Ruling National Resistance Movement party cadres in Lira district have petitioned President Yoweri Museveni over the continued absence of a deputy resident District Commission in the district.
The cadres decried the gap in service delivery left by absence of the deputy official.
Angella Amuge, a ruling party secretary for women affairs in Lira district says the continued vacancy in the position has left Lira district with a huge service delivery gap especially anti-poverty interventions.
Amuge wonders why since the transfer of George Odongo and Mwaka Lutokomoi as substantive RDC and deputy respectively more than one year ago, the appointing authority cannot fill the vacancy.
Okello Raphael another NRM executive in Adyel division shares the same sentiments challenging the President to expedite the process of appointing a deputy resident district commissioner since a district at the level of Lira is by law required to have the official.
Okello laments that the heavy workload in the district may already be overwhelming Robert Abak the RDC who has no officer to delegate duties to incase of absence from office.
However Robert Abak, the RDC Lira says his is not complaining about workload hence the cadres should wait of the President to exercise his constitutional discretion.
He contends that it is within the wisdom of the appointing authority to leave the position vacant insisting that when he deems fit, the gap will be filled.
Under current guidelines office the president guidelines, major municipalities in the country are supposed to have both a full and deputy RDC.
