The Police Special Investigations Division has summoned the Leader of Opposition in Parliament, Wafula Oguttu for attending the mock swearing in ceremony of former presidential candidate and FDC strongman Dr. Kizza Besigye as the president of Uganda on Wednesday.
Oguttu who is also the Member of Parliament for Bukholi county was seen together with other opposition colleagues including Patrick Amuriat and Kevina Nataka among others in the video footage of Besigye taking oath which has been declared by the police as illegal.
The Leader of Opposition has been under house for the last 8 days and it remains unclear how he beat the 24 hour police surveillance to attend the event.
ChimpReports has seen the copy of a police letter dated 14th May 2016 requiring Oguttu to appear before the Acting Deputy Director of the Kireka based Special Investigations Division , Odong Mark Paul at 9 AM on Monday.
“Pursuant to section 27A of the Police Act, you are hereby summoned to report to the Special Investigations Division before the Ag. Deputy Director SID on Monday 16/05/2016 at 0900/c without fail,”read part of the letter from police.
“…… to explain the circumstances under which you attended and witnessed the unlawful taking of the presidential oath and undertaking to execute the functions and duties of the office of the president of the Republic of Uganda by Rt. Col. Dr. Kizza Besigye Kifefe.”
NRM’s Yoweri Museveni was declared the winner of the February 18 polls in which the FDC presidential candidate was second after getting 35 per cent.
The opposition strongman has since rejected the outcome of the polls insisting he won the election adding he would declare his own cabinet and swear himself as president.
However, on Wednesday a day before Museveni took oath at Kololo, Besigye who had been under house arrest escaped and took to the city before releasing a video of his own inauguration ceremony attended by many FDC bigwigs.
He was later arrested and briefly held at Nagalama police station before being transferred to Moroto government prison,420km out of the capital Kampala.
Besigye was on Friday charged with treason and remanded until 25 May when the hearing of his capital offense which attracts the maximum death sentence on conviction, will commence.
