Kabale: Mutebile to Be Sued Over Botched ICOB Polls

The election of Dr Francis Mwesigye Runumi as the International Community of the Banyakigezi (ICOB) Chairman and his executive hangs in balance.

This is after two association members Stephen Birikano Mumyatwali and Allan Nsengiyumva issued a notice to sue the patron of ICOB and Bank of Uganda governor Prof. Emmanuel Tumusiime Mutebile.

The two through their lawyers of Alaka and Company Advocates claim that the ICOB annual general meeting held on December 30, 2016 at White Horse Inn in Kabale was an illegality and that the elections of the new executive were held in contravention of the law.

Mumyatwali and Nsengiyumva contested for ICOB Treasurer and Kisoro District Representative respectively, but because of the purported chaos, intimidation and disorder that marred the exercise, they lost.

The two also accuse one Dr John Bahane and Dr Abel Rwendeire of absconding from their duties and illegally allowing the people to vote by lining up behind candidates of their choice which contravenes the ICOB constitution.

On hearing about the plan to sue him, Prof. Emmanuel Tumusiime Mutebile rushed to distance himself from the polls, stressing that he is only the association patron and had nothing to do with the election exercise.

Dr Runumi who was elected the chairman he says that the elections were peaceful and that there was no intimidation as alleged.

The association which changed leadership at the close of last month unites people from the Kigezi sub region, both in and out of the country.
