only tackled the issue of membership of the crucial Appointments Committee of Parliament.
The Appointments Committee is the body that scrutinizes and approves the names designated by the President for ministers, judges, heads of government departments and agencies.
According to sources who attended the meeting, CEC received over 40 names of Members of Parliament from the Government Chief Whip, Ruth Nankabirwa.
20 names were approved by CEC, which had underlined a number of factors at the beginning of the meeting.
The first factor was retaining old members of the Committee who have been “friendly” in screening and approving the names sent by the appointing authority (Museveni).
The second factor was the regional balance and each zone as was referred to during the meeting got at least 3 members. Gender balance and youth representation were also considered.
NRM has now allocated itself 20 seats of the available 30 in the important Committee.
The Forum for Democratic Change, which is the second biggest party in terms of numbers at Parliament, will have only 2 slots down from 3 in the 9th Parliament.
Uganda People’s Congress and the Democratic Party are to maintain one seat each. The independents will get slots and it should be noted that majority of them are NRM leaning.
The Appointments Committee is chaired by the Speaker of Parliament and the Deputy Speaker, who are also members. The two are NRM but not among the 20 approved by CEC today since their case is automatic. ChimpReports will to bring full list soon.
