EC Corroborates Kato Lubwama Accuser

The Electoral Commission has Monday cleared the air and officially confirmed that FDC’s Habib Buwembo, an activist who is challenging Rubaga South  MP Kato Lubwama’s academic qualifications, is a registered voter from the same constituency.

This clarification puts away earlier doubts expressed in court by Mr Lubwama’s lawyers that Buwembo was not a Lubaga voter.

In the previous court sitting, the trial judge Margret Oumo Oguli ordered the Electoral Commission to produce the voters’ register of Rubaga south Constituency to prove whether Buwembo is a registered voter of the constituency.

Today the Commission fulfilled this order and it was confirmed that Buwembo was indeed registered to vote from the constituency.

In his application, Buwembo, contends that Kato Lubwama lacks the minimum academic qualifications to be a member of parliament and that he failed his Uganda Certificate of Education examinations.

Buwembo adds that there is no evidence that Lubwama proceeded to A-level or undertook any course that is equivalent to it.

Legally, the hearing period for matters arising from last February elections before high courts has already elapsed .

But Mr Buwembo in his application is also seeking an extension to be allowed to file his petition out of time, whereas
the respondent Kato Lubwama is seeking for dismissal of the application with costs.
