Court Of Appeal has fixed 22nd February 2017 to start hearing an application filed by jailed former Principle Accountant in the Ministry Of Public Service Christopher Obey, who wants court to quash the Anticorruption Court judgment and his 10 year sentence after being convicted of causing Shs. 88bn financial loss to government
In November last year, the Anti-corruption Court Judge Lawrence Gidudu sentenced Christopher Obey to 10years together with former Permanent Secretary Jimmy Lwamafa and Stephen Kiwanuka Kunsa the Former Commissioner Pensions who were also ordered to refund Shs 50billion out of the 88billion that was misappropriated.
The court concluded that this was a syndicate form of corruption that was “crafted in public
service, modified in ministry of finance, smoothed in Bank of Uganda and perfected in Cairo Bank.”
In his application before the Court Of Appeal Justices led by the Deputy chief justice Stephen Kavuma, Obey says he’s battling incurable diseases in detention and once left in prison to serve the ten years, his life would be put at stake.
In the financial years of 2010-2011 and 2011-2012 respectively while holding their respective positions in the ministry of public service, the trio made budgetary provisions of over 88billion shillings from Ministry Of Finance and accounted it to be paid to NSSF yet the ministry is exempted from paying to NSSF.
