Lukwago, Kamya Case Flops

The hearing of the case in which Lord Mayor Erias Lukwago seeks a court order to compel Kampala Minister Betty Kamya and KCCA Executive Director Jennifer Musisi to pay his salary emoluments for three years; didn’t take place as scheduled today.

This was all thanks to the absence of trial judge Patricia Basaza, who was away on other official duties. As such, all parties didn’t receive the new date for the hearing.

Lukwago is represented in this matter by Counsel Chrisistom Katumba, Minister Kamya by Johnson Natuhwera and Mrs Musisi by Caleb Mugisha.

Although the parties wanted the hearing date fixed, the deputy registrar told them he couldn’t fix it since the judge’s diary is not available, promising that his would be sorted on the judge’s return.

In this application before High Court, Lukwago challenges the actions of Minister Kamya, KCCA’s Jennifer Musisi, and the Attorney General, of withholding his salary emoluments for three years even after court and the City Authority cleared the payment.

Lukwago also wants an order for award of damages for mental anguish he suffered throughout this period.

The salary emoluments in question totals Shs 526 million without tax, accruing from December 2013 when he was impeached to May 2016 when he was sworn in as Lord Mayor for the second term.

“We have been and we shall continue to be patient because I am entitled to that money,” the Lord Mayor told reporters at the court today.
