The Minister of Presidency and KCCA Frank Tumwebaze has said that the independence of Parliament does not necessarily mean the MPs conflicting with the executive.
Mr. Tumwebaze made the remarks on Tuesday at Parliament during the ongoing swearing in of the elected members of the 10th Parliament that started on Monday.
The minister is representing Kamwenge constituency for the third consecutive term.
“Many people misconstrue the independence of Parliament. They wrongly perceive that Parliament should be combative and fighting the Executive all the time,” Tumwebaze said.
Members of the opposition, civil society and other bodies have always argued the Parliament is a rubber for passing whatever the president is interested in.
The approval of late Gen. Aronda Nyakairima as a minister when he was still a serving army officer as well as Minister Aida Nantaba, were among the things that raised public concerns about the independence of the legislative arm which had initially rejected the endorsement of the two.
According to Frank all the three arms of government complement each other and should not be expected to clash with each other.
“The Executive, Parliament and even the Judiciary work together for the same cause which is the betterment of the government,” he added.
Tumwebaze stressed that the Executive through the Leader of Government business in Parliament only presents the policy papers and aspirations and the rest of the debate and conclusion is done by Members of Parliament.
Meanwhile concerning the Parliamentary business Tumwebaze said the legislative institution should work on the allocation of time for MPs to allow them concentrate on their constituencies.
“We always have very little time for our constituencies. There is no single time we go for a recess and finish it. They always summon us back before the completion.”
